MONDAY, FEBRUARY 21,1938.
The Regular meeting of the City Council of the City of South San Francisco, ~a~hS~dbtn
the City Hall Monday evening, February 21,19~8.
The meeting was called to order at 8 o'clock P.M. by Mayor D.W?Ratto/
ROLL CALL.
Roll calI found all members of the City Council present, as follows;-
Councilmen, V.Boido, A.J.Eschelbach, J.F.Mager, M.Minucciani, D.W.Ratto.
The minutes of the previous meeting were read. There being no errors or omissions thc
were approved as read.
A communication was received from the South San Francisco Chamber of Commerce stating
that as the new lighting system on the Bayshore Highway would.shortly be installed from Scut
San Francisco to San Francisco Neon signs might be installed at Grand Avenue and Bayshore
High~ay, shpwing the city. Referred to Councilman Eschelbach and Engineer Klassen.
The society A.H.A. Logia No.374 of South San Francisco applied for a permit to hold a
dance at 312 Maple Avenue, on Februax-y 19, from 9 P.M. to 1;00 o'clock A.M. On motion by
Councilman Minucciani, seconded by Councilman Eschelbach and regularly carried the desired
permit was granted,
Accion Democrats Espanola Society asked for a permit to hold a social dance at 312
~aple Avenue on February 26 from8 o'clock P.M. until 1 o'clock A.M. On motion by CoUncilms
Maser, seconded by Councilman Boido and regularly carried~the permit was granted.
A reply was received from Raymond Cato, Chief of the California High~ay Patrol, in
reply to the city's letter u~.ging him to use his endeavors to increase the county patrol, the
same being short of officers. Mr. Cato stated he was unable personally to remedy the
situation, but if city councils and Boards of Supervisors would urge the State Legislature
and the Governor to increase the number of patrolmen it would have great effect. Communicat~
accepted and filed.
The l~ro-0ultura Popula~,Italians,SpanishpHispano-American and Sympathizers, asked fox
a pox-mit to hold a benefit dance in Fraternal Hall, Saturday evening, March 12,1~38,from 8
o'clock P.M. to one o'clock A.M. On motion by Councilman Eschelbach, seconded by Councilmaz
Boido and regularly carried the permit was granted.
Requests were made by the Pacific G~s & Electric Company for permission to open-a~14e
trench in Baden Avenue between Spruce and aple Avenues and ~ustall a 2" gas main in the
easterly sidewalk area of Spruce Avenue between First Lane and Railroad Avenue. Referred t¢
Councilman Eschelbach for investigation
Letters concerning the city's .protests against the hog effluent merging down Colma
Cx~eek into the city limits were received from Dr. Dickie and Dr. Gens and C.S,Gillespie of
the the State Department of Public Health. Ail answers were unsatisfactory and offered no
solution of the troublesome problem. Ail City Councilmen, the ~ity ~ngineer and City Attox
agreed the writing of letters to.the Various heads of departments of the.county was giving z
results to the city and that action should be taken against the Hog Ranch owners themselves,
by an ultimatum, which if not acted upon, legal action would be taken..
The West Coast Advertising Company submitted an.application for a permit to erect
three new signs in various parts of the city. The City Council agreed there are enough signs
now within the city. Councilman Eschelbach stated Foster & Kleiser had built more than the z
they had agreed upon. Mayor Ratto stated the Foster & Kleiser Company might be made to re
their number, in which case other companies might share in the division. After much further
discussion City Attorney was requested to secure copies of the Burlingame, San Mateo and Red
City ordinances on the subject for tl.e Councilmen's information end,investigatiOn.
Claims in the amount of $1867.85 were next presented to the City Council for paymez

The claims having been audited by the finance committee Councilman Eschelbachmove
they be paid. The motion was seconded by .Councilman Minucciaui and regularly carried.
Mayor Ratto announced that any persons wishing to inspect the city bills.may do so
by calling at the City Clerk's office.
Under the head of unfinished business the application of Socciedad Mutualista
Mextcanm m~RELOS~ for a permit to open a social club. in the basement of Fraternal Hall, to
hold Spanish classes,reading room, librax~y, printing shop and probably sell beer and sandwiches
on Saturdays and Sundays, was taken up and laid over.
