CALL TO ORDER TIME: 7:01 p.m.
ROLL CALL PRESENT: Councilmembers, Gupta
Matsumoto and Normandy,
and Vice Mayor Addiego.
ABSENT: Mayor Garbarino
Vice Mayor Addiego began the meeting by honoring and thanking members of the United Stated
Military and Veterans. He relayed that Public Works Director McMinn was a member of the
Country's Armed Forces when troops were sent to Panama in the late 1980s and early 1990s. He
thanked Director McMinn for his service and encouraged acknowledgment of the sacrifices made
by members of the military and their families.

PRESENTATIONS
• Engage SSF Presentation by Director of Information Technology Hollis.
Director of Information Technology Hollis introduced Engage SSF a new web based program based
on the See Click Fix application. The Program would allow residents and visitors to log service
requests with the City online, including through computers and smart phones. GIS Coordinator
Anderson presented the system, explaining it was an innovative cloud based software and
demonstrating its capabilities.
Director of Public Works McMinn advised Council that the program, which had been live since
Monday, February 9, 2015 was already working as requests logged to his Department had been
addressed and resolved.
Councilmembers expressed enthusiasm for the program.
City Manager Futrell thanked staff for its work on Engage SSF, which he believed was necessary to
the City's robust public relationship campaign. He believed it would be part of the information
gathering piece related to bettering the City.
PUBLIC COMMENTS
Del Schembari of San Bruno Mountain Watch addressed Council to encourage support for the
Priority Conservation Area designation of San Bruno Mountain. He also notified Council of the
Organization's Native Plant Sale on February 21, 2015 at the Greenhouse and of a Hike on San
Bruno Mountain the same day.
Mary Bier, a Prevention Specialist with the North County Prevention Partnership announced a Drug
Free Community Program Grant being administered in conjunction with Asian Recovery Services
located in South San Francisco. She encouraged community support for the Program and invited
Council to a meeting the following evening.
COUNCIL COMMENTS/REQUESTS
Councilmembers commented on attendance at various meetings and events. Specific items for
follow up included the following:
Councilwoman Normandy expressed interest in pursuing a Kids and Cops Program.
Councilman Gupta requested a status update related to the Flight Car business.
Director of Economic and Community Development Greenwood stated staff was monitoring the
situation with Flight Car. All indications were that it was enjoying a robust business.
CONSENT CALENDAR
1. Motion approving the Minutes of meetings of December 2, 2014, January 10, 2015, January
14, 2015 and January 28, 2015.
2. Motion confirming payment registers for February 11, 2015.
3. Motion to waive reading and adopt Ordinance No. 1498-2015 to add the Downtown Station
Area Specific Plan District Chapter 20.280 and amend Chapters 20.100, 20.330, and 20.620
of the South San Francisco Municipal Code. (Alex Greenwood, ECD Director/Tony Rozzi,
Sr. Planner).
4. Resolution No. 16-2015 amending the Professional Services Contract Agreement between
the City of South San Francisco and West Coast Code Consultants, Inc. in the amount of
$80,000 for the Interim City Building Official. Budget Impact: None. (Alex Greenwood,
ECD Director)
Motion— Councilwoman Matsumoto/Second— Councilwoman Normandy: to approve the Consent
Calendar. Unanimously approved by Roll Call vote.
