Elder The meeting was called to order at 8:10 p. m. by Mayor Sani. City Clerkhaving forwarded copy of the minutes of the previous meeting of January 7, 1952 to all councilmen, Mayor Sani asked if there w~re any errors or omissions. There being none, the minutes were approved as submitted. Communication was received from the Works Engineer submitting the December 1951 Construction Progress Report and the Distribution of Construction Costs report for the Sewage Disposal Plant and recommending that progress payment iu the amount of $BB,029.74 be made to the M & K Corp. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that the recom- mendation of the Works Engineer be accepted and progress payment in the amount of $33,029.74 be made to the M & K Corp. Communication was received from Chief of Police Belloni asking that appointment of Special Officer Peter H. Apple, Jr. be cancelled, effective January 15, 1952. Motion was made by Councilman Bracco, seconded by Councilman Cortesi and regu- larly carried, that the recommendation of the Chief of Police be accepted. Communication was received from Chief of Police Belloni advising of appointment of Special Officer Arthur F. Westing. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that the appointment be con- firmed, without remuneration from the city. Communication was received from the Planning Commission recommending that Juniper Avenue, between Linden Avenue and Cypress Avenue, be made a one-way street, go- lng east. Motion was made by Councilman Cortesi, seconded by Councilman Bracco, and regularly carried, that the recommendation of the Planning Commission be accepted and that the City Attorney be instructed to draw up the necessary ordi- nance. Communication was received from the Planning Commission recommending against an amendment to Ordinance ~269 &~297 and recommending that the minimum lot area required be kept at 5000 square feet with a minimum 50 foot width. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that a hearing on the amending of Ordinances ~269 & 297 be set for Feb. 4, 1952 at 8 p. m. Resolutions were received from the Planning Commission recommending the granting of use permits to C. J. Calligan, Frank Davis and Martin Moro. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that the recommendations of the Planning Commission be accepted. Communication was received from the Housing Authority recommending the reappoint- ment of Commissioner Fred J. Lautze, whose term expires on March 31, 1952. This communication was ordered filed. Communication was received from Martin Wilms advising of land to be granted to the City, for the development of Spruce Avenue, on E1 Camino Real. This communi- cation was referred to the City Mauager for him to arrange a meeting between Mr. Wilm~, the City Council, City Attorney and City Manager. Communication was received from the Disabled American Veterans requesting per- mission to show a mobile exhibit for a short period within the next sixty days. Motion was made by Councilman Bracco, seconded by Councilman Cortesi and regu- larly carried, that permission be granted. Communication was received from the 12 Mile House A. C. ~equesting permission to hold a dance on Feb. 9, 1952 in the American Legion Hall. Motion was made by Councilman Cortesi, seconded by Councilman Bracco and regularly carried, that permit be granted provided that proper police protection is secured. Communication was received from the Recreation Commission advising that they would meet with the City Council Jan. 23, 1952 to discuss the proposed change of name of the Elm Court Recreation Center to the Helen Siebecker Recreation Center. This communication was ordered filed. Copy of letter addressed to the School District from the Hillside Manor Corpor- ation, with reference to pipe installed between Sterling Manor No. i and the school property, was read. The City Manager explained the matter to those present. Cla~m~ in the amount of $8805.64 were~submitted by the Finance Committee. On motion duly made, seconded and regularly carried, claims as submitted were or- dered paid. VACATION STREETS WINSTON MANOR ~2: DRAINAGE PROBLEMS STERLING TERRACE: ZONING ORDINANCE AMENDMENT: ADJOLRNMEN~: Reports for the month of December 1951were submitted by the Chief of Police, City Judge, Fire Chief, Tax Collector, Building Inspector, Librarian and Humane Officer. On motion duly made, seconded, and regularly carried, reports as submitted were accepted and ordered filed. Notice of Claim for damages against the City was submitted for Ida Sernagiotto by Attorney Joseph F. 0'Malley. Motion was made by Councilman Bracco, seconded by Councilman Boido and regularly carried, that claim be denied. Ordinance amendiD~ ordinance ~183 and repealing ordinance ~36 came up for second reading. Motion was made by Councilman Bracco, seconded by Councilman Cortesi and regularly carried, that this ordinance be read by title only as the second reading. City Clerk then read title of the ordinance: "AN ORDINANCE AMENDING ORDINANCE NO. 183 ENTIiW.RD: "AN ORDINANCE ESTABLISHING A FIRE DEPARTMENT FOR TEE CITY OF SOUTH SAN FRANCISCO, AND REPUTING ORDINANCE NO. 36 OF THE CITY OF SOUTH SAN FRANCISCO ENTITLED: "AN ORDINANCE ESTABLISHING A FIRE DEPARTMENT IN AND FOR THE CITY OF SOUTH SAN FRAN- CISCO", PASSED AUGUST 22, 1910." This ordinance was adopted by the following vote: Ayes, Councilmen Victor Boido, Adolph Sani, Joseph Bracco, Emilio Cortesi; Noes, Councilmen, None; Absent, Councilman Charles K. Elder. Councilman Cortesi introduced a resolution authorizing an agreement with the Division of Highways, covering joint participation in the financing of the cost of the traffic c~ntrol improvements at the intersection of Spruce Avenue-Hazelwood Drive with E1 Camino Real. This resolution was adopted by the unanimous vote of all members of the council present. Councilman Bracco introduced a resolution authorizing the execution of an agreement between the city and the school district to provide fire protection to the Avalon School. This resolution was adopted by the unanimous vote of all members of the council present. Councilman Boido introduced a resolution ordering the vacation of certain public streets and easements in Winston Manor No. 2. This resolution was adopted by the 'unanimous vote of all members of the council present. Mr. H. E. Pell, a resident of Lincoln Avenue, addressed the council and stated he had been appointed by the Paradise Valley Improvement Club to represent Sterling Terrace residents regarding the drainage system in that area, and asked if the citycouncil had any suggestions to remedy these conditions. The Mayor asked the CityManager to explain the matter. City Manager McClung explained what, in his opinion, could be done and suggested that a con~nittee of three from that area meet with the City Engineer, an FHA engineer and the City Manager. After some discussion, Mr. Pell agreed to do this. A greater part of the evening was taken up on discussion of the merits of the amend- meut to the zoning ordinance changing lot size from 5000 square feet to 3600 square feet. The Mayor explained that this matter would come up for hearing at the next regular meeting Feb. 4, 1952. On motion of Councilman Bracco, seconded by Councilman Boido and regularly carried, the meeting was adjo'urned to Feb. 4, 1952 at 8 p. m. Time of Adjournment - 10:00 p. m.
