Resolution No. 32-2012 Approving the Fiscal Year 2012-13 One Year Actlion Plan and revised Citizen Participation Plan for the Community Development Block an Program. Housing and Community Development Assistant Lancaster presented the staff repo recommending ap, �roval of the one (1) Year Action Plan and Revised C*t*zen ParticipatiO p Plan. She: noted Council icould modify the recommendations, as it saw fit. Melissa Viseara, Matthew Gonzalez and Pais M'.ill,s, current and former residents of Starvista Transitional Youth Services, addressed Council and relayed their individual successes in the program. Highlighted were the goals they had met, their college attendance and, plans for the future. She noted 35% of John's Closet's chents were ftom South San Francisco. ,Attorney Shirley Gibson of the Legal Aid Society of San Mateo County thanked Council for its support. She noted it would help make it possible for the Agency to continue to: be on the ftont l7 is of housing services. in response to. Council inquiry, Ms. Gibson noted her Agency differed, from Project Sentinel in that it is a, legal services organization staffed, w I 'th attorneys, focused on eviction defense,, Associate Director of HIPI Housing Laura Fanucchi addressed Council and urged, its, support of its Home Sharing Program. She noted the Program served many clients and the Agency had just moved, its Office into the City "s Magnolia, Center. He questioned whether there was any way to fund HIP's programs, because he wanted to see its, programs maintained in the City over the long haul-particularly, the Home Shan*ng Progra n-i. M I =I Councilwoman Matsumoto advocated for funding H IP's, Home Sharing Program. Councilwoman Matsumoto noted she was in favor of finding such a means to fund HIP, PARCH and, Starvista. Councilman Mullin stated he would be interested in a one time use of a small portion of forme:r RDA fimd,s to suppoi-t these programs. Camino High School solar panel installation, exarnple oftre e s, being, removedin, such, a manner as to change the look of the neighborhood. Planner Gross stated mechanisms allowing for review of proposed projects would still be in place and the City's tree ordinance would also govern. He further reminded Council that there were very specific requirements set fo�rth in the update , date ft two (2) years ago , regarding trees per parking spaces, etcetera. The, requirements were much greater than those under previous zoning ordinances. Councilwoman Matsumoto questioned whether such poles could, be restricted, ftorn neighborhoods since health as, ects could not be utilized as a means fbr denying, an. ,P application. City Attorney Ma s stated the proposed, ordinance limits placement of antennas in residential areas, within the confines of Council's legal a�uthon'ty. He reiterated its requirement that, pl ;�p icants exhau em st consideration of placent in non-residential areas , * order to address coverage voids. Nonetheless, state and federal law have expressed a preference for the availability of cell coverage and the industries providing the service have lobbied, effectively. There is still a fair amount, of local discretion, with the exception of radio transmission and EMF transmission lines.