The report of the City Engineer, City Attorney, comissioned to confer with the County
Board of Sup~-~isors, the county engineer and the district attorney in an endeavor to secure some~
financial support to maintain the Colma Ditch open, was not ready for the Councilmen.
In the matter of the ~endorsement of the South San Francisco Chamber of Comm®~ce fo~
an underpass.or overhead pass at Grand Avenue , Bayshore Highway and the Southern Pacific tracks,
Engineer Klassen believed the px~ect being so great Colonel Skeggs might not approve it. 'Logan
F~anklin of the Enterprise requested that action be taken at once in the interest of pedestrians
and vehicula~ traffic, that projects as great as the South San Francisco one had been taken c~e
of in other pa~ts of the State. Mayor Ratto appointed Logan Franklin Chairman ofa committee
of investigation to confer with Colonel Skeggs and others on the subject. '
L.~.Hax~dy of the Chamber of Commerce stated he believed the State of Califormia should
fur~ish stop sigms for Grand Avenue and the Bayshore Boulevard and they should be operated 24
hours a day. He was supported in his contention by Councilman Boido and'other councilmen and Logan
F~ankltn. It was decided to write the State Highway Commission and ask for the service.
~ Councilman Mager inquired from Engineer Elassen if the California Water Service Company
ha~made any reply to the city's request for a reduction of §Ocents per hydrant in rental. Th~
city engineer stated the company had not '~ agreed to the reduction. Councilman Mager stated
the company~had agreed to the reduction and it should be coming~ and believed aletter from the
company to that effect is on file. The clerk was requested to look over the files for such letter.
Councilman Mager asked for action on the swimming pool for Orange Avenue Park , and
asked for estimated costs. He had brought the subject up at a p~evious meeting. Mayor Ratto~
objected to the buildimg e~ a sWimming pool, saying it had no better features than the beach
project, which had been tusked down. Councilman Mager stated the beach petition showed no es ~imated
eSst, no maintenance cost ,no regulations and nothing b~ which to guide the people~ but the
people could .~ihave the beach and swimming pool also if they wanted both, but the swimmin~
proposition should be given immediate attention. Mayor Ratto stated the estimated cost was $1BO00,
that he had planned to raise the amoUnt by an increase in the valuations of the personal 'propsrty
of the factories, but the plan had been defeated by City Clerk McSweeney giving aid to the factories
in marking the previous year's valuations on the corner of the assessment blanks sent out by the
assessor, allowing the companies to follow these figures. McSweeney called the Mayor a liar, and
stated all figures written on the assessment blanks were written after the assessment blanks were
returned by the factories, and were placed there for the convenience of the councilmen to save t~me
in ~o~t having to add .up the eight pages of an assessmsnt blank. T~e City Clerk then cha~Eed the
Mayor with receiving $~§ a month from the city government for land and buildings owned by him
and Mr. ~G.Beltr-m~, for warehouse pirposes~ that the property is in the name of D.W.Ratto a~t ~G.
Beltrami on the city assessment roll, the county assessment roll and in the CoUnty Recorder's office
of San Marco CoUnty. Mr. Ratto said he did not own the land.
No action was taken on the applications of Mr. Mulkey and Mr. Hamilton for auto and
trailer camp licenses.~
Councilman Eschelbach reported the grand stand and back stop foundations at the ball
Park in a shaky condition. The City Engineer w~s instructed to inspect them and furnish an
estimate of the cost of repairing at the next meeting.
Engineer Klassen advised the council that ~ a dr~gline to move the sand down the
Colma Creek could be secured from the county at small cost,and that the coUnty might also held
in the project. Counc~lmam Mager thought it a bad precedent to start as the city might have t~
continue te do this work~ and be responsible for the costs. After considerable discussion it
decided to authorize the City Enginee~ to secure the dragline.
Under the head of good and welfa~e Mayor Ratto announced that he was opposed to all
appointive officers of the municipality taking active part in politics during the election~
and would seek the dismissal of anyone so doing. Strong protests to this announcement came from
Councilmen Eschelbach, Mager and Boido. Councilman Eschelbach stated this country is free of
Dictators now and sD~ll be kept so,and any man has a right to express his opinion as he sees
fit while keeping within the~law. Councilman Mager said the Mayor's announcement was wrong,
gross intimidation, that he should not even mention such a thing, and that all men have the
right to express their opinions. Cquncilman Boido also was~opposed to~ the proposition,
