ROLL CALL: PRESENT: Councilmembers Addiego, Matsumoto and Mullin, Vice Mayor Gonzalez and Mayor Garbarino. ABSENT: None. PLEDGE OF ALLEGIANCE: Led by Mayor Garbarino. PRESENTATIONS • Proclamation honoring Public Service Recognition Week. Mayor Garbarino read the proclamation declaring May 6 through 12 as Public Service Recognition Week in the City of South San Francisco. Representatives of various City Departments listed below accepted the Proclamation on behalf of the City's employees: Daniel Woldemichael, Computer Service Technician, Information Technology Service Department Donna Ochoa, Executive Assistant to the City Manager Sylvia Portillo, Human Resources Analyst Jennifer Clemente, Accounting Assistant, Finance Department Patricia Cotla, Planning Technician, Planning Division Iman Mouasher, Assistant City Clerk, City Clerk Department Fernando Cordova, Project Read, South San Francisco Main Library Officer Jeff Lee, South San Francisco Police Department Paramedic /Firefighter Jacob Juarez, South San Francisco Fire Department Nelson Yuk, Operator 1, Water Quality Control Plant Gus Vellis, Recreation and Community Services Supervisor, Parks and Recreation Department • Presentation of "South City 101," the 2011 training project of the South San Francisco Employees' Leadership Academy by Principal Planner, Gerry Beaudin and Budget and Financial Manager, Colleen Tribby. Principal Planner Beaudin and Budget Manager Tribby detailed the South City 101 training project and presented members of the city staff that had participated in the program since January. They explained that together with graduates of the County's Leadership Academy, they had developed a training program to help familiarize staff with the functions performed by other City Depai talents. Through the pilot program that had just been completed, participants believed they had gained appreciation for and greater knowledge of the tasks performed by their colleagues. They also believed the program was beneficial for relationship development across departments. The team planned to continue fine tuning the program so that it could be offered as a training program into the future. Councilwoman Matsumoto questioned how participants would be selected for participation in South City 101. Principal Planner Beaudin advised the group was working with Human Resources Director Mount to identify an appropriate application process. Councilmembers congratulated the group on their work to develop the program. They further noted the importance of such programs to employee development and succession planning, which have traditionally been challenging to municipalities. • Science, Technology, Engineering, Math (STEM) Grant Presentation by Lluneida Roman, Library Department, Community Learning Center. Project Read Program Manager Holly Fulghum- Nutters introduced the Supervisor of the Community Learning Center's Afterschool Homework Program, Lluneida Roman. Supervisor Roman explained the STEM Grant and the services it would permit the City to provide, including hands -on science and math for elementary school children. She explained the program would reinforce everyday life skills and encourage curiosity about the subjects in a relaxed exploratory environment. She also advised the City had received a commendation relating to the program from County Supervisor Carole Groom. In response to questions and suggestions from Council, Ms. Roman advised that about 130 children would participate in the program and agreed to work with the School District to track the program and monitor whether participating children achieved school - related math and science success in greater numbers. • Realignment: A Brief Summary for San Mateo City Councils presented by Stuart Forrest, Chief Probation Officer, San Mateo County Probation Department Chief Stuart Forrest appeared to provide Council with an update on realignment under AB 109. He explained the program goals of reducing the population of state prisoners while at the same time reclassifying certain categories of non - sexual /non - violent offenders under local control. He explained realignment had already begun and that presently 240 prisoners had returned back to San Mateo County Supervision under the program. The REGULAR CITY COUNCIL MEETING MAY 9, 2012 MINUTES 2 demographics of this population were as follows: 20 -30 year olds with substance abuse problems. Most had been in prison for a year and a half. The County's Probation Service Team is in contact with the released individuals within 48 hours of their departure from prison. A Parole Officer orientates each parolee and explains the conditions of supervision. The local police department in each parolee's city is also notified of the individual's return to the community. Parolees are closely monitored and random visits