Purpose of the meeting: 1. Call to Order. TIME: 5:47 p.m. 2. Roll Call. PRESENT: Councilmembers Gupta, Matsumoto and Normandy, Vice Mayor Addiego and Mayor Garbarino. ABSENT: None. 3. Public Comments—comments are limited to items on the Special Meeting Agenda. None. 4. Agenda Review None. Time entered Closed Session: 5:50 P.M. Open Session resumed: 6:03 P.M. 5. Closed Session: Conference with Legal Counsel- Existing Litigation (Paragraph (1) of subdivision (d) of Section 54956.9) Name of case: CZ Group v. City of South San Francisco; Case No. CIV523 73. Report by Mayor Garbarino: the City Council by a 5-0 vote approved a settlement with CZ Group. Councilmembers determined the questions that would be uniformly used in the interviews heard below. 6. Interview applicants for the Parks and Recreation Commission: 6:00 p.m.: Kristy L. Camacho 6:10 p.m.: Betty Battaglia 6:20 p.m.: Rudy Bertolozzi 6:30 p.m.: Engy Del Rosario 6:40 p.m.: Sean Garrone 6:50 p.m.: Doug Reynolds Applicant Alvin Zachariah to be interviewed at Item 7. The above applicants were interviewed with the exception of Engy Del Rosario,who was not present for the meeting. 7. Interview Applicant for Multiple Positions 7:00 p.m.: Alvin Zachariah (Parks and Recreation Commission, Personnel Board, Bicycle and Pedestrian Advisory Committee, Housing Authority) Applicant Alvin Zachariah appeared by telephone. 8. Interview Applicants for the Personnel Board 7:10 p.m.: Mary Giusti 7:20 p.m.: Jeanette Acosta Previously interviewed applicant Alvin Zachariah. Applicant Mary Giusti was interviewed. Re-applicant Jeanette Acosta was excused for illness. 9. Discussion and consideration of appointment of applicants to the Library Board. Council may appoint two (2) applicants to respective terms expiring June 30, 2017. Applicants Turnberg and Fitzpatrick The above applicants were interviewed. Motion— Councilwoman Matsumoto/Second—Vice Mayor Addiego: to re-appoint Patricia Fitzpatrick and Robert Turnberg to respective terms on the Library Board expiring June 30, 2017. Unanimously approved by roll call vote. 10. Discussion and consideration of appointment of applicant to the Conference Center Hotelier Seat. Council may appoint one (1) applicant to a term to expire March 27, 2017. Applicant Ortiz SPECIAL CITY COUNCIL MEETING MARCH 4,2015 PAGE 2 MINUTES Motion— Councilwoman Matsumoto/Second—Councilman Gupta: to appoint Rudy Ortiz to the Conference Center Hotelier Seat term to expire March 27, 2017. Unanimously approved by roll call vote. 11. Discussion and consideration of appointment of applicant to the Housing Authority. Council may appoint one (1) applicant to a partial term expiring March 31, 2017. Applicant Zachariah Council requested that the City Clerk encourage Mr. Bertolozzi to apply for the Housing Authority position as it hoped to appoint Mr. Zachariah to the BPAC. 12. Discussion and consideration of appointment of applicant to the Bicycle and Pedestrian Advisory Committee. Council may appoint two (2) applicants to the Committee. Applicant Zachariah Motion— Councilwoman Normandy/Second—Councilwoman Matsumoto: to appoint Alvin Zachariah to the Bicycle and Pedestrian Committee. Unanimously approved by roll call vote. 13. Discussion and consideration of appointment of applicants to the Parks and Recreation Commission. Council may appoint three (3) applicants to terms expiring December 31, 2018 and one (1) applicant to a partial term expiring December 31, 2016. Applicants Camacho, Battaglia, Bertolozzi, Del Rosario, Garrone, Reynolds and Zachariah Motion— Councilwoman Normandy/Second—Councilman Gupta: to appoint Kristy Camacho, Betty Battaglia and Sean Garrone to respective Parks and Recreation Commission terms to expire December 31, 2018. Unanimously approved by roll call vote. Motion— Councilwoman Matsumoto/Second—Councilman Gupta: to appoint Doug Reynolds to a Parks and Recreation Commission partial term to expire December 31, 2016. Unanimously approved by roll call vote. 14. Discussion and consideration of appointment of applicants to the Personnel Board. Council