The regular meeting of the City Council of. the City of South San Francisco was held in
the City Hall, Monday evening, January 17,1938.

Roll call foun~ all members of the City Council present, as follows;-
Councilmen~ V.Boido, A.J.Eschetbach, J.F.~,~ager, ~.~inucciani, D.W.Ratto.
The minutes of the ?revious meeting were read. There beipg no errors or omissions
they were approved as read.
A communication was received from the Independent order of Foresters requesting per-
~ission to hold a ~alentine Dance on February 26,1958. On motion b~? Co~ncilman Eschelbach,
seconded by Councilman Ninucciani and regularly carried the de~ired permit was granted~
Ida Trubschenk, Secretary of the Peninsula Division of the ~ea~ue of California
Municipalities wrote the City.. Council inquiring as to how m~ ~ city office, als would ~.ttend the
Division's meetinz in Palo Alto on Thursday evenin~g, January 20,1938. After question by ~ayor
Ratto it was thought about 8 or 8 would attend, and the City Clerk was advised to answer to
that affect.
A con~nunication was received from the American Improvement Club of this city, stating
that at a regular meetinT of the club a motion was carried to request the City Co~cil to defer-
action in removing trees until new ones are planted near the old ones, left a certain length of
time to acquire growth, and later the old ones be removed. Councilman Esc]~elbach stated the city
is willing to leave in any trees the property owners request, but that most of the property
owners prefer trees that do not shed their leaves in winter. CounciLman Ninucciani did not think
so. Mr. Timpany was of the opinion that the present trees are ornamental and beautiful, and that
is why he built his home in the district. He thought tbeynshould be left there until the Black
Acacia trees between them are at least part%y grown, erman Scampini stated oweners were
replacing the present trees with ~lack Acacias, on account of the nuisance of fallen leaves aroand
the houses and sidewalks from the present trees which shed the leaves in winter, leaving a barren
and ~msightly appearance. Councilman Boido thou'~ht all new trees should be planted where persons
objected to the present ones. The matter was finally left for a meetinq of the residents of the
district, to report to ti~e Cit>~ Council.
Standard ~etal Products Company of San Francisco submitted a price of $82.~0, f.o.b,their
shop, San Francisco, for a Dog Lethal Chamber the same dimensions as the one sold to Burlingame
except that it would be made of 12 gauge sheets. Sales tax not included. Engineer Klassen repoPted
that the ~estern Pipe & Steel Company's price for a No.10 ~uage was ~157.00. On motion by
CounciLman ~inucciani, seconded by Councilman ~ager and regul]arly carried the city engineer was
instructed to purchase the Dog Death Chamber.
An application for a refund of ~.00 for alleged cuttinC of weeds in front of their pro-
perty, lot' portions of 2,~,8,8. Block 8,Baden, was received from E and L. ~lartinelli, saying
flowers were growin~ on the land Resignated. Referred' to the street co~mnittee and filed.
ApPlication for a business license was made by Frank Rust to conduct a Sheet Metal Works
at 812 Bayshore Highway. 0N ~otion by CounciLman Ninucciani, seconded b? CounciLman Eschelbach and
regularly carried the permit was granted.
An application for an annual business license to conduct an outdoor advertising7 business
was received from the E~npire Advertising Company. The applicationwas referred to the City Attorney
and City Council for consideration~CounciLman i~oido urging speed in the matter.
An aoolication was received from Edgar D.Rosenberg, '~
~anaomng Owner of the Chacellor Ho~el,
for a. permit to construct a new sicn advertising his hotel on propoerty south of the Underpass,
which he stated he had just purchased. Referred to the City Attorne)? and City Council.
The annual report of the ?uilding InspeCtor.for~t~yeaP~nding December 31,1957, was
received. The report showed the largest building construction since 1929, wit?, a total of by

Councilm~n Eschelbach introduced a resolution of the City of Sout!"~ San ?rancisco
'designating Union Oil Company of California,Standard 0il Compan~ of California,Richfield 0il
Company of California, Shell Oil Com~ny, ASsociated 0il Company, GilmS~e Oil Company, The Texas
Company, Seaside Oil Company and Rio' Grande, 0il Company, as the oil companies from which the city
shall purchase Tasoline and oil durimq the remainder of the year 1938, the quantities of gasoline
~ and oil to be purchased to be divided as nearly equally, as may be reasonably possible among the
companies named. The resolution was adopted by the votes of all the members of the City Council,
as follows, Ayes~ Councilmen, V.Boido, A.J.Eschelbach, J.F.Eager, M.~linucciani, D.'N.Ratto.

