CITY OF SOUTH S~ FRANCISCO HELD MONDAY,
SEPTEMBER 18,1939.
The regular meeting of the City Council of the City of South San Francisco was held in
the City hall, Monday evening,.September 18,1939.
The meeting was called to order at 8 o'clock p.m. by Mayor A.J.Eschelbach.
ROLL CALL.
Roll call found all the members of the council present,as follows;-

The minutes of the previous meeting were read. There being no errors or omissions they were
approved as read.
A communication-and contract were received from the Dalesco Neon Sign Company, the commun-
ication asking if the city wished to sign a maintenance agreement to maintain the cityis five
Neon signs for a year. On motion by councilm~n Botdo seconded by councilman Minucciani and
gularly carried the offer was not accepted and the contract orciered returned to the company.
~ communication was received from the South San Francisco Chamber of COmmerce calling the
city council's attention to fast-speeding throughout the city, particularly by local residents.~
and asked that the traffic department be requested to take action. ~he matter was referred to
Chief of Police Belloni.
The Schwabacher -Frey Stationery Company invited the city officials to visit their exhib-L
ition room ,#241, second floor,Oaklanf Hotel, when attending the convention of the League of
California Municipalities in Oakland, during the week September 18, to ~,1939.-Invitation
accepted and ordered placed on file.
The City of Long ~each extended an official invitation to vote for that city in the Oakland
convention for the 1940 convention of the League of California Municipalities. Communication
accepted and placed on file.
Notice of a transfer of a license from A,Fernandez,~06 Grand Avenue,to Earie A.Guena,
was received from the State Board of Equalization. ~he city ban no objections.
The recreation department submitted a proposition to rent tLe Lazzari Hall, Fourth Lane and
~aple,{or housing of certain elements of the recreation department. The rent was stated to be
~0 per month. The Recreation Committee endorsed the -project, the city council approved it,
and the City Attorney was instructed to draw up a lease of the premises for one year.
Alva L.Shaffer submitted a budget for the ensuing year in the amount of ~1435. Placed ~n
file.
· The report of the City Treasurer for the month of August was received. The report sho~ed
a balance in all funds of ~58,41M.SM on deposit in the banks of South San Francisco.Accepted and
filed.
ORDINANCE NO.~05,
entitled "AN ORDINANCE LICENSING AND REGULATING THE OPERATION OF AUTOMOBILES FOR HIRE
AND T~E TEA}~S?ORTATION OF PASSENGERS THEREIN WITHIN THE CITY OF SOUTH SAN FRANCISCO"
had its second reading and was adopted as an ordinance of the City of South San Francisco by the
following vote;-
Ayes, Councilmen, V.Boido,A.J.Eschelbach, M.Minucciani,D.W.Ratto, Rod Tibbetts.
Roes, Councilmen,None.
Absent, Councilmen,None. Attest Daniel McSweeney,

The claims having been audited b2 the finance committee councilman Ratto moved they be
paid. The motion was seconded by CounciIman ~inuce~ui and regularly carried.
Under the head of unfinished business city attorney Coleberd reported he had been look
ing up the law on comppulsory sidewalk repair,if any on the statute hooks,and would have a
recommendation to make at the next meeting.
As scheduled for this meeting representatives of the ~acific Tel & Tel Company and the
Pacific Gas & Electric Company appeared before the board on the invitation of Mayor Eschelbac
to confer on the matter of removing the poles from the main streets of t?e city to the lanes
or easements.
Henry Bostwick, manager of the Pacific Gas & Electric Company, accompanied Mr. Chapman
the division of construction ,removals,etc. Mr Chapman assured the council that his company
cooperate in every way to effect the removal of the poles. He stated a small sum of money wou
have to be expended by the property owners in making the wire c~es, but it would be almos
nothing in comparison to what the company's cost would be. he and city engineer Marshall
make a survey of th* ~ituation as to cost and time required to co~plete the project.
Mr. Fred Wright of the Pacific Tel & Tel Company stated his company did not have any wire
on Gran~ Avenue but assured the cit~ council of the company's cooperation in sections where
company has poles. The ~arket Street Railway did not have a representative at the meeting.
Mr. £ignarowatz invited the Cit~~ Council to an American Legion exercises Sept.20,next,Acc
Councilman gatto cal,led the attention to the alleged absence of the city scraper or ~oto~
Patrol, stating it was out of town as far. back as June. Mayor Eschelbach replied stating the
patrol was mot?loaned that far back,that a decision had to be made before a meeting,that he ~
his permission, but only on condition that a steam shovel be loaned this city in return, thez
saving something like ~1000 of the city's money for work to be performed later in the season.
Councilman Ratto stated that records of these transactions should be made at the council meet
that t~e same might be recorded in the minutes.
There being no further business before the board Councilman Tibbetts moved to adjourn un
~onda~, October 2,1939~ at 8 o'clock P.~. The motion was seconded b~ Councilman Boido and
regnlarly carried.
