A regularly adjourned meeting of the City Council of the City of South San Franc,sc was held in the City Hall Monday evening, May 10th, 1937. This meeting was called to order at 8 o'clock P.M. by Mayor D.W.Ratto. ROLL CALL. Roll call found all members of the City Council present,as follows;- Councilmen, V.Boido,A.J.Eschelbach, J.F.Mager,M.Minucciani,D.W.Ratto. The minutes of the previous meet~ing were read. There being no errors or omissions they were approved as read. A communication was received from the Peninsula League of California Municipalities giving notice of the next meeting of the league as at Los Gatos,Thursday, day 20th, 1937 at 6;30 O'clock p.m. at the Lynden Hotel~ and requesting to know how .many city officials of South San Francisco would attend. Mayor Ratto asked those present if they wished to attend and it was agreed that about eight c~t¥ officials would be in attendance. A resolution of intention to abate weeds,l~37,was introduced by Councilman Eschelba RESOLUTION TO ABATE WEEDS 1937. The resolution was adopted by the votes of all the members of the 1!ty Council, as follows;- Ayes, Councilmen, V.Boido,A.J.Eschelbach, J.F.Mager,M.Mindcciani,D.W.Ratto. Noes, Councilmen,None. Councilman Minucciani introduced a resolution of the City of South San Francisco ordering the construction of a club house in Orange Park, and giving notice inviting sealed proposals o~ bids for the sonstruction of the same, bids to be received until eight o'clock p.m.,Monday, June 7th, 1937,Plans and specifications for the cOnstruction of the club house ar adopted by this resolution. The resolution was adopted by the votes of all the members of the City Council, as follows;r Ayes, Councilmen, V,Boido,A.J.Eschelbach, J.F.Mager,M.Minucciani,D.W.Ratto. Noes, Councilmen,None. Absent,Councilmen,None. Attest Daniel McSweeney, City Clerk. Recorded in Book of Resolutions, Vol.3,at 106 to 108. The Mayor stated the cit~ would haul away the refuse free. The clean up is to begin gay ~$, Under New Business Councilman ~ager stated the con~n~ttee on play,rounds has been inactive! of late, apoarently making no progress and not attending ~ ~.'~'~1~ '~' the city comncil meetings~ and he would like to see activity revived~ and playgrounds established at othe~ ,, points in the city. Councilman Esch~lb~eh'v~was~in~favor'~the recreational program, and Counci~nan Minucciani,as Chai~nan of the Finance Committee~ believed the city should reckon with the finances available before going too far. ~ayor Ratto believed~several more new recreational' centers should be. established where cheldren are the most numerous, that the women should interest themselves again,and were a good help in the First campaign. He suggested Joe Hearne's Lot on Linden and Pine Avenues as a good recreational spot. Councilman Minucciani~thought if new centers~ were to be opensd Peck's Lots should be given consideration. Councilman.Boido stated the city owns a lot of pa~k lands now, and these should be given preference in establishing more recrea- tional centers. He suggested that a ~lanning Commission be. appointed before the?adoption of ~he budget. Mayor Ratto requested Councilman Mager to look into the matter of the selection and recommendation of additional recreatiomal centers. A lengthy report of the committee investigating the matter of desirable improvements in the city's fire department, ~E.Clarke,for the Manufacturers' Association, John F.Mager for the City Council and L.G.Hardy, Jr., for the Chamber of Commerce, together with suggestions of Fi~e Chief Brannan of San Francisco, L.S.Bush, Chief Engineer,San Francisco Fire Department and others was submitted to the City Co'~ncil. The committee recommended more fire apparatus,~and more firemen, regular and Volunteer. The total amount estimat,~d for fire apparatus, 1000 gallon combination pumping engine a~d hose ca~,one service la~der truck,double bank ladder mounting, equipped with 65 ft. of hydraulically operated a~l-steel 3-section aerial ladder, was~$33,772.5O. The estimated amount of insurance rate reduction if all the recommendations were adopted was stated to be from V~to l0 %. The report stated ways and means could be found to finance the transaction by either appropriation ~f general~!funds by the City Council~ by a bond issue or by an agreement with the factories that they would apply the savings in insurance prem- iums on the purchase of the equtpmemt until paid for,after which the equipment would be city petty. ~ayor Ratto did not see that there was need for this amount of improvement. Councilman Minucciani was inclined to think there w~Ls too munh money involved. Councilman Boido and ~ager were in favor of the recommendatiOns,while Councilman Eschelbach was of the opinion the people should decide the matter by vote. The subject was laid over for future consideration. A proposed ordinance strengthening the powers of police in making raids on p~aceS ~ ~ under suspicion of harboring gambling was ~aid over for further consideration. Councilman Boido suggested the proposed ordinance on trailer courts be taken up Friday evening with cliams,etc,So ordered. Representatives of the Baden Improvement Club appeared before the council in regard to the proposed trailer and auto court ordinances. Mr. John Mangini thought a moning law should be enacted setting aside a district where these courts could be built. Mr.Douste opposed any district being set aside for this purpose, saying they ~re not wanted in South San Francisco. Referring to the Colma Creek Drainage Canal, the sewage situation from Colma down and the raising of the level of Linde~ Avenue South, Mayor Ratto appointed a commi~.~tee consisting of Health Officer McMills,Engineer Elassen, City Attorney Coleberd and the City Council to meet ~, with the Sa~ateo CountY Board of Supervisors on a date to be set by the Supervisors,in the City of So~zth San Francisco, and instructed the City Clerk to communicate with the Supervisors asking them to meet the city officials named, at an early~date. As well as the supervisors the invitation was extended to County Health Director ~has.N.Gans and County Engineer Marshall. Counctlman Eschelbach requested that all requests for building p~Ent~s~.~ of whatever kind be submitted to t~ City Council for consideration. So ordered. There being no further business before the board Councilman Minucciant moved to adjourn until Monday evening,May 1~,1937,at 8 o'clock p.m. The motion was seconded by Councilman Eschelbach and regularly carried.