may appoint two (2) applicants to terms expiring December 31, 2018. Applicants Acosta, Giusti and Zachariah Motion—Vice Mayor Addiego/Second—Councilwoman Matsumoto: to appoint Mary Giusti and Jeanette Acosta to respective Personnel Board terms to expire December 31, 2018. Unanimously approved by roll call vote. SPECIAL CITY COUNCIL MEETING MARCH 4,2015 PAGE 3 MINUTES 15. Study session regarding Grand Avenue Library Project Update, Scope and Costs. (Valerie Sommer, Library Director and Brian McMinn, Public Works Director). Library Director Valerie Sommer presented the staff report. She began by stating that the Grand Avenue Library was last renovated in 1951 with its most recent update having been 18 years ago. The following items were discussed; signage, opening up the entry to make it more welcoming, restroom renovation and additions, drinking fountains and window blackouts. Staff recommended enhancements 1 and 2. As far as funding was concerned, staff proposed using $130,000 of Library Donation Funds and was hopeful for the receipt of Measure A funding. Councilwoman Matsumoto questioned sharing a space with the Community Learning Center ("CLC") for the Early Literacy Program. The Group 4 Architecture representative noted that both Grand Library and CLC have peak usage at the same time of day-- after school. Councilwoman Matsumoto noted that she felt the lunch program was unorganized. Library Director Sommer advised that necessary adjustments to the program had been made, including increased staff and new processes. She also noted that other cities experienced similar challenges. Vice Mayor Addiego and Mayor Garbarino expressed support for the entire project with all enhancements. Councilwoman Normandy requested that the front steps be repaired with additions including enhanced lighting and safety cameras. City Manager Futrell stated that he was committed to looking at other funding sources. He hoped to maintain the Carnegie image of the Library,while looking at the reading room from different perspectives and installing additional landscaping. Director of Parks and Recreation Ranals advised that the facility probably needs HVAC and other structural upgrades, stating that a mechanical study was currently in process. 16. Recommendation that the City Council give City staff direction on traffic improvement solutions for Spruce Avenue between Grand Avenue and Railroad Avenue. (Lawrence Henriquez, Associate Civil Engineer; Sam Bautista, Principal Engineer). Associate Civil Engineer Lawrence Henriquez presented staff recommendations for traffic improvement solutions including the installation of a traffic signal light system and high- visibility crosswalks at the Spruce Avenue and Commercial Avenue Intersection. He also recommended upgrading the existing curb ramps. Council discussed challenges and queried the feasibility of other considerations. Council ultimately directed staff to include the cost of installation of a traffic signal light system at the intersection of Spruce Avenue and Commercial Avenue in the City's Fiscal Year 2015-2016 Capital Improvement Program for review in June. Direction from City Council for installation of planted medians along Grand Avenue, from Spruce Avenue to Chestnut Avenue, and along Spruce Avenue, from South Canal Street to El Camino Real. (Patrick Caylao, Associate Civil Engineer; Sam Bautista Principal Engineer). Associate Civil Engineer Patrick Caylao presented the staff report. He advised Council of the feasibility study concerning planted medians on Grand Avenue and Spruce Avenue. Mayor Garbarino noted that the study pertained to the commercial segment of Grand Avenue. Council discussed the impact the medians would have on the amount of real estate for landscape Councilwoman Matsumoto recommended that City staff provide maintenance costs for a proposed landscaped median in the future. Council directed that staff place the study and any potential project-related items on hold. 18. Adjournment. Being no further business, Mayor Garbarino adjourned the meeting at 9:23 P.M.
