Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 CITY HALL CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO WEDNESDAY, MARCH f, 2013 4:00 P.M. 1. Call to Order. Time: 4:04 p.m. 1 Roll Call. Present: Councilmembers Addiego, Garbarino and Gupta, Mayor Pro Tem Matsumoto and Mayor Gonzalez. Absent: None. 3. Public Comments — comments are limited to items on the Special Meeting Agenda. 4. Agenda Review. Acting Assistant City Clerk Reodica notified Council that there had been a change in the interview schedule due to the unavailability of Shirley James for interview for the Parking Place Commission and the withdrawal of applicant Susie McFarland for consideration to serve on the Parking Place Commission. Ms. James and Ms. McFarland held the 4:00 p.m. and 4-10 p.m. interview slots respectively. The City Clerk's Office contacted all applicants scheduled for interview both by e-mail and telephone and advised that interviews would be moved up by approximately twenty minutes, 5. Interview applicants for the Parking Place Commission. 4: 00 p.m.: Shirley James 4 :10 p.m.: Susie McFarland Applicants Michael Lew, Nak Shah and Bassani ("Sam") Shihadeh will be interviewed as applicants for multiple positions later in the evening. Ms. James and Ms. McFarland were not interviewed for the reasons set forth above. 6. Interview applicants for the Personnel Board: 4:20 p.m.: Frances Luster Incumbent Marietta Lou Harris submitted an application for reappointment and accepted Council's offer to decline interview. Applicants Kristina Anderson, Non-n Faria, Michael Lew and Nak Shah will be interviewed as applicants for multiple positions later in the evening. Council interviewed Frances Luster. 7. Interview applicants for the Parks and Recreation Commission 4:30 p.m.: William Lock 4:40 p.m.: Nicholas Torn Incumbents Richard Holt, Mark Nagales and Cynthia Velez submitted applications for reappointment and accepted Council's offer to decline interview. Applicants Kristina Anderson, Aaron Boyd, Michael Lew and Nak Shah will be interviewed as applicants for multiple positions later in the evening. Council interviewed Mr. Lock and Mr, Tom. Interview applicants for the Planning Commission: 4:50 p.m.: Sam Derby 5:00 pm.: Alexander Khalfin 5:10 p. m.: Alan Wong Incumbents Carlos Martin, Rick Ocbsenhirt and John Prouty submitted applications for reappointment. Messrs. Ochsenhirt and Prouty accepted Council's offer to decline interview. Mr. Martin will be interviewed later in the evening due to a scheduling conflict. Applicants Kristina Anderson, Aaron. Boyd, Norm Faria, Michael Lew, Sam Shihadeh and Nak Shah will be interviewed as applicants for multiple positions later in the evening. Council interviewed Mr. Derby, Mr. Khalfin and Mr. Wong. 9. Interview applicants for Multiple Positions: 5:20 p.m.: Kristina Anderson (Parks and Recreation, Personnel Board & Planning Commission) SPECIAL CITY COUNCIL MEETING MARCH 6, 2013 MINUTES PAGE 2 5:30 p.m.: Aaron Boyd (Parks and Recreation & Planning Commission) 5:40p.m.: Norm Faria (Personnel Board & Planning Commission) 5:50 p.m.: Michael Lew (Parking Place Commission, Parks and Recreation, Personnel Board and Planning Commission) 6:00p.m.: Nak Shah (Parking Place Commission, Parks and Recreation, Personnel Board and Planning Commission) 6:10 p.m.: Sam Shihadeh (Parking Place Commission and Planning Commission) Council interviewed Ms. Anderson, Ms. Boyd, Mr. Faria, Mr. Lew, Mr. Shah and Mr. Shihadeh. 10. 6:20p,m.: Interview Planning Commission Incumbent Carlos Martin. Council interviewed Mr. Martin. 11. Discussion and appointment of applicants to the Parking Place Commission Council may appoint two (2) applicants to respective terms to expire December 31, 2015. Motion- Councilman Garbarino/Second- Councilman Addiego- to appoint Sam Shihadeh to the Parking Place Commission for a term to expire December 31, 2015 and leave one position vacant in order to interview Shirley James. Unanimously approved by voice vote, 12. Discussion and appointment of applicants to the Personnel Board. Council may appoint three (3) applicants to respective terms to expire December 31, 2016. Motion- Councilman Garbarino/Second- Councilman Addiego- to appoint Marietta L. Harris, Frances Luster and Norm Faria to the Personnel Board for respective terms expiring December 31, 2016. Unanimously approved by voice vote. 13. Discussion and appointment of applicants to the Parks and Recreation Commission. Council may appoint four (4) applicants to respective terms to expire December 31, 2016. Motion- Mayor Pro Tern Matsumoto/Second- Councilman Addiego- to appoint Richard Holt, William Lock, Mark Nagales and Cynthia Velez to respective terms on the Personnel Board for respective terms to expire December 31, 2016. Unanimously approved by voice vote. 14. Discussion and appointment of applicants to the Planning Commission. Council may appoint four (4) applicants to respective terms to expire December 31, 2016. Motion- Councilman Garbarino/ Second- Mayor Pro Tern Matsumoto: to appoint Alexander Khalfin, Carlos Martin, Rick Ochsenhirt and Alan Wong to the Planning Commission for SPECIAL CITY COUNCIL MEETING MARCH 6, 2013 MINUTES PAGE 3 respective terms to expire December 31, 2016.
