CITIES: FARISH GASOLINE TANK: WESTVIEWTERRACEMAP: R~NT CONTROL: PUMP HOUSE COMPLETION: REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO H~U.D TUESDAY, JANUARY 2, 1951 Council Ch~bers, City Hall 8p.m. Present: Absent: Councilmen Victor Boido, Charles K. Elder, Adolph Sani, Joseph Bracco, Rmilio Cortesi None The meeting was called to order at 8 p. m. by Mayor Sani. City Clerk having forwarded copy of the minutes of the previous meeting of December 26, 1950 to all councilmen, Mayor Sani asked if there were any errors or omissions. There being none, the minutes were approved as submitted. Communication was received from Fire Chief Welte advising that T. Galli & E. Garrett had completed two years of service in the Fire Department January l, 1951, and were entitled to the $290 per month salary. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendation of the Fire Chief be accepted and the increases approved. Communication was received from Chief of Police Belloni advising that Officer ¥~rio Blandini had been off sick from November 29th to December 20, 1950. This communication was ordered filed. The Planning Commission recommended the granting of variance and adjustment per- mits to the following: Lauretta & Florence Hussar Michael Martinelli Mr. S. Dubiozzi Stanley L. Johnson Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendations of the Planning Com~nission be accepted. The Planning Commission recommended the granting of a use permit to the Stoneson Development Corporation to erect two sign boards in Winston Manor. Motion was made by Councilman Bracco, seconded by Councilman Elder and reguiarly carried, that the recommendation of the Planning Commission be accepted and the Stoneson Development Corporation be permitted to erect two sign boards, same to be taken down within six months. The Planning Commission submitted a resolution passed Dec. 13, 1950, recommending the rezoning of lots 17 and 18 Block 126~ from an R-1 to R-3 district. Motion was made by Councilman Cortesi, seconded by Councilman Elder and regularly carried, that the recommendation of the Planning Commission be accepted and City Attorney be instructed to draw up the necessary amendment to the zoning ordinance. Communication was received from the Planning Commission recommending the resubdi- vision of lots 12 and 13 Block 129. Motion was made by Councilman Elder, seconded by Councilman Bracco and regularly carried, that the recommendation of the Plan- ning Commission be accepted. Councilman Elder introduced a resolution rejecting all bids for the sale of building located on land acquired for the construction of a sewage disposal olant. This resolution was adopted by the unanimous vote of all members of the council. Communication addressed to the Works Engineer was received from the Federal Security Agency advising they would accept a check in the amount of $t361.90 to. cover buildings on the Belair site. Motion was made by Councilman Elder, seconded by Councilman Cortesi and regularly carried, that the offer of the United States Government be approved and check for $1361.90 be drawn in favor of the Treasurer of the United States. Also that the Works Engineer be requested to prepare the necessary reports. Communication was received from the League of California~ Cities Peninsula Division, advising that the cities did not keep the number of reservations they had made in the last meeting held November 16th and that the South San Francisco share of the deficit was $2.25. Motion was made by Councilman Bracco, seconded by Council- man Elder and regularly carried, that check be drawn in favor of the League of California Cities for $2.25. Communication was received from Robert A. Farish requesting permission to install two gasoline tanks and pumps at their property at 330 North Canal Street. Motion was duly made, seconded, and regularly carried, that permission be granted subject to the approval of the Fire Chief. Communication was received from Edwin H. Smith, Civil Engineer, submitting pre- liminary subdivision map of Westview Terrace. Motion was made by Councilman Bracco, seconded by Councilman Cortesi and re&~ularly carried, that this map be referred to the Planning Commission. Communication was received from Housing Expediter Tighe E. Woods, advising that amendment to the rent regulations had been issued, decontrolling rents in South San Francisco effective December 29, 1950. This communication was ordered filed. ~ommunication was received from the Works Engineer advising that. C. Norman Peter- son had satisfactorily completed the work of remodeling the pump house and recom- mended the acceptance of the work. USE PERMIT STONESON CORPORATION: The Planning Commission recommended the granting of a use permit to the Stoneson Development Corporation to erect two sign boards in Winston Manor. TREASURER KAUFFMANN LEAVE OF ABSENCE: RESOLUTION NO. 1618 HIGHWAY MAINTENANCE AGREEMENT: CLAIMS: ORDINANCE NO. 308 ANNEXATION STERLING MANG~: PROTEST HEARING RES. NOS. 1608 AND 1612: RESOLUTION NO. 1619 MISSION ROAD OUTFALL SE~ER CHANGES: RESOLUTION NO. 1620 SOUTH MAPLE AVE. CHANGES: STRAWTHER SUBDIVISION MAP: BINI PARKING LOT: ONE-WAY STREETS: PARKING METERS: SPEEDING--HILLSIDE BLVD. SPRUCE AVE. EXTENSION: Communication was received from City Treasurer E. P. Kauffmann, requesting leave of absence for five months starting January 15, 1951. Motion was made by Coun- cilman Bracco, seconded by Councilman Cortesi and regularly carried, that Treasurer Kauffmann be granted five months leave of absence and that he have a safe and pleasant trip. Councilman Boido introduced a resolution approving agreement with the State for maintenance of state hig~ay in the city. This resolution was adopted by the unanimous vote of all members of the council present. Claims in the amount of $12,031.80 were approved by the Finance Committee. motion duly made, seconded, and regularly carried, claims as submitted were ordered paid. On An ordinance approving the annexation of Sterling Manor came up for second reading. