HomeMy WebLinkAboutMinutes 1939-08-2174 REGULAR MEETING OF THE CIT~ COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO,HELD MONDAY, AUGUST 21,1939. The regular meeting of the city council of the City of South San Francisco was held in the City Hall, Monday evening, August The meeting was called to order at 8 o'clock P.M. by Mayor A.J.Eschelbach. Roll Call. Roll call found ~f0ur ~ members of the council present, as follows;- Councilmen, V.Boido,A.J.Eschelbach,D.W.Ratto, Rod Tibbetts. Absent, Councilman M.Minucciani. The minutes of the previous meeting were read. There being no errors or omissions they were approved as read. An application was received from Wilma Stireman asking for a position on the city election board. Communication accepted and ordered placed on file. Pauline Gratterola,recording secretary of the Court South City,Independent Order of Forestsrs, requested permission to hold a free dance on September 15,1939.Councilman Ratto moved that the p~rmit be granted. The motion was seconded by Councilman Tibbetts and regularly carried/ A communication was received from the MORELOS Society of South San Francisco,inviting the City Council to attend their 129th Anniversary of the Independence of.Mexico celebration and ball, Saturday September 9,1939. The invitation was accepted and placed on?file. A communication was received from Warren K.Brown,Director e£~Transportation of the Railroad Commission of the State of California, stating that by by Chapter,8?6 of the 1959 statutes,adopted at therecent legislative session, every"Itinerant merchant" is required to secure a license from the Railroad Commission authorizing them to operate as such. The term "Itinerant Merchant", the notice said,is defined by section 6 (A) of the statute as "every person who transports goods in this state for the purpose of selling them in any form in this state and who transports the goods upom a public highway by means of a motor vehicle. ~he matter was referred to the city attorney and the city clerk for investigation. City Engineer Marshall submitted a list of prG~erty owners whose sidewalks are badly in need of repair. He stated that he believed that the law requires that the property owners be notified to repair their sidewalks, and if it is not done the city does the work and the charges are plac~d against the owners names and is collectable as a tax. City attorney Coleberd was instructed to prepare the notices. Claims in the amount of $606.60 were next presented to tie council for payment;- Peter Que stoni Lake Erie Chemical Co., F. The motion was seconded by Councilman Ratto and regularly carried. Under the head of unfinished business the matter of installing toilets at the beach at th~ end of Butler Road was taken up. It was reported that Manager Shaw of the So.S.F.Land Comnany was away, and no arrangements regarding leasing of the beach property could be made until his return. City?engineer Marshall reported that Guerin Brothers would not come down on their price of 4500 for a ten ton roller, and it would probably cost a thousand dollars to secnre a suitable on~. Under the head of New Business Mr. ~arshall reported that a good water wagon with tank could be bought in San Jose for $150. The City Engineer stated that County Engineer Grant had requeste~ that the city turn over to the county half of the money paid by the State as its share of the cost of cleaning Colma ditch. It was conceded that the money paid by the state for this purpose was to be split, but as only part of the money had been paid the board decided to wait until all the money is received. Fire Chtef.:~welteimade a request for authorization to purchase 500 feet of fire hose, for replacement p~rposes. Councilman Ratto moved that the request be granted, and the hose be purchased through a local merchant. The motion was seconded by Councilman Boido and regularly carried. Fire ChAef Welte reported that boys have been building shacks in vaeant lots about town, and that the fire hazard has increased,as some fires were started in them. He was instructed to put a stop to any further building of such menaces. Logan ~Tanklin inquired as ko the status of the S.E.P.I.with the city. He was informed the city would not place any ~urther advertisements in the concern, the city not having been given anywhere near fair space in their issues. City Attorney Coleberd was asked if the Ryan Bus Company had placed bonds with the city, or if they had a bond of their own in their possession. He was instructed to ascertain the facts in the case, and to prepare an ordinance regarding the ooeration of the line. Also to procure a stabe- ment from the bondin~ company bonding the line that the Ryan company has a bond. There being no further business before the council Councilman Ratto moved to adjourn until Tuesday evening, September 5th,1939, at 8 o'clock p.m. The motion was seconded by Councilman Boido and regularly carried.
