PLACE: TIME: CALL TO ORDER: ROLL CALL: MINUTES: Council Chambers, City Hall. 8 o'clock p.m. The meeting was called to order by Mayor Leo Ferk6 at 8:10 p.m. Present: Councilmen Victor Boido, Chas. K. Elder, Leo Ferko, Adolph Sani, Emilio C crt esi. The City Clerk having forwarded copy of the minutes of the previous meeting to all members of the City Council, Mayor Ferko asked if any errors or omissions were noted. There being none the minutes were approved as submitted. ALL SOUL'S SCHOOL: Communication was received from Mrs. Laura Hickey, President, All Soul's Mother's Club regarding traffic safety adjacent to the School. The matter was referred to the Superintendent of Streets and Chief of Police. Mayor Ferko stated that part time or junior control should be given consideration. TIDE i~ATER ASSO. OIL CO. - STORAGE TANK: A communication was received from the Tide ~ater.Associated Oil Company asking for a permit to installs 2000 gallon underground storage tank at Service Station No. 309,~ Linden and Armour Avenues. Motion was-duly made, seconded and carried granting t~is permit. ASSOCIATED IMPROVHI~i~T C~BS - MEETING: Communication was received from Associated Improvement Clubs asking permission to use the Council Chambers the night of Febr~mry 28th for a meeting.. Motion was duly made, seconded and regularly carried granting permission. PETITION - SOUTH~OOD RESIDENTS: A communication was received from Vernon A. Mazzali together with a copy of a petition to the California Golf Club, signed by Southwood residents, requesting the removal of the trees bordering on Southwood property~ After considerable discussion between representatives of Southwood and the City Council, and assurance from Councilman Sani that the matter would be given every attention, City Manager Larwood and Councilman Sani were appointed to check imto the matter wit~ Mr. Bassett of the California Golf Club, CIVIL SERVICE EMPLOYEF~: Communication was received from the South. San Francisco Civil Service Employees Association asking for a reduction ~n,/~8~n~f employees in the Police, Fire,and Street Departments. The matter was.laid over for further s~udy. PERSONArEL BOAteD: Communication was received from the Personnel Board of Revie~ advising that the term of office of Joseph L. Smith would expire February 15, 1950. Mayor Ferko submitted the name ef Robert EcWhorter for appointment to the Personnel Board succeeding Joseph L. Smith. Councilman Sani moved that the appointment of Mr. McWhorter be confi.rmed. The motion was seconded by Co~nci~nan Elder and regularly carried. Tbs City Clerk was instructed to write a letter to Mr. Smith expressing the city's appreciabion for his services on the board. ~HIPPLE' S APPOINTmeNT: A communication ~ms received from Chief of Police Belloni advising that William C. :~ipple had completed his one year probationary period aa of February 16~h, and~that his salary would be increased to $275.00 per month. Councilman Sani moved that the recommendation of the Chief of Police be confirmed. Communication was received from Works Engineer Randlett submitting plans and specificat~ for the revision of the Joint South San Francisco Pump House. RF~OLUTION NO. 1512 PUMP H~JSE: P~CREATI ON COMMISSION: Councilman Sani introduced a resolution of the City of South San Francisco for the ~reconstruction and enlargement of existing pumping station. The resolution was adopted by the ~.uDanimous vote of all members of the City Council. Communication was received from the Recreation Commission recommending Job specifica- tions for employees in the Recreation .Department. City Manager Larwood advised that a survey has been made and the recreation commission so advised. .Cgmmunication was received from the Recreation Commission expressing appreciation to the City Council.for the lighting of the Orange Avenue Memorial Park during the Christmas holidays. Ordered filed. Application of Mary Gerboni and Catherine Carmichael to engage in the business of a smoke ~hop at 202 Grand Avenue was read. Motion was duly made, seconded and regularly carried that application be granted. Clyde Seatty Circus re~es~ed permission to exhibit in South San Francisco one day, May 14, 1950. ~otion was duly made, seconded and regularly carried granting permission provided the n$cessary license fee is paid. Resolution No. 130 recommending that the application of Armando and Anita Pera to allow variance in sideyard and setback from 7~' to zero at 100 A Street was received from, the Planning Commission. Motion was.duly made, seconded and regularly carried accepting the recommendation of the Planning Commission. The granting of use permits to the following was recommended by the Planning Qom~n~!ssion: Pete Mazzanti - construction 3 greenhouses The Tsxaco Co. - erection of sign - That the granting of a use permit to L. M. Rowe to rebuild 2 Poster Panels be denied. Motion was duly made, seconded and regularly carried accepting the recommendations of the Planning Commission. 