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that this ordinance be read by title only as the second reading. City Clerk then read title of the ordinance: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO APPROVING THEANNEXATION OF STERLING MANOR TO THE CITY OF SOUTH SAN FRANCISCO". This ordinance was adopted by the following vote: Ayes, Councilmen Victor Boido, Charles K. Elder, Adolph Sani, Joseph Bracco, Emilio Cortesi; Noes, Councilmen, None; Absent, Councilmen, None. Mayor Sani asked if there were any protests to the changes and modifications in Resolution No. 1608 covering Mission Road Outfall Sewer proceedings. There were none. Mayor Sani asked if there were any protests to changes and modifications in Resolution Ne. 1612 covering South Maple Avenue proceedings. There were none. Councilman Bracco introduced a resolution ordering changes and modifications in Resolution No. 1608, Mission Road Outfall Sewer Proceedings. This resolution was adopted by the unanimous vote of all members of the council. Councilman Cortesi introduced a resolution ordering changes and modifications in South Maple Avenue Proceedings, as set forth in Resolution No. 1612. This resolution was adopted by the unanimous vote of all members of the council. The Works Engineer recommended the approval of the Strawther Subdivision map as recommended by the Planning Commission, under date of August 30, 1950. Motion was made by Councilman Elder, seconded by Councilman Cortesi and regu- larly carried, that the Strawther subdivision map be approved. Request of Larry Bini for a parking lot at Baden and Maple Avenues was brought up. This matter had been referred to the Planning Commission but no report was as yet received. Mr. Rodondi was present and said he could see no reason for action by the Planning Commission on this matter. He stated therewould be no car wrecks stored in this parking lot and that same would be used only as a parking lot for the public. A revocable permit was suggested by the City Council and the City Attorney stated he would draw up the necessary resolution. Councilman Bracco suggested that Third and Fourth Lanes from CFpress to Maple Avenues be made one-way streets. Also that CYPress Avenue from Baden to Miller Avenues be made a one-way street. Motion was made by Councilman Elder, seconded by Councilman Bracco, that this matter be referred to the Planning Commission. This motion was regularly carried. Councilman Cortesi suggested that no U turn be permitted at Maple and Grand Avenues and Grand and CYPress Avenues. The Chief of Police stated this was provided for by ordinance and the old siEns would be put up again. Councilman Cortesi stated that the parking meters on Grand Avenue from Linden Avenue to the J. C. Penny store were too close together. This matter was re- ferred to the Superintendent of Streets. Councilman Elder brought up the matter o~ speeding on Hillside Boulevard and suggested it might be well to have a Police Officer check on same. The Chief of Police stated he would check this matter. Mr. Stuller of Francisco Terrace asked thecouncil when Spruce Avenue would be completed to E1 Camino Real. The Works Engineer stated specifications were ready fo~ approval on the fill betwee~ the railroAdtrack and E1 Camino Real and no doubt this work would start at an early date. Mr. Stuller asked that a traffic light be installed on the highway in the Francisco Terrace-Brentwood area. Mayor Sani stated the State and the Brent- wood Company were negotiating with reference to a piece of land necessary to widen the highway. Works Engineer was of the opinion that Spruce Avenue ex- tension would be completed in approximately 90 days and the State ~uld possibly take action on the traffic signals within that time. ROAD--SOUTHWOOD TO COUNTRY CLUB PARK: Mrs. Hernan wished to know what had been done with reference to a connecting road from Southwood to Country Club Park to allow travel to the new school. The Works Engineer stated he had been checking on same and would contact the County Engineer again. ATLAS ROOFING PARKING: A resident of Peck's lots complained of the oarking of trucks by the Atlas Roofing Company on the sidewalk at Randolph and Bayshore. R~NT DECONTROL: Mrs. Delemos, one of the occupants of the Carlson Apartments, was present and wished to protest the increase of r~ts of the Carlson apartments. She was advised that there was nothing the council could do but if she would submit her complaint in writing, same would be referred to the Attorney for the landlords. ADJOURNMENT: On motion of Councilman Elder, seconded by Councilman Bracco and regularly carried, the meeting was adjourned to Monday, January 8, 1950 at 4:30 p. m. Time of Adjournment - 9:30 p. m.
