Elder, Adolph Sani, Joseph Bracco, Emilio Cortesi None The meeting was called to order at 8 p. m. by Mayor Sani. City Clerk having forwarded copy of the minutes of the previous meeting of Oct. 1, 1951 to all councilmen, Mayor Sani asked if there were s_ny errors or omissions. There being none, the minutes were approved as submitted. Communication was received from the Works Engineer submitting progress report for the month of September covering the sewage treatment plant, and recommending that a payment be made to the M & K Corporation in the amount of $53,971.70. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that the recommendation of the Works Engineer be accepted and payment be made to the M & K Corporation in the amount of $53,971.70. Con~nunication was received from the Works Engineer submitting for approval final map of Winston Manor No. 2-B, and recommending that same be approved when acted upon by the Planning Commission. Communication was received from the Planning Commission approving the resubdivision of .various lots in Winston Manor No. 2. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendations of the Works Engineer and B~anning Commission be accepted and the final map of Winston Manor No. 2-B be approved. Communication was received from Fire Chief Welte advising that Firemen Iskra and Garrett would complete their year probation October 15th and Fireman Rodondi would complete his year probation October 31, 1951, and recommending the appointment of these men at the second year salary. Motion was made by Councilman Elder, secnnded by Councilman Boido and regularly carried, that the appointment of Firemen as rec- ommended by the Fire Chief be confirmed. Communication was received from Chief of Police Belloni requesting the cancellation of the appointment of Special Officer Robert A. Donahoe. Motion was made by Coun- cilman Elder, seconded by Councilman Boido and regularly carried, that the recom- mendation of the Chief of Police be accepted. Communication was received from Chief of Police Bel]oni advising of the appointment of John Kanellos ss guard at the school crossing at Armour and Linde~ Avenues. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that the appointment of John Kanellos as submitted by the Chief of Police be confirmed. Communication was received from A. Nicolini and Sons requesting permission to install an underground gasoline tank and a rotary hand pump at 5Al Chestnut Avauue. As this installation had been approved by the Fire Chief, motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that permission be granted. Communication was received from the Joint Cities-County Civil Defense Planning Board advising of meeting to be held November 1st. This communication was referred to Mr. Leo Ferk~ of the Civil Defense. Communication was received from the Works Engineer submitting for corsideration a change order for extra electrical work at the sewage treatment plant in the amount of $985.~7, and recommending the approval of same, Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendation of the Works Engineer be accepted, and change order as requested be approved. Communication was received from Leo E. Donati submitting his resignation from the Street Department. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that the resignation of Leo Donati be accepted. Communication was received from the Brentwood Company request~ing that the merchants in the Brentwood Subdivision be permitted to use the parking strip facing Kenwood Drive for Christmas decorations and Santa Claus. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that permission as re- quested by the Brentwood Company .be granted. Communication was received from the Union Oil Company requesting that the city join with other cities in proclaiming the week of October l&th to 2Oth as "Oil Progress Week." The Mayor signed the proclamation and asked that the newspapers give same publicity. Communication was received from Chief of Police Belloni advising that George J. Richards and Daniel E. Campbell commenced their probationary period as police officers October 15th at the monthly salary of $280.00. Motion was made by Councilman Bracco, seconded by Councilman Elder and re$~larly carried, that the appointments of Richards and Campbell as police officers be confirmed. Communication was received from the South San Francisco Insurance Agents Association advising that a survey would be made with reference to deductible insurance and as soon as same was completed, the information would be given to the city. This commu- nication was ordered filed. This commu- nication was ordered filed. CLAIMS: MONTHLY REPORTS: BRENT~OOD PLAYGROUND: CITY MANAGER: ADJOURNMENT: Claims in the amount of $28,736.20 were submitted by the Finance Committee. On motion duly made, seconded and regularly carried, claims as submitted were ordered paid. Reports for the month of September were submitted by the Chief of Police, City Judge, Fire Chief, Building Inspector and Humane Officer. On motion duly made, seconded and regularly carried, reports as submitted were accepted and ordered filed. Councilman Elder advised that he had visited the Brentwood playgrounds with the Works Engineer and was well pleased with the work done so far. Mr. J. Noonan addressed the council with reference to whether the council had decided on the appointment of a city manager. He felt the position should be combined as a City Manager-Engineer. He was advised that"the council was con- sidering the hiring of a City Manager. The matter of the City Manager-Engineer was talked on at length by many of the people present and the council mmnbers. After much discussion, the appointment of a City Manager was laid over to October 18th. On motion of CouncilmanElder, seconded by Councilman Boido and re~larly carried, the meeting was adjourned to Thursday, October 18, 1951 at 8 p. m. Time of Adjournment - 10:10 p. m.
