Present: Absent: Councilmen John Noonan, Adolph Sani, W~lio Cortesi, Joseph Bracco, Telford Smith None City Clerk having forwarded copy of the minutes of the previous meeting to all councilmen, Mayor Cortesi asked if there were any errors or omissions. There being none, the minutes were approved as submitted. A communication was received from.the Office of the Chief of Police advising that Officer Bernard Esparzahad reported off work June ll and 12, 1952 due to an eye infection. Ordered filed. A communication was received from the office of the Chief of Police advising that William Harper and Gerald Leo Cruise had co~neuced their probationary period of one year as Police Officers. On motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, the appointments of William Harper and Gerald Leo Cruise were accepted. A communication was received from the Office of the Fire Chief stating that James Meidl, Arnold Zweekhorst, Llewellyn Scovel, Jack Ehle Jr., Theodore Liudstrom, Ronald Acosta and Robert Peterson had reported for duty with the Fire Department. On motion of Councilman Saul, seconded by Councilman Bracco and regularly carried, the appointments of the above meutinued firemen were accepted. A communication was received from the Clerk of the Personnel Board relative to the candidates who successfully passed the examination for the position of City Attorney. Their names appeared on the eligible list as follows: 1. Richard P. Lyons 2. Antonio J. Gaudio 3. Carroll S. Bucher It was also stated in the letter that Mr. Gaudio did not meet the 18 month residence requirement. Action was withheld ou this matter and the letter ordered filed by the Mayor. A communication was received from the Office of the Planning Cow~ssion relative to the Petition for Annexation of Uninhabited Territory known as Park Haven Sub- division. This was ordered held over and referred to Acting City Attorney Lyons. Communication was received from the Planning Commission with reference to the application of the General Metals Corp. to erect a third sign on Dubuque Ave. facing the Freeway, and denying the application of this third sign. Ou motion of Councilman Smith, seconded by Councilman Noom~n and regularly carried, the recommendation of the Planuing Commission was uph~ld. A communication was received from the Planning Commission regarding a letter from the Mayfair Community Club for directional sign to be placed at Grand and Orange Avenues. On motion of Councilman Noouan, seconded by Councilman Bracco and regularly carried, the matter was referred to the Office of theCityManager. A communication was received from the Office of the Planning C_~m,~ssion relative to four directional signs applied for by the First Church of Christ, Scientist. Councilman Sani suggested the matter be referred to the Office of the City Manager. Mr. Emery White spoke relative to the signs mentioned, stating he had written the letter requesting these signs , that the practice followed in other communities was to have signs as he suggested posted for information and directional purposes for the public. This, according to Mr. White, was not something new. Councilman Smith asked Mr. White if the city was to grant permission to all the churches for the erection of signs, would we not have a row of signs? Mr. White replied that this was not exactly so as the purpose was to give the public a chance to locate the church and that the signs ~'ould be standardized to conform with one another. AMEND ZONING OEDINAN~E: USE PERMITS: VARIANCE PERMITS: On motion of Councilman Bracco, seconded by Councilman S~ni and regularly carried, Resolution No. 268 as rec~uded by the Planning Commission for approval, re- zoning Sterling Terrace 1,2,3,4, & 5 and Parkway Terrace ~3, was approved. On motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, use permit~259 of W. H. Kolaus, ~260 of L. A. Keeuan Jr. & R. W. McKeuua, and ~261 of~m. Grapenger Jr. were granted as recommended by the Planning Commission. On motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, Variance & adjustment ResolutionS262 of August Klohn and~263 of Fred M. D~S TO CI%~f: Councilman Bracco moved that the Variance'&AdJustment Resolution~26~ of First Assembly of God be held over. Building Inspector Rozzi reported that work was being Bone on the first approval of four feet as required. Councilman Bracco moved, seconded by Councilman Noonan and regularly carried, that the recommendation of the Planning Commission on Variance and Adjustment Resolution ~264 be accepted. On motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, Use Permit~267 was granted to St. Elizabeth's Church as recommended by the Planning C~ssiou. A communication w~s received from the office of the Recreation Co~mission relative to increase recmmaendations for recreation and playground leaders. On motion of Councilman Sani, seconded by Councilman Bracco and regularly carried, the mat- ter was referred to the City Manager. Mrs. Hernan spoke briefly on the matter, stating that the council give good consideration to the matter as better money was offered from outside employment to the Recreation leaders. A c~mmunication from the REcreation Department was received relative to reduction of Capital expenditures and a revised proposed budget. Councilman Bracco asked City Mauager McClung if these figures were the ones that were considered at the last budget meeting and was informed that they were. The letter was ordered filed. A communication was received from the Real Estate Department of the City and County of Sau Fraucisco relative to a proposed exchange of lands on and near San Bruno Road with reference to a 44 inch pipe line located on a trestle. Councilman Bracco requested information from CityManager McClung if this was iu the master plan. City Mauager McClung stated he did not get a chance to check and see if it was on the master plan. He went on to explain that this was merely