and drug tests are implemented. Councilwoman Matsumoto questioned whether local nonprofits had the resources to provide services to these individuals given current funding cuts. Chief Forrest responded that his staff had convened with service providers early in the process to determine their needs for continued service provision. Councilman Mullin questioned the single most important thing cities should do to monitor this population. Chief Forrest explained the best thing cities could do is monitor local law enforcement reports on outcomes within this population. Councilman Addiego questioned whether the 1 Probation officer to 60 parolee ratio was mandated by the state or county. Chief Forrest responded that it varies from county to county and is the result of internal departmental analysis regarding local needs. He closed by noting the County believes that combined with local law enforcement, it has a good structure in place to supervise parolees released under the realignment program. AGENDA REVIEW None. PUBLIC COMMENTS Hon. Liza Normandy representing the South San Francisco Asian Alliance appeared to invite Council and the public to its third annual Asian Heritage Celebration. The event would take place on Sunday May 20 and the featured speaker would be local news reporter John Sasake. ITEMS FROM COUNCIL • Announcements. • Committee Reports. Councilmembers reported on attendance at community meetings and events including a meeting of the HOPE Interagency Council, a CCAG meeting, a Music Department Concert at El Camino High School, League of California Cities Meetings and the Tanforan REGULAR CITY COUNCIL MEETING MAY 9, 2012 MINUTES 3 Assembly Center Memorial Day honoring Japanese Americans on April 28th. Announcements regarding upcoming events included the ribbon cutting at the South San Francisco Ferry Terminal on June 4, 2012 and a free program at the Municipal Services Building on Saturday May 19, 2012 from 10:00 a.m. to 12:00 p.m. regarding cultivating sustainable gardens in South San Francisco. Specific items for further action and /or consideration were set forth as follows: Councilmembers joined in commending the Police Department and state and federal agencies on gang related arrests that occurred on May 3, 2012 and relating to the tragic killings that took place in the City on December 22, 2010. Councilmembers recalled the fear and sadness that encompassed the City in the dark days that followed and vowed to continue to work with the community to combat such violence. Chief of Police Massoni was recognized for unwavering leadership during this difficult time. Residents and City staff were encouraged to remain supportive of the efforts of the Police Department and Council expressed its commitment to providing the police with the resources necessary to continue to build a cohesive community. The community was encouraged to remain vigilant and report suspicious activity to the police. Councilman Addiego requested that the meeting be adjourned in honor of former San Mateo Mayor, Hon. John Lee. CONSENT CALENDAR 1. Motion to approve the minutes of meetings of March 21, 2012 and April 25, 2012. 2. Motion to approve expense claims of May 9, 2012. 3. Resolution No. 33 -2012 authorizing the submittal of Lifeline Transportation Program Grant Application in the amount of $210,000 to the Metropolitan Transportation Commission to support a lifeline project at the Library Department's Community Learning Center. Motion— Councilman Addiego /Second— Councilman Gonzalez: to approve Consent Calendar Items Nos. 1 and 2. Unanimously approved by voice vote. Item 3: Councilwoman Matsumoto requested that an e -mail address on the application be updated. Motion— Councilwoman Matsumoto /Councilman Gonzalez: to approve Resolution No. 33- 2012. Unanimously approved by voice vote. LEGISLATIVE BUSINESS 4. Waive reading and introduce an ordinance repealing Chapter 8.58 of the South San Francisco Municipal Code pertaining to Solicitations directed to Occupants of Motor Vehicles. Chief of Police Massoni explained the history of Chapter 8.58 proposed for repeal, noting it was passed back in 1999 when the City was entertaining applications for Lowes and Home REGULAR CITY COUNCIL MEETING MAY 9, 2012 MINUTES 4 Depot Stores due to concerns related to day laborers that had established a practice of loitering around stores owned by the retailers. The Lowes store, which had since been opened, had not experienced any such problems. In addition, similar ordinances in other cities had been deemed unconstitutional. For these reasons staff recommended repeal of Chapter 8.58. Councilmembers Gonzalez and Garbarino expressed the need for educating day laborers so they wouldn't be taken advantage of. Councilman Addiego commented that many day laborers were very resourceful and in some locations had established impromptu labor groups. Motion— Councilman Addiego /Councilman Gonzalez: to waive reading and introduce an ordinance repealing Chapter 8.58 of the South San Francisco Municipal Code pertaining to Solicitations directed to Occupants of Motor Vehicles. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 5. Resolution No. 34 -2012 concurring with applicable findings and recommendations of the 2011 -2012 San Mateo County Civil Grand Jury report of February 15, 2012, entitled, "The County, San Carlos, and Cal -Fire, a Missed Opportunity ?" Fire Chief White presented the staff report recommending that Council adopt a resolution concurring with the applicable findings and recommendations of the 2011 -2012 San Mateo Civil Grand Jury regarding the report entitled "the County, San Carlos and Cal -Fire, a Missed Opportunity ?" He explained that in 2009 -2010 the San Mateo County Civil Grand Jury investigated whether County Fire Departments could reduce operating costs without sacrificing services through consolidation. As part of this review, the grand jury studied the 14 fire agencies protecting San Mateo County. It also studied four consolidations that occurred, some of which were no longer operational. Additionally the grand jury conducted interviews of fire staff, city managers and other relevant personnel throughout the County. The Grand Jury's conclusions included that cities that had consolidated achieved significant savings and some were able to maintain service levels. The grand Jury further raised consideration of Cal -Fire as a possible source of local fire protection. The Chief explained he was recommending Council concur with four (4) findings and two (2) recommendations specified in the report, because he believed the others set forth in the report were outside the City's purview and were better addressed between the County and Grand Jury. Councilwoman Matsumoto noted the Chief had conducted outreach to local Fire Departments as far as Menlo Park since 2005. She further noted that to date, no City had expressed an interest in consolidating with South San Francisco, including neighboring San Bruno, which likely would have been a good fit given geographic proximity. Chief White noted he continues to reach out to local fire agencies regarding consolidation discussions. He further commented that northern cities, including San Bruno, Brisbane and Daly City would be appropriate for consideration given their geographic proximity. REGULAR CITY COUNCIL MEETING MAY 9, 2012 MINUTES 5 Councilman Addiego encouraged the Chief to continue to reach out to local agencies as appropriate. Motion— Councilman Addiego /Second— Councilman Mullin: to approve Resolution No. 34 -2012 with modification specifying the findings and recommendations included for support, including findings: 1, 2, 3 and 4; and recommendations: 1 and 2. Unanimously approved by voice vote. 6. Resolution No. 35 -2012 designating the Mission Blue as the Official Butterfly of South San Francisco. Director of Parks and Recreation Ranals presented the staff report recommending approval of a resolution designating the Mission Blue as the Official Butterfly of the City of South San Francisco. She explained that Councilwoman Matsumoto proposed the designation noting that the species has a very limited range of habitat, which includes areas of San Bruno Mountain. In 1976, the Mission Blue was listed as endangered and found on San Bruno Mountain, Twin Peaks, the Marin Headlands and the Milagra Ridge. It is a small butterfly with a one -inch wingspan about the size of a quarter. Males are a light iridescent blue, females are brown with blue toward the base. The host plant, the Silver Bush Lupine is susceptible to dieback. San Bruno Mountain supports Summer Lupine and Varied Lupine, which is the reason for survival in our area. The Golden Gate National Parks Conservancy estimates the San Bruno Mountain population at 18,000, which may be the largest population in the world. Director Ranals identified practical benefits of the designation, including: 1) raising public awareness of the species; 2) establishing a graphic logo for city parks and educational materials, 3) an additional element to the city symbol and 4) encouraging awareness of conservation practices. Councilmembers expressed enthusiasm about the designation. Motion— Councilwoman Matsumoto /Councilman Addiego: to approve Resolution No. 35- 2012. Unanimously approved by voice vote. COMMUNITY FORUM Councilman Gonzalez encouraged the community to remember that the vigilance against gang violence in the City must not end with the arrests of last Thursday. At Councilman Addiego's request Councilmembers, City staff and members of the public present in the chamber engaged in a round of applause for Chief of Police Massoni and his staff.
