The regular meeting of the city council of the City of South San Francisco was held im the city hall Nonday evening,April 16th,1934. The meeting was called to order at ?;30 o'clock p.m. by l~iayor Joseph P.Quinlan, ROLL CALL. Roll call found all members of the city council present,to-wit;- Councilman V.Boido,R.Lloyd,M.Minucciani,R.Tibbetts,Joseph P.Quinlan. The minutes of the two previous meetings were read.~There be,nM no errors or omissi~ they were approved as read. ~outh City Area No .14?3 ,Fraterna~ Order of Eagles applied for a permit to hold a da~ in ~raternal Hall Saturday evening, April ~l,19Z4. On motion by councilman Lloyd,seconded by Boido and regularly carried the permit was granted on condition the requisite $~ fee be paid in advance. A communication was received from the President of the Peninsula Division of the League of California Nunicipalities inviting the city council and other city officials to attend a meeting o~ ~he league, including a barbecue,at Los Gatos,Saturday afternon,~ay 1£, at 1;30 o'clock p.m. ~even city officials signified their intention to be present. An application fbr a.position of any kind in any city department was received from ~illiam R.Lane,~48 Baden Avenue. The aoplication was ordered placed on file. An application for a poolroom license was re'ceived from Q.Garcia for the location ll~ Grand Avenue, the license to include the selling of soft drinks. Referred to ~he chief of police and laid over till the next meeting. A communication was received from E.W.$tephens,Ge~eral Manager of the Interstate Junior ~ivestock and Baby Beef Bhow, expressin? appreciation for the city's cooperation in making the recent show a success by the ~auy decorations displayed. The clerk was instructed to write to Rivers Brothers informin~ the~ a license is required for erectin~ signs. A communication was received from F.Martinelli,£18 Pine Avenue, stating his house a~ lot assessment was too high and asked for redress. On notion regularly carried the ~atter was referred to the Board of Equalization. City Judge Edward Farrell tendered his resignation to the city council,insisting that acceoted this time, and thanked the city council for the many courtesies extended him during ..... his term of office. On motion regularly carried the resignation was accepted. Ordinance no 170, an ordinance of the City of South ~an Francisco prohibiting the operation of certain stor~on Sundays and certain legal hoildays was passed and adopted as an ordinance of the City of South ~an Francisco by the followin~ vote~- Ayes, Co~mc~lmen,V.Boido,R.Lloyd,~.Minucciani,R.Tibbetts,Joseph P.Quinlan. The motion was seconded by councilman Lloyd and regularly carried. ELECTION RESULTS. On motion by councilman ~inucciani the absentee voters ballots were ordered opened. Co~ncilmen }~!inucciani and Tibbetts were a?pointed ~ally clerks,Council Lloyd was appointed-Inspector and Councilman Boido was appointed Judge. The ballots were then opened, and showed the following results for the office of City Co~n~cilmen;- Victor Boido 7,~Albert J.Eschelback 2,Jose~-,h P.Quinlan 8,David W.Ratto none. The result of the canvass of the four consolidated precincts of the City of Sent?. San Francisco showed the f~llowing vote, Victor Boido, 10Z4,Albert J.Eschelbach 6SE,Joseph Patrick Quinlan 742,David W.Ratto 691. The combined total of the votes of the absentee voters and the four consolidated precincts of the City of South. San Pranc.isco showed the total mumber of votes cast for the four candidates for the office of City Councilman of South San Francisco ,as follows;- VICTOR BOID0 ~ 1041 Albert J.Eschalbach 654 JOSEPH P. QUINLAN ~750 DAVID ~ W.RATT0 691. Councilman ~{inucciani introduced a resolution canvassing the returs and declaring the returns of the general municipal election held in the Oity of ~outh ~an Francisco Apr-1 9th,18~4. The resolution was adopted by the unanimous vote of the city council,as fellers, Ayes, Councilmen,V.Boido,R.Lloyd,~.Ninucciani,R.Tibbetts, Joseph P.Quinlan. Noes ,Councilmen,None ,Absent,Councilmen ,None .Attest Daniel ~cBweeney R~corded in Book of Res~lutions,Vol.£,at p~ges 4~4 and 4~5.City Clerk. On motion by councilman ~inucciani seconded by councilman Boido,and regularly carried Councilman Reese. Lloyd was elected ~a~or of South San Francisco. ~a.vor ~,loyd,~n~ t~king the c ~ t~nked the council for the honor bestowed upon hin~, and stated he realized the responsibility attached to his new position and would endeavor to prove to the public the task placed upon him would be we].l taken care of and all citizens treated alike. Ex-~,~!ayor Quinlan delivered a short a~dress stating when elected ~yor he ~led~ed his suppor~t to the general welfare of ~he community,went through some of the hardest years South San Francisco had encountered and believed a good showing '~as made. He congratulated ~ayor Lloyd and ~wished him the best of luck and and success in his admin~stration of the city's affairs. ~dayor Lloyd replied thanking Councilman Quinlan for his support. Both officers received ovations from the large audience assembled. ~Iayor Lloyd immediately announced the formation of the city's committees as follows; Police Committee, Victor Boido and the city council ~ Fire Committee }~.~inucciani and the city council Street Committee R.Tibbetts,Joseph P.Qrinlan,Victor Boido. Quinlan. ~Corporations Committee,Joseph P.Quinlan,Vic'~or Boido,R.Tibbetts. Councilman Tibbetts ?~as instructed to proceed ?~ith the installation of lights in HaV~thore ~?lzce,from ~spen to Armour. City judge Edward Farrell having resigned his position the appointment of a new judge was now inc~mnbebt upon the council. W.H.Dinning was no~ninated for the position and received the appointment by the unanimous vote of all the members of the council. On motion by Councilman ~Iinucciani the salary of the new jud?e was placed at ~ V60 per month.
