Elder, Adolph Sani, Joseph The meeting was called to order at 8:10 p. m. by Mayor Sani. City Clerk having forwarded copy of the minutes of the previous meeting of November 19, 1951 to all councilmen, Mayor Sani asked if there were any errors or omissions. There being none, the minutes were approved as sub- mitted. Motion was made by Councilman Bracco, seconded by CounciLman Boido and regularly carried, that Councilman Elder be appointed Clerk Pro-Tem. Communication was received from the Works Engineer presenting for approval plans and specifications for the surfacing of Spruce Avenue between Colma Creek and E1 Camino Real. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that the recommendation of the Works Engineer be accepted and plans and specifications be approved. Communication was received from Chief of Police Belloni appointing Claude Severi as Special Police Officer at South San Francisco High School. Motion was made by Councilman Elder, seconded by CounciLman Boido and regu- larly carried, that the appointment of Claude Severi be confirmed without remuneration from the city. Communication was received from the Recreation Commission asking what had been done about the area to be set aside in Winston Manor No. 2 for play, ground and recreational purposes. This communication was referred to the City Manager. SIGN: CHANGE NAME CLARY AVE: USE AND VARIANCE PERMITS: TROGP 79 - BOY SCOUTS CHRIStmAS WREATHS: BRENTW00D CLUB EARTH SINKING: MOTOR TRUCK ORDINANCE: RESOLUTION NO. 1725 AWARDING CONTRACT PARKING LOT, MAPLE &MITJ~R AVES: Application for a business license was received from David Fayne to engage in the business of a scrap iron and rubber depot on parcels 62 and 6B on Bayshore next to Round California Chain. Motion was made by Councilman Elder, seconded by Councilman Bracco and regtularly carried, that application be denied. Application for business license was received from Russel S. Hurard for the Southwood Donut Shop. Motion was made by Councilman Elder, seconded by Coun- cilman Boido and regularly carried, that license be granted. Communication was received from G. L. Rozzi, Building Inspector, requesting permission to accumulate 24 days vacation time as provided for in Ordinance No. 126. Motion was made by Councilman Elder, seconded by Councilman Bracco and regularly carried, that request be accepted and permission granted. Communication was received from the Planning Commission recommending approval of an amendment to Section 14 (d) of Ordinance No. 269. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried that the recommendation of the Planning Commission be accepted and referred to the City Attorney for the necessary ordinance. Communication was received from the Planning Commission submitting report of the Street Committee and Chief of Police. This communication was laid over for further study. Communication was received from the Planning Commission advising that resolution was adopted for a petition for the abandonment of certain streets and easements in Winston Nanor~2. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendation of the Planning Commission be accepted and referred to the City Attorney. Communication was received from the Planning Commission recommending the dis- approval of the application of the West Coast Sign Co. for a panel poster on parcel 88, zone D. Motion was made by Councilman Bracco, seconded by Council- man Elder and regularly carried, that the recommendation of the Planning Commission be accepted. Communication was received from the Planning Commission recommending a vehicular underpass at ClaryAvenue between Winston Manor~ and Winston Manor~B. This communication was ordered filed. Communication was received from the Planning Commission recommending the dis- approval of the application of the Associated Realty Co. for an advertising sign. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the matter be referred back to the Planning Commission for reconsideration of the application, as the sign is to be constructed on the Associated Realty Company's property. Communication was received from the Planning Commission recommending that Clary Avenue in Winston Manor~2be cD~nged to Clay Ave. Motion was made by Council- man Elder, seconded by Counci]m~n Bracco and regularly carried, that the recom- mendation of the Planning Commission be accepted and referred to the City Attorney for the necessary resolution. Resolutions were received from the Planning Commission recommending the granting of use and variance permits to Louis Belloni, Leo Eserini, William Pickworth, Stoneson Development Corp., Ferruccio Coruccini and John 01son. On motion of Councilman Elder, seconded by Councilman Bracco and regularly carried, use and variance permits as recommended by the Planning Commission were granted. Communication was received from David C. Bishop, Scout Co~mfttee Chairman, Troop 79, requesting permission to set up a booth in the Brentwood Shopping District 'for the purpose of making and selling Christmas wreaths, from Dec. 1S, to 24, 1951. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that Troop 79 be granted permission to make and sell Christmas wreaths. Cla~m~ in the amount of $11,560.2S were submitted by the Finance Committee. On motion duly made, seconded and regularly carried, claims as submitted ~ere ordered paid. Communication was received from the Brentwood Club advising that land has been washed away by rain and yards are beginning to sink in various parts of the Brentwood subdivision, and asking that something be done to correct this problem. This communication was referred to the City Manager and City Attorney. An ordinance prohibiting parking of motor trucks on portions of Grand Avenue, Arroyo Drive and KenwO0dWay between 10:00 a. m. and 6:00 p. m. was introduced and read in its entirety as the first reading.~ Councilman Cortesi introduced a resolution awarding the contract for the sur- facing of the parking lot at the corner of Miller Avenue and Maple Avenue to the Lowrie Paving Co. This resolution was adopted by the unanimous vote of all members of the council. RESOLUTION NO. 1726 ORDERING CONSTRL~ TION STORM DRAINS & PAVEMENT SPRUCE AVENUE: Councilman Bracco introduced a resolution ordering the construction of pave- ment and storm drains in the portion of Spruce Avenue between Colma Creek and E1 Camiuo Real. This resolution was adopted by the unanimous vote of all members of the council. RESOLUTION NO. 1727 ISSUANCE OF STREET IMPROVEMENT BONDS: Councilman Boido introduced a resolution providing for the issuance of street improvement bonds, prescribing the denominations of such bonds and the interest coupons attached. This resolution was adopted by the unanimous vote of all members of the council. This resolu- tion was adopted by the unanimous vote of all members of the council. RESOLUTION NO. 1729 CONFIRMINGASSESS~ENT RES. 0F #1525: Councilman Bracco introduced a resolution confirming assessment under Resolu- tion of Intention No. 1525. This resolution was adopted by the unanimous vote of all members of the council. RESOLUTION NO. 1730 APPROVING DIAGRAM AVALON PARK SEWER: Councilman Elder introduced a resolution approving diagram for sewer construction in Avalon Park. This resolution was adopted by the unanimous vote of all mem- bers of the council. DRAINAGE PROBLEM, BUR1 BURI, STERLING MANOR, WINSTON MANOR, STERLING TERRACE: A great number of residents from the various subdivisions of Buri Buri, Sterling Manor, Winston Manor and Sterling Terrace were present and spoke at length on the drainage problems in these are~ and the damage that is being caused by the heavy rains. Mayor Sani stated that the council had discussed this matter with the City Attorney and City Engineer and agreed that the drainage problem has increased greatly. He stated that the matter should be referred to the City Engineer, City Manager and Superintendent of Streets for investigation to see if the problem can be adjusted. After much discussion, the matter was referred to the City Engineer. BAY CITY MOTOR SPORT CLUB CAR RALLY: Mr. AiYeagle was present and requested permission for the Bay City Motor Sport Club to use the parking lot in Brentwood on Sunday, December 9, 1951 for a car rally. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that permission be grated. SELL CHRIS~4AS TREES SOUTHWOOD AUTO SERVICE: Communication was received from the Southwood Auto Service requesting per- mission to sell Christmas trees on lot 9, Southwood Shopping Center for the month of December, 1951. Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, that permission be granted.
