COLLIGAN: SOIL EROSION BRENTWOOD: REGULAR MEETING OF THE CITY COUNCI~ OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, DECEMBER 17, 1951 Council Chambers, City Hall 8p.m. Present: ABSENT: Councilmen Victor Boido, Charles K. Elder, Adolph Sani, ~milio Cortesi None Joseph Bracco, The meeting was called to order at 8:15 p. m. by Mayor Sani. City Clerk having forwarded copy of the minutes of the previous meeting of December 3, 1951 to all councilmen, Mayor Sani asked if there were any errors or omissions. There being none, the minutes were approved as submitted. Councilman Bracco moved, seconded by Councilman Elder and regularly carried, that bids for the improvement of Spruce Avenue be opened. The following bids were submitted: Lowrie Paving Co. Fay Improvement Co. Peter Sorensen L. C. Smith Co. Robert A. Farish Douglass & Woo&house Bragato Paving Co. $22914.75 31770.60 27338.00 23347.50 28353.00 28505.20 27o18.oo Awarding of the contract was laid over until later in the meeting. Communication was received from the Works Engineer submitting the November 1951 Construction Progress Report and the Distribution of Construction Costs Report, and recommending that progress payment in the amount of $44,988.33 be made to the M & K Corp. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendation of the Works Engineer be accepted and progresspayment in the amount of $44,988.33 be made to the M & K Corp. Communication was received from Chief of Police Belloni advising that Russell F. Hardy had commenced duties as police officer, effective December l, 1951 at a monthly salary of $280.00. Motion was made by Councilman Bracco, seconded by Councilman Cortesi and regularly carried, that the recommendation of the Chief of Police be accepted and Russell F. Hardy be appointed Police Officer. Communication was received from Chief of Police Belloni advising that Theresa Giampaoli was off work from November 15, 1951 to December l, 1951 due to illness. This communication was ordered filed. Communication was received from Chief of Police Belloni advising that Mario Blandini was off work from November 29, 1951 to December 4, 1951 due to illness. This communication was ordered filed. Communication was received from the Recreation Commission recommending that favorable consideration be given to the joint proposal of the South San Francisco School Board and the City for the development of the Hillside recreational area. Motion was made by Councilman Elder, seconded by Councilman Bracoo and regularly carried, that the recommendation of the Recreation Commission be accepted. Communication was received from the Recreation Commission recommending that the wages of Joseph Rodota be increased from $1.10 per hour to $1.25 per hour, effective December l, 1951. Motion was made by Councilman Cortesi, seconded by Councilman Bracco and regularly carried, that the recommendation of the Recreation Commission be accepted, and Joseph Rodota be granted salary increase. Communication was received from Healy Tibbitts Construction Co. requesting permit to use explosives to conduct blasting operations on property owned by the South San Francisco Land Go. on Butler Road beyond the Bethlehem Steel Co. property. Motion was made by Councilman Elder, seconded by Councilman Cortesi and regularly carried, that permit be granted provided it meets with all ~egulations of the ordinance and that the same bond as before be provided. Communication was received from the Planning Commission recommending the granting of a use permit to Mr. C. J. Colligan. Motion was made by Councilman Elder, seconded by Councilman Boido and regularly carried, that the recommendation of the Planning Commission be accepted, provided the construction meets with all provisions of the building code. Communication was received from a number of residents of Briarwood Drive asking that something be done to correct the soil erosion conditions in Brentwood due to the heavy rains. This communication was referred to the City Manager and Engineer. Claims in the amount of $22309.04 were submitted by the Finance Committee. On motion duly made, seconded and regularly carried, claims as submitted were ordered paid. MONTHLY REPORTS: Reports for the month of November 1951 were submitted by the Chief of Police, City Judge, Building Inspector, Fire Chief and Humane Officer. On motion duly made, seconded and regularly carried, reports as submitted were accepted and or- dered filed. MOTOR TRUCK 0RD INANC E: Mayor Sani advised that Mr. E. Dennis, Agent of the Milk Drivers Union, requested that some provision be made as to the length of trucks in the Ordinance prohibiting the parking of motor trucks on portions of Grand Avenue, Arroyo Drive and Kenwood Way. Therefore, ordinance was laid over to the next meeting for further study. RESOLUTION NO. 1731 Councilman Elder introduced a resolution awarding contract for the improvement of AWARDING CONTRACT Spruce Avenue between Colma Creek and E1 Camino Real to the Lowrie Paving Company. SPRUCE AVE. IMPROVEMENT:This resolution was adopted by the unanimous vote of all members of the council. RESOLUTION NO. 1732 CHANGE NAME CLARYAVE: Councilman Bracco introduced a resolution changing the name of ClaryAvenue to Clay Avenue. This resolution was adopted by the unanimous vote of all members of the council. RESOLUTION NO. 1733 VACATE STREETS &EASE- MENTS WINSTON MANOR NO. 2: Councilman Boido introduced a resolution of intention to vacate certain streets and easements in Winston Manor No. 2. This resolution was adopted by the unanimous vote of all members of the council. PLANNING COMMISSION Report of the Street Committee of the Planning Commission was laid over for further STREET COMMITTEE REPORT:study. MERRY CHRISTMAS AND HAPPY NEW YEAR: Motion was made by Councilman Bracco, seconded by Councilman Elder and regularly carried, wishing all city employees, officials, citizens of South San Francisco and the newspaper, a very Merry Christmas and prosperous New Year. CITY EMPLOYEES PAY BEFORE XMAS: Motion was made by Councilman Elder, seconded by Councilman Cortesi and regularly carried, that all monthly city employees be paid before Christmas. STORM DAMAGE: A resident of Brentwood asked what ~ad been done about the water damage in the Brentwood subdivision. City Manager McClung reported that he, the City Engineer and the Superintendent of Streets had checked into the matter and stated that the city had no jurisdiction in the case of the Brentwood subdivision but would do whatever possible in the matter. He stated that he had also checked the conditions in Sterling Terrace, Winston Manor and Buri Buri, and as soon as possible, the city would take the necessary steps to correct the situation. STREET SIGNS WINSTON MANOR: Councilman Cortesi brought up the matter of the street signs in Winston Manor. Manager McClung advised that he had talked with Mr. Stoneson and that the signs would be installed at an early date. City AD JOURNMENT: On motion of Councilman Elder, seconded by Councilman Boido and regularly carried, the meeting was adjourned to Monday, January 7, 1952 at 8 p. m. Time of Adjournment - 9:05 P. m.
