HomeMy WebLinkAboutReso 5982-1972RESOLUTION NO. 59 8.2 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING IMPLEMENTATION OF ANTI-RABIES VACCINATION REQUIREMENTS FOR DOGS. WHEREAS, the State Department of Public Health on December 5, 1971, declared the County of San Mateo to be a rabies endemic area based on the discovery of three bats diagnosed as rabies positive, and WHEREAS, the San Mateo County Health Department has requested each city to take steps to ameliorate this condi- tion, and WHEREAS, the Health Department has submitted recommenda- tions embodied in Exhibit A attached hereto which would allow the Peninsula Humane Society to require that all dogs receive anti-rabies vaccine prior to the issuance of a dog license, and WHEREAS, this basic requirement by resolution is legally consistent with South San Francisco Ordinance #564, Section XXVII; NOW, THEREFORE, BE IT RESOLVED that the County Health Department in conjunction with the Peninsula Humane Society is hereby authorized to implement those vaccine requirements hereby set forth in Exhibit A attached, upon the performance of the following conditions: 1. San Mateo County Health Department make anti- rabies vaccinations available at nominal cost on reasonably regular periodic basis. 2. The vaccination be made available in the South South San Francisco locale. Vaccination Requirement Every dog over four (4)months of age shall have a medically current vaccination with a canine anti-rabies vaccine approved by the Health Department of the State of California. Such vaccination shall be administered by a veterinarian or as provided through County recognized vaccination clinics. Every person who owns or comes to own an unvaccinated dog shall have ten (10) days in which to comply with the provisions of this section. Exception: No dog need be vaccinated for rabies where: (a) A licensed veterinarian has examined said dog and certified at such time that a vaccination would endanger the dog's health because of physiological reasons; (b) Such certificate is presented to the Health Officer within five (5) days of such examination; and (c) The Health Officer concurs in the opinion of the veterinarian, contained in such certificate, and endorses on such certificate his approval thereof. Such cer- tificate must bear the date of issuance and must be renewed each year. Veterinarian' s Certificate: Elements The following items of information shall be included in the certi fi cate: 1. Owner's full name, address and telephone number. 2. Vaccination tag number. 3. Breed, age, sex and color or markings of the dog. 4. A statement which provides: "This Certifies that the dog described herein was vaccinated against rabies with: a. Live Virus Vaccines (1) Chick embryo origin (2) Tissue culture Origin (canine kidney, chick fibroblast, hamster kidney, and porcine kidney) b. Killed Virus Vaccines (1) Caprine, Ovine Nerve Tissue
