1. Call to Order: Time: 9:52 p.m.
2. Roll Call: Present: Councilmembers Addiego,
Matsumoto, and Mullin, Vice
Mayor Gonzalez and Mayor
Garbarino.
Absent: None.
3. Public Comments — comments are limited to items on the Special Meeting
Agenda.
None.
4. Agenda Review.
None.
5. Appointment of Barry Nagel to Oversight Board to replace current Appointee.
City Manager Nagel noted Council was aware that as part of the dissolution of the RDA, a state -
mandated Oversight Board was to be put in place to oversee the Successor Agency. The Board
would be comprised of representatives of various local agencies as designated by statute.
Council had made two (2) appointments to the Board, including Councilman Addiego and Senior
Planner Beaudin. Following these initial appointments, the City Attorney reviewed the criteria
for appointment and confirmed that the City Manager as a former employee could be appointed
as the representative for former employees of the RDA. Accordingly, staff was recommending
replacing the current appointee to this position, Planner Beaudin, with City Manager Nagel.
Councilman Addiego questioned which City staff would assist the Board.
City Manager Nagel responded that the Board would have its own attorney and Assistant City
Manager VanDuyn would staff the Board as well.
Motion— Councilwoman Matsumoto /Second— Councilman Addiego: to appoint Barry Nagel to
the Oversight Board to replace current Appointee. Unanimously approved by voice vote.
6. Adjournment.
Being no further comments or questions, Mayor Garbarino adjourned the meeting at 9:56 p.m.
