HomeMy WebLinkAboutMinutes 1922-06-054'60 Regular meeting of the Board of Trustees of the ~ity of ~outh. Ean Francisco, held Monday,. June 5th, 1922. The meeting was called to order at 7,30 o'clock p.m. by Trustee G,W.Holston, President of the Board. Roll 0all. Roll call found the following Trustees present, to-wit;- F.A.0unningham L.~. Hardy Jr., H.Scampini, G.W.Holstom. Absent, Trustee, A.J.Eschelbach. Trustee Eschelbach appeared after roll call, The minutes of. the previous meeting.were read and upon motion of Trustee Soampini seconded' by Trustee Hardy and regularly carvied were approved as read. A petition was reoeivedfrom Firemen Thomas Schmidt and J.D.Raudebaugh asking for a leave of absence of two weeks each year. On motion of Trustee Hardy seconded by Trustee Scampini and regularly carried the leave was granted, to be effective in June and August of each year. Professor Ernest F.0laudio petitioned the Board for permission to hold a. concert and dance in Fraternal Hall on ar about June 24th next, the same to last from 8 p.m. until 12 m. Permission granted. A statement was received from the Market Street Railway Company Showing the gross re'oeipts of the South San Franciso Railroad and Power 0ompany for the year ending April 21st, 1922, to be $28,19§.90, and the amount due the 0ity of SouGh San Francisc according to the ordinance governing the franchise, to be $563,90. The City $lerk was instructed to write the Railroad 0ommission at Sacramento for verification of the figures? as to the gross receipts. A commnnication was received from 0ity engineer Gee ~neese stating that the South San Francisco Land and Improvement Company was in accord with his proposed route to the new Martin school" and submitted a letter from Lloyd W Thayer of the Land 0ompany concurring with him in the improvement of Olive from Armour Avenue around to School Street, thence along School Street to Maple Avenue, (Proposed Extension) Ordered filed. The reports of the Fire Chief, GityNarshal, Electrical Inspector,~ity Nurse, 0ity Treasurer and City Clerk for the month ending May Slat, 1922, were next read. The report o£ the Clerk showed the following balances i~ the various funds;- General Fund, $21,0~8.79, Library ~und, 8~,548.71, Sinking i~und for sewer@, $3,2S1.871 Factory District. "G",$1288.89. Total balance in all funds, $$~8,~$6.09. Moved by Trustee 0unningham seconded by Trustee Esohelbach that the reports be accepted. 0arried. A tentative report of the Board of Trustees of the 01ty of South San Francisco for the division of said Oity into residence, business and industrial,, districts was submitted and read. The report gives in detail a proposed plan for the dimision of the 0ity into residence, business and industrial districts, appropriate regulations and-restrictions are provided for and for the purpose of makin$ the provisions of the report effective proposes the adoption of an ordinance in the following~ form; Whereas the Board of Trustees of the 0ity of South San Francisco has heretofore f&led its tentative report of a plan for the division of said Oity into residence, business and industrial districts and of appropriate regulations and restrictions to be enforced therein and hes proposed an ordinance in form as follows; AN 0DINANOE ESTABLISHING RESIDENOE, BUSINESS AND INDUSTRIAL DISTRIOTS OR Z0N S 0I ¥ ,S0 TH SAN RA.0IS00. The Board of Trustees of the Oity of South San ~rancisoo do ordain as. follows; Section 1. All the territory of the 0ity of South San Francisco lying north of Railroad Avenue, prolonged to the westerly boundary line og said city, and westerly from the following line; commencing at the intersection of the cente~ line of Railroad Avenue with the center line of Linden Avenue;thence at right angles northerly along the center line of Linden Avenue to the center line of 0ommercial Avenue;thence at right angles easterly, along the center line of 0ommercial Avenue produced easterly to the center line of 0ypress Avenue; thence northerly along the center line of 0ypress Avenue to the 0enter line of Baden Avenue; thence easterly along the. center line of ~aden Avenue to the easterly ltn~ of San Bruno Road; thence northerly along the easterly line of San Bruno Road to the north boundary line of said 0ity of South San Francisco, except .the portion.of said territory which is deecribed in section 2 of this ordinance, is hereby determined and declarea to be a residence district. Section 2 There, is hereby excepted from the land described in section 1 of this ordinance the land described as follows; Beginning at a point formed by the intersection of the center line of Pine Avenue with the oente~ line of 0ypress Avenue, as shown upon that certain map entitled "South San Francisco, San Mateo 00., 0al. It is hereby declared to be unlawful for any person, firm or corporation to erel establish, conduo-~r maintain in the residence district of &aid 5ity of South San Prahcisco any asphalt plant, tannery, glue .factory, soap factory, rolling mill, foundry reduction works,, fire work~ factory, stone crushing plant,wood yard, lumber yard. warehouse, sheet metal works, Junk yard, brick cannery, glass factory, carriage factory, automobile factory,' cooperage, flour mill, rice mill. iron wire mill, pipe works, blacksmith shop. machine shop.planing mill, ice plant, oil and gasoline servi, station, battery station, public laundry, wash house, carpet beating establishment, pickle works, vi~ works,still, bakery, macaroni factory, or any factory or works where power of any kind is used in th. operation of the same, undertaking establishment,funeral parlor, dyeing or cleaning establishment, butcher shop, market, grocery, delicatessen store, fruit store, shoe store, shoe repair shop,clothint store, drug store, candy store, ice cream parlor, or other store where merchandise of any kind is bartered,bicycle shop, restaurant, hotel, pool room.barber shop, plumbing shop or public garage. Section 5. It is hereby declared to be unlawful for any person, firm or corporation to erec' establish, maintain or conduct in the business district described in section 2 of this ordinance any asphalt plant,tannery, glue factory, soap factory, rolling mill, foundry reduction works, fire works factory, stone crushing plant, wood yard, lumber yard, warehouse, sheet metal works, Junk yard, bricl yard,cannery, glass factory, carriage factory, automobile factory, cooperage, flour mill.rice mill, ~ron works,wire mill. pipe works, blacksmith shop.machine shop, planing mill, oil and gasoline serv: station, battery station, public laundry.wash house, carpet beating establishm~.nt, pickle works, viv, works, still, baker, macaroni.factory, or any factory or works where power ~of any kind is used in ' operation of the same. or engage in any manufacturing other than manufacturing clearly incidental t~ a retail business permitted by this ordinance to be conducted in said business district. Section 6. The provisions of this ordinance shall not apply to any factory, works or busin, herein classified, which, at the time of the passage of this ordinance, shall have been lawfully est established within the limits of said 0ity of South San Francisco. Section 7. Every person, firm or corporation violating~any of the p~ovisions of this ordim shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine not excee~i~ Three Hundred [300) Dollars or by imprisonment for a period of not more than Ninety ~90) days, or 'by both such fine and imprisonment, and each such person, firm or corporation shall be guilty of a sepa~ offense forevery day during any portion of which any violation of this ordinance is co~mitted or continued by such person, firm or corporation, and shall be punished as provided in this ordinance. 8ectiob 8. This ordinance shall be pibltshed once in"~he Enterprise" a weekly newspaper pul published and circulated in said City of South San Francisco, and shall take effect and be in force from and after the expiration of Thirty ~$0) days after the date of its passage.
