REGULAR MEETING OF THE BOARD OF TRUST~ES OF THE
CITY OF SOUTH SAN FRANCISCO, HELD
~0NDAY, FEBRUARY 2ND,1925.
The regular meeting of the Board of Trustees of the City of South San Francisco was held
in the City Hall, Monday evening, February 2nd,19£5. ~
The meeting was called to order by Trustee HAF.NcNellis, President of t~e board at
o'clock p.m.
ROLL CALL.
Roll call found all members of the board present, to-wit;
Trustees, C.B]ank, F.A.Cunningham, A.J.Eschelbach, H.McCaffrey, H,F.McNellis.
The'minutes of the previous meeting were read, and there being no errors or omissions
were approved as read.
A communication was received from Reseta Giobata, asking for a refund of $4.36 which it
was claimed was paid the South S.F.Land & Improvemen$ Co. for clearing weeds in front of Lot 15
Block 4, High School Park, in 1923. ~eferre~ to City Engineer Eneese. A'communication was receive
from ~ames C.Wallace Jr, Secretary of the local fire departnent, asking for a donation fron~the
Board of Trustees toward the purchase ~f a radio set for the fire department. On motion by Trustee
Eschelbach ~econded by Trustee Blank and regularly carried the sum of $25 was ordered donated.
Peter Mairani made application for a building permit to construct two cottages on the rear
on his lot, #541 Grand Avenue, and submitted plans for the board's inspection. Permits granted.
Sterling Foster made application made a~lication for permission to construct a cottage on
lot 4, block 4, High School Park, and submitted plans to the board. Permit granted.
Application was made by Frank Giffra for permission to move two buildings from their location
on Grand Avenue to lot 23 corner of Aspen and Cypress Avenues, and to remodel same as residences,
for residential purposes only, Permission was granted under the supervision of the buildingInspector
and ~n agreement to conform to the set back lines.
A letter of thanks to the board was received through Banker I.H.Potter from the Group Three~
of the California Banker's Association, for the use of its c~a~nb~rSl.during their convention Saturday,
January 2~th, Accepted and filed. -
The Pacific Gas & Electric Company applied for permission to set one po].e on Lux. Avenue and
poles on Cummings Avenue to supply new customers. Referred to the street Committee, who later .....
instructed the clerk to reply stating permission was granted.
The resignation of City Trustee Carl Blank as Plumbing Inspector was next read to the.board.
After discussion it was decided to postpone acceptance until the next meeting, no available person
for the position being at hand.
An application for a soft drink license was received from Pasquale Gianuario, Golden Eagle.
Hotel. Application granted.
An application for a soft drink license was received from Victor De Lucca, ~751 San Bruno
Road, Referred to the City ~arshal for ivvestigation.
Building Inspector Lewis reported to the board that the Pacific ~oast Steel Con~panY had
persistently refused to apply for building permits for the construction of buildings. The City Clerk
was instructed to notify H.R.Jones, Conptroller of the company, that under the building law of the
city permits are necessary before the construction of buildings can be begun,'~ .....
A.C.Buehler appeared before the board and requested information a~ to the poin~ to which
the factory district sewer should extend northerly, having understood it was to be built to the
city limits. City Engineer Kneese stated the plans did not call for the building of the
~e~er to the north city limits, but to the present limits. The question of further extending the
sewer was referred to the city engineer.
Reports were received of water standing on the street near the California Iron Yards., the
alley in block 117 near Maple, and a Sewer stopped in Spruce Avenue between Baden and Commercial
Avenues. Referred to the street committee. E.C.Peck appeared before the board and r'equosted that
sturaps be removed from the parking space in upper ~rand Avenue. Referred to the street committee.
The petition of Petroff and Demetroff for permission to establish an auto camp at the ~
,Junction of Linden Ave.Extension and San Bruno Road again came up for discussion. The comp~ny was
informed that an ordinance about tO be passed would limit the stay of campers to a period of Fourteen
days. As they wished to build with the expectation of a forty-five day limit request for permission
to construct was withdrawn.
Notice was brought to the Board's attention that the tree in front of th~ home of John Costa
on Grand Avenue had been removed and that the po~e of the ~arket Street Railway Company is in the
the driveway space and should be removed. The clerk was instructed to write the railway company
and re?uest the removal of the pole.
The matter of the application of residents of upper Chestnut Avenue for a light for that
vicinity was taken up and a committee consisting of Trustees Eschalbach and Cul~ningham appointed to
investigate.
A request for a refund 9fzlicense tax money in the sum of $112 was made by the Union 0il
Company. The company stated they had paid for wehicle licenses while they should be exempt, having
a fixed place of business in the city limits. On motion by Trustee Cunningham seconded by Trustee
~cCaffrey a refund was ordered.
Attorney J.W.Coleberd appeared before the boar~ and requested that t~e purchase of the
Park Sites be delayed until the next meeting of the board, to enable the ~auth San Francisco ~an~
and Improvement ti~e to prepare a deed, contract, etc. Consen~ was granted. It was decided after
discussion as to the standing of the general fund, to ~ake over the park sites, by paying ~he first
installment of $2000 as soon as contract, deed, etc are prepared.
Report L~hat Dr. J.C.McGovern had been doing a, great deal of work a~ the schools and
fUrnishing material free brought a mot ion from Trustee Eschelbach to pay the doctor for material
used ~ ~' in this class of wor~ in ~uture. The motion was unanimously carried, and the clerk instructe~
to request the doctor to submit hi.s bill for such material.
The reports of the City Recorder, ~chool ~urse, City ~arshal, Electrical Inspector,and
City Clerk for the month ending January Zlst, were next read. The collections in the City Recorder's
Court amounted to $320 for the month, while the report of the City Clerk showed the following
balances in the various funds; General Fund, $21,898.83; Library Fund,S1623.61; "1913" Sewer Fund,
$2273.50; "1919 Bonds,S?204.53; "1923 Swwer Bonds,$31,379.S1; Str. Improvement Fund, SZZ.00,
Revolving Fund,S100; Street Funds $~2120.82; On motion by trustee Blank, seconded by trustee McCaffrey
the reports were accepted as read.
An application was received from the Pacific Gas and Electric Company,Entitled,~Application
For Grant Of Franchise", said franchise referring to the sale by the City of South San Francisc~
a franchise to supply the inhabitants with electricity. Accordingly trustee Cunningham introduced
resolution entitled;-

APPLIANCES AND APPARATUS IN TtiE PUBLIC HIGHWAYS, STREETS AND ALLEYS OF THE

LIGHT" and setting the date for the reception of bids as up to the hour of
eight o'clock p.m. on Monday, the 6th day of April ,1925, when bids will be oDened
and read before a meeting of said Board of Trustees.
The resolution was adopted by the unanimous vote of all the members of

The claims having been audited by the finance committee trustee ZcCaf£rey moved they be paid.
The motion was seconded by trustee Bl~uk and regularly carried.
There being no further business beforethe board ~rustee Cunningham moved ~o adjourn until
the next regular meeting, ~onday, February 16th,1925, at ?;3~o'olock. The motion was'seconded ~y
trustee Eschelbach and regBlarly carried.
