Council of the City of ~]outh San Francisco was held the City Hail Tuesday evening ,~eotember 7,19~7. The m:~etin~ was called to order at [~ o'clock D.L. by I~[a~or D.W.i(atto. ROLL CALL. Roll call found a~l members of the council present,as follows;- ,Councilmen, V.BOIDO,A. J.Eschelbach, J.F.t~ager ,~.¥inucciani ,D.W.llatto. The minutes of two previous meetings , July 19 and August l?,were read. There bei~ no errors or omissions they were a~:proved as read. A com,unication was received from_ l,~iss Rue R.Clifford, requesting permission to meet with the CitY Council at a regular meeting and discuss in brief the activities of the Libra something like a report of its doings. The City Clerk was instructed to notify? }Jiss Cli~ to appear at the next meeting. A communication was received from the Redwood City Tribune askinF for a contribution one page advertisement in this year's edition of. the San ~.~ateo County' Products a~.a ~zors Fiesta nev~spaper,an a price of 280.00. The City Clerk ~,~as instructed to reouest him to appear at the next m,'-~eting of the council and state his case. Fire 'Chief A.Y.Welte submitted a report of his attendance at the Paci±'ic Coast Association of Fire Chiefs at Spokane, ',,/ashington, August ll to 16. Discussion arose as to the legality of such a lon~ ~ermit,aity attorney Coleberd stating after ouestio~ by Councilman ~,~inucciani if ~ f~t~r~ bosrd ~¥i?ht not have the right to break the vermit, that believed the peri, it co¥1d be broken through law suit. Councilm~ Boido seconded the mot~on,~yhich was carrie~ b~ t)~e votes of Councilmen Eschelbach,Boido and Nager; Councilmen Yinucciani and Ratto voting ~o. Swift and Companp addressed a communication ~o Chief of ?olice Belloni reouesti~ the appointment of iE.B.Hinton as a deputy police officer f'or their plant. On motion by Co~ncilman Eschelbach seconded by Co~,ucilman Boido and ~',o~'u!arly carried the ?olice Chief was instructed to Deputize ~Jr. Hinton. This being the date set for the opering of bids for the construction of storm se~ in Grand Avenue and Linden Avenue, Councilman Eschelbach mo,'ed the bids be opened. The was seconded by Councilman ~,~inucciani and regularly carried. The resolution was adopted by ti vStes cf all the members of the city council,as follows;- Ayes, Oouncilmen, V.Boido,A.J.Eschelbach,J.F.Mager,~.Minucciani,D.W.Ratto, Noes,Councilmen ,None, Absent, Councilmen,None. The motion was seconded by Councilman Eschelbach and regularly carried. Under the headof unfinished business City attorney Coleberd stated he was not ye ready to give a full report.on the ~'~ulkey Auto Court situation, but that in the meantime Mr. L~ulkey had no right to run the court. Mr. Douste stated Mr. !~;ulkey was arrested and fined for operating the court and ~d no right to run. Councilman~Stated Er. t~.~ulkey had received a b ding permit. ~r. Coleberd stated he would have his report ready at the next meeting. Ruling water through the Bianchi's property was referred to the City Engineer. Suggestion of ~r. G.Campbell t~t traffic light signals be kept in operation day night at Grand Ave. And Bayshore Highway,was referred to City Attorney at the previous meeti The application of Alphonse Ferrario for a building permit to construct a store a~ residence building lO0 feet south of Grand Ave., the lower floor to be of concrete and the up floor to be of wood stucco , was. denied~ The resolution granting F.A.Hamilton a p~r~t to oner~te a Trailer Court on the E Gaming Heal wac vacated by the board for~ the reason ~that ~ ~ notices h~d not be posted no hearing held. ~r Coleberd will lookJ~the new law ~egarding tra~ler courts,~uto and bungat courts, and report at the next meeting. Under the head of new business ~ayor Ratto stated the matter of the appointment of a police officer was now in order,that he secured examination blanks at the Berkeley Pol Office,,au examination was held and the results are on hand. Councilman Eschelbach asked the if it was fair to the other councilmen to handle the matter alone without the knowledge or sent of all the councilmen. The ~ayor said he was trying to keep the police department out . politics by so doing. Councilman ~Esch~lb~ch replied that the ma~'or was doing politics ~lone ~ Councilman Bo~d.o asked the mayor who had seen ~he papers. The mayo~ r~ol~ed he h,~d and was going to keep them so' politics could not be played. C~uncilmar Esch~elb~h st~ted the examination papers should be in charge of the Chairman of the Police Com~.~sion,Councilma~. Boido. Councilmen Eschelbach and Boido stated they would aisregard the e~minatio~ psoers e~tirely when the matter of the appointr~ent of an officer came up. Chief Of police Belloni ne needed a clerk ~ore than a policeman.
