Regular meeting of the Board of Trustees of th,~ City of South San Francisco held Dionday, July The meeting was called to order at 7.30 o'clock p.m. by G.W.Holston, President of the Board. ROLL CALL. Roll call found the following Trustees present, to-wit;- A.J.Eschelbach,H.Scampini and G.W.Holston. Absent, Trustees, F.A.Cunningham and L.G.Hardy Jr. Trustees Hardy and ~unningham appeared after roll call. The minutes of the previous meeting were read and upon motion of Trustee Cunningham seconded by Trustee Eschelbach and regularly carried were approve~ as read. Communications were received from the Sparks-~eltz Company and the ~ioneer Tire & Truck Co,, submitting figures for tires for the fire truck and also for cutting the wheels to standard size, Z6 inches, and to altering to 40 inches. The matter was referred to the chairman of the purchasing conEittee, F.A.Cunningham, on motion of Trustee Eschelbach seconded by Trustee Hardy and regularly ca tried. A petition signed by a number of property owners on Cypress Avenue, against the placing of Electrolier Lamps on that thoroughfare from Grand Avenue to California Avenue was received and read. After discussion it was decided to lay the matter over for one week. President Holston asked if there were any protests against the improvement of School Street, Olive Avenue and Armour Avenue in the vicinity of the New ~lartin School. None having been received by the Clerk o~~ the Board of Trustees and no persons having appeared before the Board to protest Trustee Cunningham introduced the following resolution. No. 48. HESOLUTION 0~DERING THE WORK. Resolved that, whereas the ~oard of Trustees of the City of South San Francisco, did, on the 26th day of June, 1922, pas~ its kesolution of Intention No.48 to order the hereinafter described work to be done and improvements to be made in said City, which Resolution of Intention was duly and regularly published as required by law, as appears from the affidavit of Robert Speed,now on file in the office of the City Clerk of said city; and Whereas notices of the passage of said Resolution of Intention No.48 headed "Notices of Improvem were duly and legally posted along the line of said contemplated work or improvement and in front of all the property liable to be assessed therefor, and alomg all the open streets within the district herein- after described, in form and manner as required by law,as appears from the affidavit of Geo. A.~neese, Superintendent of streets of said city, who after the completion of the posting of said notices filed his affidavit in the office of the City Clerk~ making oath that he completed the posting of said notices o~ the 5th day of July, 1922;and · Whereas at no time has any person delivered to the City Clerk of said city or to said Board of Trustees a written protest against said work, or any part thereof, or against the extent of the district hereinafter described, or against b~th said work and said district; Therefore be it resolved that public interest and convenience require the work hereinafter described, and the Board of Trustees of the City of South San Frahcisco hereby orders the following work' to be done in said city, to-wit: Section A. That the following streets and avenues~ in said city be improved by grading the same to the official line and grade for the full width thereof and upon the portions thereof hereinafter and in this section designated as follows, to-wit; School street from the southerly line of Olive Avenue to the southerly terminus of School street; Olive Avenue from the southerly line of Armour Avenue to the northwesterly terminus of Olive Avenue; excepting therefrom, however, any and all such grading which has already been done on the existing round corner or curb return at the southeast corner of Olive Avenue and ~rmour Avenue; Section B. Also that cerement sidewalks and combimation cement concrete curbs and gutters be constructed of the dimensions and at the locations shown upon the ~lans hereinafter referred to,, on the following named avenue and s~reet, to-wit: on both sides of School Street from the southerly line of Olive ~venue to the southerly terminus of ~chool Street; on the southwesterly side of Olive Avenue £rom the southerly line of Armour Avenue to the northwesterly terninus of Olive Avenue; on the northeast- ly side of Olive Avenue from the existing curb,gutter and sidewalk on the northerly side of Zrmour Avenue, at the easterly side of Olive Avenue, to the northwesterly terminus of Olive Avenue: Section C. A~so that an asphaltic concrete ?avement, consisting of a cement concrete base Four (4) inches in thick, ess and an asphaltic concrete wearing surface One-and 0ne-half inches in thickness, be constructed in the streets and avenues hereinafter mentioned, for the full length of each of said streets as specified in section "A" of this resolution, and for a width extending between the gutters,as shown upon the plans hereinafter mentioned; Section D. Also that Forty-six (46) feet of Twelve (12) inch vitrified, salt-glazes ironstone pipe sewer