Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 44083 (650) 877 -8518 Meeting to be held at: SOUTH SAN FRANCISCO CONFERENCE CENTER 255 SOUTH AIRPORT BOULEVARD TUESDAY, DECEMBER 3, 2013 7:00 P.M. 1. Call to Order Time: 7:10 P.M. 2. Roll Call Present: Councilmembers Addiego, Garbarino and Gupta, Mayor Pro Tern Matsumoto, Mayor Gonzalez 3. Public Comments - comments are limited to items on the Special Meeting Agenda None 4, Mayor declares the purpose of the meeting a. Post colors — Police Explorers b. Pledge of Allegiance — Susan Kennedy 5. Introduction of Elected Officials Mayor Gonzalez introduced the elected officials and dignitaries who were present including: California State Assemblyman Kevin Mullin, California State Senator Jerry Hill, former Burlingame City Councilmember Joe Galligan, San Mateo County Supervisor Dave Pine, Jim Tucker of the San Mateo County Harbor District, South San Francisco Unified School District Clerk and President Phillip Weise and Maurice Goodman, Legislative Aide Mark Nagales representing the Office of Congresswoman Jackie Speier, Legislative Aide Anthony Valdez representing the Office of San Mateo County Supervisor Adrienne Tissier, San Mateo County Harbor District President, Robert Bernardo, and Retired San Mateo County Superior Court Judge, Hon. Quentin Kopp. Resolution canvassing returns and declaring results of the South San Francisco Consolidated Municipal, School and Special District Election on November 5, 2013 Motion: Councilmember Addiego /Second — Councilmember Garbarino: to approve Resolution No. 124 -2013. Unanimously approved by voice vote. Comments by Outgoing Councilmembers a. Comments by Seated Councilmembers Mayor Pedro Gonzalez introduced and thanked his wife Eldie, his children Prudencia, Silverio and Sara, his grandchildren and his siblings for their continued support throughout his years on the City Council. He also thanked those who encouraged him to pursue public service including former Councilmembers Roberta Teglia, Joe Femckes and Gene Mullin. Lastly, Mayor Gonzalez thanked his colleagues, key staff members and support staff including Donna Ochoa and Rosa Acosta for working with him for the betterment of the City. Oaths of Office Administered - City Clerk Oath to be administered on December 4, 2013 Oaths administered for and by the following: Hon. Karyl Matsumoto; Hon. Quentin Kopp Hon. Mark Addiego; State Assemblyman Kevin Mullin Hon. Pradeep Gupta; Mrs. Kumkum Gupta Treasurer Frank Risso; Deputy City Clerk, Anna Brown 4. Remarks from Incoming Elected Officials Councilmember Mark Addiego thanked the citizens of South San Francisco for their support and his campaign team, namely his father, his treasurer Anne Marie Uccelli, Taylor Wantanabi, Jason Chu, and Kathleen Mino. Councilmember Pradeep Gupta thanked the citizens for their vote and support, vowing to serve the City to the best of his capacity. Additionally, the Councilmember introduced and thanked members of his family including his wife Kumkum Gupta, his mother -in -law, his sisters, several nephews, nieces and cousins, and friends. Councilmember Liza Normandy thanked her opponents for a well -run race, congratulated those who were elected and stated she was looking forward to serving with her fellow Councilmembers. Councilmember Normandy took the opportunity to recognize and thank her husband Brian, her children Thomas and Ariel, her brothers, in -laws and all other friends and family in attendance. Lastly, Councilmember Normandy made special recognition of her longtime mentor and former teacher, from Jefferson Union High School District, Reno Taini. City Treasurer Frank Risso thanked the voters of South San Francisco for giving him the opportunity to serve them as their independent fiscal steward. He gave special thanks and recognition to his wife Robin and daughter Olive, both of whom serve as a reminder to him of the importance of community participation and making the city the best place to call home. 10. Reorganization of the City Council a. Nominations for Mayor; close of nominations; appointment Motion — Councilmember Gupta/Second — Councilmember Garbarino: to nominated Mayor Pro Tern Matsumoto for Mayor of the City of South San Francisco. Unanimously approved by voice vote. b. Nominations for Vice Mayor; close of nominations; appointment Motion — Councilmember Addiego /Second — Councilmember Gupta: to nominate Councilmember Garbarino for Vice Mayor of the City of South San Francisco. Karyl Matsumoto; Hon. Quentin Kopp Hon. Richard A. Garbarino; Deputy City Clerk Anna Brown d. Incoming Mayor's Remarks Mayor Karyl Matsumoto thanked her supporters and expressed her appreciation of their vote of confidence. As Mayor, she stood ready to address the issues the City would face in the year 2014, related to senior staffing, policy guidance and strategic planning and development. Lastly, Mayor Matsumoto took the opportunity to recognize those who had recently retired or would be retiring by year's end, including former City Manager Barry Nagel, Former Assistant City Manager and Director of Economic and Community Development Marty Van Duyn, Retired Fire Chief Phil White, Public Works Director Terry White, Assistant to the City Manager Susan Kennedy and Executive Assistant to the City Manager Donna Ochoa. 11, Presentations Awards of recognition presented to Hon. Pedro Gonzalez by Assemblyman Kevin Mullin and Senator Jerry Hill, Mark Nagales on behalf of Congresswoman Jackie Speier, and Supervisor Dave Pine, on behalf of the San Mateo County Board of Supervisors. Proclamation and gifts presented to Hon. Pedro Gonzalez by Mayor Matsumoto, on behalf of the City Council and the citizens of South San Francisco. 12, Adjournment Being no further business, Mayor Matsumoto adjourned the meeting at 8:45 p.m. Submitted b Anna M.
