The regular meeting of the City Council of the City of South San Francisco was held in the city hall, Monday evening, August 1,1938. The meeting was ca lled to order at 8 o'clock p.m. by Mayor A.J.Eschelbach. ROLL. CALL. Roll call found al 1 members of the City Council present,as follows;- Councilmen, V.Boido, A.J.Eschelbach,D.W.Ratto,M.Minucciani,Rod Tibbetts.- The minutes of the .three previous meetings were read. The re being no errors or omissions they were approved as read. Lathan ~C°mpany ,Inc , addressed a communication to the council requesting authority to scrape extra fill from Tanforan Avenue, whi~ above grade, onto an adjoining lot, on whi¢ they expect to erect an addition to their facto~y. On motion by Councilman Tibbetts,secondE by Councilman B$ido and regularly carried t~e desired permission was granted, The Dru~ Corps of the Italiam Catholic Federation applied for a permit to hold a dane on August 2~,1958. On motion by ~ouncilman Ratto, seconded by Councilman Minucctani and regularly carried the permit was granted. The same society also requested permission to ho~ a dance in Fraternal Hall, Saturday evening, October 22,1938, Permission granted. An application for a business license was received from Joe Giordano to open a candy, cigar, soft drinks and bottled beer parlor at 392 Grand Avenue. Referred to Chief of Police Belloni for inv~stigation, after several members of the council advised that course. An application for a business license to open a grocery and butcher shop at 515 Lind~ Avenue, was received from John Caputo. On motion b2 Councilman Ratto,seconded by Councilma! Boido and regularly carried a p~rmtt was granted. A.J.Pacheco,~city electrical maintenance man applied for an increase in pay allowan¢ from $20 a month to $52 a month, a dollar for each hydrant. After considerable discussion the increase was allowed, orovided maintenance is kept up as before. Councilman ~,iinuccian~ made the motion, Councilman Boido seconded it and it was regularly carried by the votes of all the members of the council. A communication was received from Architect William Rowe thanking the city for his appointment as architect on the fire house project. Communication accepted and placed on fi~ A communication was received from Dr.Dickie, advising the city council to send the City Health Officer to the League of California Municipalities Convention in Santa Barbara ir .September. Councilman Ratto said there was health work in South San Francisco that the dc or is not attending to, that goats,rats, rubbish in back yards , ets, should be removed . Dr. McMills stated there is n o ordinance against keeping chickens, rabbits and goats in the city, and while these abe allowe(~ there will always be rats around. It was stated an ordinar against keeping chickens, rabbits, and goats within the city limits might be introduced. The monthly re?orts of the Chief of police, City Judge, Fire Chief, Building Inspec~ H~alth officer, City Treasurer and City Clerk for the month ending July 31,1938 ~ere submittE and on motion by Councilman Ratto , seconded by Councilm~n Minucctani and regularly carried, accepted as read. RESOLUTION NO 666. Councilman Boido introduced a resolution of the City Council of the City of South Saz Francisco of intention to grant a Gas ~ranchise to Pacific Gas & Electric Company. The resolution was adopted by the votes of all the members of the City Council,as fol~ Ayes, Councilmen, V.Boido, A.J.Eschelbach, M.Minucciani, D, W.Ratto,Rod Tibbetts. Councilman Minucciani~ introduced a resolution of intention of the City Council of t~e City of South San Franci~s co to grant a franchise for electricity to the Pacific Gas & electric Company. The resolution was adopted by the votes of all the members of the City Council,as follows, Ayes, Councilmen, V.Boido, A.J.Eschelbach, M.Min~ucciani, D.N.Ratto, Rod Tibbetts. Noes, COurt cilman,None. The motion was seconded by Councilman Ratto and regularly carried. Under the head of unfinished business Engineer Klassen re ported that in order to secure dirt for fill specifications would have to be drawn up~ and bids called for. He was .instructed to prepare the necessary specifications calling for bids. The committee on the Colma Creek problem, Mayor Eschelbach, Councilman Tibbetts, Councilman Doido,engineer Klassen reported they had met with Engineer Marshal and Engineer J Jones of the State office and toured the region of Colma Creek on inspection. Engineer Jones took close observance of the situation, but did not disclos~ the nature of his recommendations to the State office. City attorney Coleberd stated he h~d seen Assistant District ~ttorney Sullivan about the Colma Creek situation~ as representing the count~ of San Mateo. Mt. Sullivan stated that if the city would furnish a statement of the probable cost of the project the county would probably go along with the city in the matter. Under the head of new business Councilman Ratto called the~ council's attention to reports that city employees are working in the dog track. He stated that one of the provis~ons~ ef!~a ~gentlemen's agreement with the Baden Kennel Club was any ~ appointive official or city employee found~ working at the dog track would be subject to dismissal. There was some discussion over the matter but no action was tauten. There being no further business before the board Councilman H~tt° moved to adjourn until Monday, August 8,1938,at 8 o'clock p.m. The motion was seconded by Councilman Boido and regularlyb carried.
