PRESENT: Councilmembers Addiego, Matsumoto and Mullin, Vice Mayor Gonzalez and Mayor Garbarino ABSENT: None. 3. Agenda Review. No changes. 4. Public Comments — comments are limited to items on the Special Meeting Agenda. None. 5. Motion authorizing staff to negotiate and approve temporary lease with PG &E for 1 Chestnut Avenue. Director of Economic and Community development and Assistant City Manager Van Duyn presented the staff report recommending that the Agency approve a License Agreement with PG &E to use a portion of the building and the surface parking area at 1 Chestnut Avenue and the vacant site on Mission Road for a contractor office and tagging area for the period from June 25, 2012 through December 24, 2012. He advised PG &E has requested use of the two sites in order to construct an important upgrade to the existing gas pipeline system that exists on the San Francisco Peninsula. In September 2010, a portion of this pipeline system was responsible for the explosion and fire that devastated a San Bruno Neighborhood. After the disaster, PG &E surveyed, inspected and temporarily upgraded the pipeline along the entire route. The South San Francisco line generally follows the El Camino Real , Antoinette Lane and Mission Road between Colma Creek and Lawndale Drive. PG &E plans to remove the existing pipeline on Antoinette Lane and replace it with a new 30 -inch pipeline on Chestnut Avenue, between El Camino Real and Mission Road and Mission Road between Chestnut Avenue and Lawndale Drive. The proposed project will be a permanent repair that is essential to the safety of residents and businesses in South San Francisco. The 1 Chestnut building would be used as a construction office and the vacant mission road site would be used as a lay down yard for the project. A monthly rent of $14,080 through December 2012 would be paid to the Successor Agency by PG &E. Councilwoman Matsumoto requested that staff discuss camouflaging heavy machinery and equipment on El Camino Real with PG &E. Staff noted that PG &E had done a nice job interacting with the public and being conscientious when the temporary pipe was installed last year. Staff further noted that installation of the pipeline was essential the community's safety. Realtor Vic Catanzaro addressed Council and advised that his client, Pet Club had an interest in renting the 1 Chestnut building temporarily due its displacement from Westborough shopping Center, which was being remodeled. He noted that Pet Club had a long and successful business in the City and hope to continue with South San Francisco as its home. His client was willing to make improvements to the building to facilitate its use and believed the temporary use would last about three years. Councilmembers noted that the building's current configuration would not suit a retail use. Assistant City Manager Van Duyn noted that with the improvements that would need to be made to accommodate the use, it might be tough for the Pet Club to amortize the investment and vacate within 3 years if necessary. Councilmembers decided to approve the PG &E lease and invited Mr. Catanzaro to make public comment to the Oversight Board on the same issue at its upcoming Regular Meeting at which they would be review and approve or overturn the Agency's action on the PG &E Lease.