~ayor Ratto announced that any persons wishing to investigate the claims may doJso'
callin~ at the City Clerk's office.
The matter of city insurance was again taken up by ~ayor Ratto. The Mayor contended
the city would save the sum of ~150 if all city policies were handled by one company, the ~
Hartford Insurance Company, who would attend to and keep track of expirations, etc. Council~e~
~sohelbach and Boido had previously objected to granting all the insurance business to one
company,believing it btsinesslike to divide tlhe city's ,patronage, but in the interest of harm¢
and to save the city $100,were ready apparently to accept the one company pro~ram. They did nc
zhink t~e plan the best, however, and considered ti.,, ~qayor was acting for selfish reasons.
Councilman Boido stated:~' the ~ayor wanted the whole insurance business of the city routed thz
~he Hartford company because it is the ~iayor's company. The Z~yor stated it is better busiz
vhat the Hartford Company had msde surveys at different times and were promised the business,
had put in a lot of work on the project and were awarded with less business. Councilman Boid¢

Councilman Mager was a~reeable to any sort of plan the Councilmen thought best,but

said he was opposed to putting all the eggs in one basket~.that he would not be arbitrary about
it, but felt that it would be better business to have two or even three companies handle the
business if the city could aave the $100. There was no roll call and the ' ~
~via~or said the
matter would be laid over.
Under the head of new business Councilman N~ager inquired from Engineer Klassen the
stabus of the 50cent reduction ih hydrant rates agreement. The engineer stated he would have
a r~port later. Society
Charles Lema and a delegation from the ~anto Christo'appeared Before the~council and
staked they would apply for a license to hold the annual celebration in the usual way, but
might also apply for a carnival license, and further inquired if the city would p~otect the
society by refusinM a carnival license to others durin~ the period of the celebration, which
wou~d be between April ~5,a~d ~date in ~ay. Nayor ~at~o assured the committee that the city
wou~d protect them during the period of the celebration.
~n~ineer Klassen asked about the removal of the office buildin~ in Orange 'Ave,Park.
He'~as instructed to place it in the proper location.
Councilman ~ager brought up the subject of a swimmi~ pool in Orange Avenue Park. He
stated several persons asked him why the city had not constructed a swimming pool'in the
development of Orange Avenue Park. ~ie stated he informed them that he would bring'the matter
to 'the attention of the city council at the next meeting. Councilman Eschelbach'su~ested that
thg City Engineer be authorized to obtain estimates for the project. Councilman N~nucciani and
~a~or Ratto objected. Councilman Ninucciani statinz ~$0 was spent to find out how much it would
cogt to develop the beach, and all the city got was the plans. He said he would like to k:.ow
ho~ much it would cost to find out how much the swimming pool would cost. May~r Ratto believed
thgre would not be sufficient funds available to finance such a project, and in a few months
th~s will be see~. Councilman Eschelbach stated that if the improvement cost would amount
to ~$,000 or $$0,000 the matter should be put before the people to vote upon. No Turther action
w~ taken.
Representatives of the Baden Improvement Club of the Town of Baden, Paul Douste and
Johlu ~angini, appeared before the city council and inquired concerning the status ~of trailer
court being operated by R.A.Hamilton. Nr. Douste maintained it was being conductSd in defiance
of ~he law, and the sanitary conditions were poor. Dr.~c~ills stated the sanitary conditions
mentioned had been remedied. ~an~in! and Douste ~nsisted that the legal status of the court
be ~ascertained ~nd if found ~t is operatinz against the ~aw it should be closed up.
Cit~ Attorney Coleberd reDorted he would have a report on the Trailer Camp situatioa
at t~_e next meeting.
There being no further business before the board Councilman Minucciani moved to adjourn
unbi~Nonday evening, February 7,19~8,at 8 o'clock p.m. The ~otion was seconded cy Councilman
Es6helbach and regularly carried.
