FRANCISCO, fIELD MONDAY,
A re~"ulsrly adjourned meetin~ of the City Council of the City of South San Prancisco
was held in the City Hall, MondaV evenint, Decem~:~er 15th, t937.
This meetinZ was called to order at 8 o'clock p.m. b~T ~¥iayor D.~7.Ratto.
ROLL CALL.
Roll Call found all meml~,ers of the City Council present, as follows;-
Councilmen, V. Boido, A.J.Eschelb~ch, J.F.Ma~er,~+~l.),,~inuceiani,D.W.Ratto.
The readinc of the minutes of the previous meeting was dispensed with.
Vendin~ machine men, George O'Brien, Herman C-abero and others appeared before the counci
and pleaded for an adjustment of ~he license, stating the same is too hi.ch, that they are not
in cur, petition with food stores~candy stores and t'~e like,that they place their machines in
factories, wholesale establis~e~ts, etc, for the most part~ and split the take with vropriet
After considerable discussion the roadster was taken ~mder advisement, and the operators will b

Health Officer Dr.MeMills 'reported he did not have much luck securing help to catch
stray docs without leash or muzzle. He stated a man he had em~oloyed did not show up. ~-[e said
Poundmaster Welch would t~e care of the dogs at 50 cente ~ head if so~eone brou~-~t the~ in~
would pay the oerso~ selected to take the do~s in, 50 cente a head. City Engineer Klassen st

to their welfare and keep in various parts of California, Councilm~n Boido suggested the city
might be able to have a branch, of the Society for the Prevention 0f.Gm~elty to Animals
established in South San U'rancisco t~ouch the assistance of Mr~.Courtney, The Clerk was
instructed to write the secretary of tbs ~ P.C A.,

Ail councilmen a-]reeinT,CounciLman ]'~]schelbaeh moved that Dr.?~c~,~ills should se].ect a
deputy penn,aster, who should be paid 50 cents for each doq delivered to Poundmaster
The motion was seconded by Councilman Minucciani and regularly carried. PoLmdmaster ~TYelch's
offer to pay the deputy 50 cents ad~-]itional for each dog taken in was pres-~ned to have the
effect of clearinc up the bad do~ situation. Dr.i¥~c)~'iills reoorted that thre~ persons in Scut'.
San Francisco were bitten by do~s within a week. The feedin~ of the animalg/~ferred
]'¥~aT;or Ratto reiterated his opinion that ~;he city should have an up to ~ate po~d of its

Mr. Jones of t?~e J0tms ~'~anville Company, to~ether with ~ir. ~'.~urphy of tho National
Roof inZ and Siding Comj?any, appeared before the board with reference to the proposed repairin
of the library roof. ~lr. Jones advised that a whole new roof be out on. He eXhibit~ sever
s~es of roofin[~ material. The council selected the 'best type. Counci~nan iv'lager ?'elieved ti
bid~b% called for and plane and specifications adopted. This was t~e view of the balance of
co~ci~en and it was so or~ered.
Engineer Klassen asked the council if any decision had been reached re7arding disposit
of the WPA.buildin~ in Orange Avenue Park. 0n q.uest~o~ ~ Co~ci~en ?~e stated it would cost
about :~}800 to stucco the bu~ldi~o'~:~. Ho further action was taken.
~ayor Ratto stated that rules and regulations should be adooted for l~oth the police an
fire departments. Counci~an ~mnucc~_ani said the fire departme...~ already had a set of rules
and reTulations, and believed theV were very ~-~ood. The ~ayor thou.~ht they mi?iht be added to
or some changes might be made. The matter will be t~en up later.
Referring to t?~e backyards prob~e~ ~?~vor Ratto believed an ordinanc 'should be enacted
giving the Health dePartment control over sanitary conditions w~.th an up to d~te ordinal, ce,
providin~ for tbs employment of one ~oliceman to attend to tbia dut~ only. Tbs matter will
be t~en up at another meeting.
Encineer Klassen z~.~mitted a propo?al to the council to convert 24 old time storm wate:
catch basins in various parts of the city into the newer inlet curb t~e, at an estimated
cost of :~00, and recommended the change he made. Co~c~lman Minucciani moved, the work be
done. The motion was seconded by Counci~an olde and regularly carried.
0n instructions at a previous meeting, to furnish an estimate of the cost of ~vlaci~g
a sidewalk on South Linden Avenue En~'ineer hlassen submitted an estimat.e of ~}1208.b0 to
rock ~acad~ a sidewalk on the ?~es~erl~ side of Linden from J~ailroad to ~i~anforan 'Avenue, and
on the East side from Railroad Avenue south 850 feet, except where walks are already la$d.
The price seemin~ ....... ri~ht,and the necessity ~:reat,Co~cilman ESchelbach moved
proce'ed wigh the work. The motion was seconded by ?;oido and re~larly carried.