and Two (2) s~orm water brick catch basins, capped with cast iron frame and covers be construCte across Olive Avenue, of the dimensions and at the locations particularly shown upon the plans hereinafter referred to; Section E. Also that a:Six (6) inch vitrified, salt-glazed ironstone pipe main sewer and Fiftee: (15) Six (6) inch by Four (4) inch wye branches of the same material and Four (4) brick manholes capped with cast iron frames and covers be constructed in Olive Avenue and School Street, of the lengths,sizes, and in the locations as are all more parti~tarly.'shown upon the plans ~ereinafter referred to; Section F. Also that SiH(6) Four ~(4) inch vitrified, salt-glazed ironstone pipe sewer latera]s~ or side sewers be constructed in Olive Avenue, of the sizes, length~ and in the particular locations as ~are all more particularly shown upon the plans hereinafter referred to. All work herein provided for shall be done to official grade and in accordance with the special plans and specifications for said work, which plans and specifications are entitled "~lans and Specificatio: for the constructi~n of improvement work on School Street and Olive Avenue in the City of South San Francisco, County of San Liateo, State of California, which streets and avenues are fully shown upon the plans hereto attached, which are made a part hereof", which plans and specifications were heretofore adopted by said Board of Trustees on the 26th day of June, 1922, and are now on file in the office o£ the City Clerk, to which plams and specifications reference is hereby made for a full description of said'w. work and for the location and extent of the work to be done hereunder and for a particular description of the boundaries of the district herein mentioned. All such work is to include any and all street inter- sections and street terminations and opposite term~mations of, in and to all the above mentioned streets and those to respective lines above mentioned, as is more ~;articularly shown upon .said plans. Any duplica- tion in any of the work heretofore described shall be ignored. There is excepted, however, from the above mentioned work any and all of such work as has been already done to official grade. And said Board of Trustees did, in said l(esolution of Intention No. 48, determine and declare that said proposed work and improvement is of more than local or ordinary public benefit, and will affect and benefit the lands and district hereinafter described which said district is declared in said Resolution of Intention to be the district benefited by said work and improvement, and that therefore the entire costs and expenses ~f said work and improvement shall be made chargeable against an& shall be assessed upon said lands and district,except as herein expressly .provided, which district is within said City of South San Francisco, County of San Mateo, State of California, and more particularly bounded and dascribed a~ President Holston asked if'there were any Olive Avenue and Armour Avenue in the vicinity of the New l[artin School. None having been received by the Clerk o~ the Bo~rd of Trustees and no persons having appeared before the Board to protest Trustee Cunningham introduced the following resolution. No. 48. Said Beard of Trustees hereby orders that the entire costs and expenses of the constructim of the improvement work provided for in section "E" of this resolution shall be paid out of the gener~ fund of the Treasury of the City of South San Francisco. Notice is hereby given that serial bosds to represent unpaid assessments, and bear interes' at the r~te of Seven I?) per cent per annum will be issued hereunder in the manner specified in the "Improvement Bond Act of 1915" and the ~mendments thereto, the last installment o£'which bonds shall mature Nine 19) years fromm., the second day o£ July next succeeding Nine (9) months from their date. All work herein provided for shall be done to the official grade and in accordance~wtth the special plans and specificatiohs for said work, which plans and specifications are entitled "Plans and specifications for the construction of improvement work on Chapman Avenue,Randolph Avenue, Green Avenue, and Gardiner Avgnue in the City of South San Francisco, County of San Mateo,State of California,which streets and avenues are fully shown upon the plans hereto attached, which plans are made a part hereof", which plans and specifications were heretofore adopted by said Board of TrUstees on the 15th day of May,' 1922, and are now on file in the office of the City Clerk, and to which pians and'specifications reference is hereby made for a further description of said work and for the location and extent of the work to be done hereunder and for a particular description of the boundaries of the district herein~mentioned. All such work is to include any and all street intersections and street terminations and opposite termina- tions of, in and to all the above mentioned streets and those to respective lines above mentioned, as is is more particularly shown' upon said plans.