61aims in.the amount of $28,669.O1 were presented to the Finance Committee for approval. On motion duly made, seconded and regularly carried claim~ as submitted were ordered paid. Works Engineer Randlett submitted a progress report on improvement of South Linden Ave. showing an amount due L. C. Smith of $1A,373.67. On motion duly made, seconded and regularly carried the above sum was ordered paid to L. C. Smith. Reports for the month of January were submitted by the Chief of Police, City Judge, Hum~ue Officer, Public Library and Health Department. On motion duly made, seconded and regularly carried reports as Submitted were accepted and.ordered filed. Councilman Elder introduced .a resolution fixing time and place for hearing on a proposition for organization of a Park Recreation and Parkway District. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Gortesi introduced a resolution to pay Edward W. Scott Electric Co. $972.52 on account of electrical .work performed on the police station. This resolution was adopted by ~he unanimous vote of all members of the City Council. Councilman Boido introduced a resolution to pay Joseph Bettancourt $12,071.76, amount due for construction of police station; that $500.00 be withheld until certificate of completion is filed. This resolution was adopted by the unanimous vote of all members of the City Council. Cou%cilman Elder introduced a resolution declaring the work of remodeling the city hall completed. This resolution was adopted by the unanimous vote of all members of the Citx Council. Councilman Cortesi introduced a resolution causing traffic signs to be placed at certain locations. This resolution was adopted by the unanimous vote of all members of the City Council. Councilman Sani introduced a resolution extending the City Cmmcil's sympathy to the family and to the community of San Mateo in the death of Robert Emmett O'Brien and providing that a copy of this resolution be sent to member~ of Mr. O'Brien's family and one to the City Comlcil of San Mateo. This resolution was adopted by the unanimous vote of all members of ~e City Council. May~r Ferko submitted the name of Frank Eserini for appointment to the Recreation Commission for the unexpired term of Donald Guthrie, resigned; also the names of James Balopulos, Dorothy Hynding and Lura Sellick for reappointment. CounciLman Elder moved that the above appointments be confirmed. The motion was seconded by Council- manSard and regularly carried. The City Clerk was instructed to write a letter to Mr..Guthrie expressing the city's apprecistion for his services on the Board. .Councihan Elder moved that the Standard Oil Company be awarded the contract to furnish gasoline to the City for.six months or to June 30, 1950. The motion was seconded by Councilman Uortesi and regularly carried. Bi~s for the supply of gasoline were to be called for the period beginning July 1st. The resolution of the Planning Commission recommendin~ that Zoning Ordinsnce ~2§9 be amended so that certsin parcels of land mentioned in said resolution be Eezoned from ~-2 .to ~-3, which was submitted to the City Council January 16, 1950, and lai~ over, was brought up. Motion was ~ly made, seconded and ~egularly carried accepting the recommendation of the Planning Commission. Motion was ~lymade, seconded and megularly carried accepting the recommendation of the Planning Commission. RECREATION CO~[ISSION: The communication of the ~ecreation Commission regarding amending bhe Hecreation Ordinance~which was laid over from the meeting of JanuarY 23, 1950, was b~ought up. Mayor Ferko stated that he was not in favor of changing the ordinance and the matter would be taken up at the next meeting ~dth the Recreation Commission. Councilman Cortesi brought up the matter of the improvement work on South Linden Avenue and asked if proceedings could be started to install sidewalks, curb and gutters along South Linden Avem~e. After discussion the matter was laid over. Rudolph Alsterlind addressed the City Council, stating that the $outhwood - Brentwood School in Country Club Park was being held up for lack of sewer facilities and asked the Council to call on the County Supervisors for help. City Manager Larwood advised that he is in daily contact with the school authorities and that the sewer would be installed before the school building is completed.