au exchange of properties, a matter of shifting property lines. Councilman Noonan asked if there was any urgency to pass ou this and was instructed by the Ctty Manager that there was not. Councilman Saui stated the council should go over this as a body. Mayor Cortesi suggested that a date be made 'with Riordau of San Francisco next week to go over the area mentioned. A co~nunication was received from Reid L. Starmer of the Fire Department, tendering his resignation effective as of July 17, 1952 at 8:00 a.m. On motion of Council- man Sani, seconded by Councilman Bracco and regularly carried, the resignation was accepted. A communication was received from the Office of Civil Defense Supervisor Frank Lucchio, tendering his resignation as Supervisor of the Ground Observer Corps, effective ~w~ediately. The Mayor accepted the resignation and c~udedMr. Lucchio for his fine work, calling onMr. Lucchio for a few words. Mr. Lucchio stated a successor should be appointed at once so that the post could be manned 24 hours for the test alert that is to take place in one week. Mayor Cortesi then rec~..~nded the appointment of Mr. Tony Buljan which was objected to by Mr. Noonan, who stated that Tony BulJan already has enough work. Councilman Noonan then asked Frank Lucchiowho his first assistant was aud was informed that he had uo first assistant. Mrs. Her~u remarked that Tony Buljau could not do this work due to duties he already has. At this point Councilman Noouau stated he had one person in mind and would contact him. A cow~unication ~as received from the office of the South San Francisco Chamber of Commerce relative to the problem of traffic congestion at Baden & Linden Avenues. On motion of Councilman Sani, seconded by Councilman Bracco and regularly carried, the letterwas referred to the Planning C~ssion. A communication was received from the office of the Manufacturers' Association regarding expenditure to put Harbor Road into condition for traffic and vehicular use. Councilman Bracco stated that in discussing the matter withMr. Kauffmann, Mr. Kauffmann would be willing to give the city some land in the neighboring area for the improvement. On motion of Councilman Bracco, seconded by Counci!,~n Sani and regularly carried, this matter was referred to the Planning Commission. A communication was received from the Milprint Inc. relative to the purchase of property in the city inquiring as to the availability of utilities. On motion of Councilman Smith, seconded by Councilman Bracco and regularly carried, the City Manager was instructed to c~ntact the ActimgCityAttorney and communicate with the Milprint Inc. relative to their being granted this permit. Approval of Building Inspector's office already given. A c~unication was received from the Brentwood Company relative to the erection of buildings in that subdivision. Ou motion of Councilman Sani, seconded by Councilman Bracco and regularly carried, building permit was granted. Councilman Smith requested to know if the Building Inspector had given his approval to this construction and was informed that he had. A c~unication was received from the Stoneson Development Corporation relative to the granting of property in Winston Manor No. 2A for proposed playground areas. Councilman Smith stated that this matter should be investigated before accepting to see what the city is accepting. '~There is hilly area in the vicinity and re- tainingwalls should be checked for.~ He further suggested the matter be held up for further study. City Manager McClung explained to Councilman Bracco that this was the location they had inspected with the Recreation Direct6r BulJan. This matter was laid over for further study. 106 STONESON C0RP. Accompanying this letter was a letter from the Metalbestos Division of the William Wallace Company, relative to the product. Building Inspector Rozzi stated that it was approved as stated in the letters but did not recommend altering the code at this time due to some one coming in using other types of stoves such as wood, which would then create a dangerous element. Councilman Bracco then called on Mr. House of the Stoneson Development Corporation. Mr. House stated that they could be used by people with trash burners without the knowledge of the company, although each buyer is instructed before purchase of the home Just what type vent he has. It could be violated Just as illegal wiring is done without the knowledge of the Building Inspector. Councilman Smith requested of Mr. Ho-use information as to how *dais type vent is superior to what is in use now. He stated that house appearances were benefited. After some lengthy discussion, Councilman Bracco suggested this matter be laid over for i~rther study. Application of T. Kttayama to operate a cigar and pool room under the firm name of Ray, s Cigar & Pool at 104 Grand Avenue was referred to the Police Department. Application ~f John C. Stanley to operate a saw service .and sales ~under the firm name of S~anley Saw Service and Sales at Oyster Point & Butler Road was referred to the Health Dept. for sanitation facilities. A c~m~unication was received from the South San Francisco Businessmen's Assn. co~ending the City Council for their action in making plans and preparations for the establishment of the new municipal court in this city. Ordered filed. Councilman Sani introduced a resolution accepting a Quitclaim Deed from the San Francisco Bridge Co. to the city. Roll call vote was as follows: Ayes, Councilmen Noouan, Sani, Bracco, Smith and Cortest. Councilman Bracco introduced a resolution accepting a Deed of Easement from the Roman Catholic Archbishop of San Francisco to the City, in Country Club Park. Roll call vote was as follows: Ayes, Councilmen Noonan, Sani, Bracco, Smith and Cortesi. Councilman Sani introduced a resolution authorizing the Mayor and the City Clerk of the City to execute an agreement between the city and the Roman Catholic Arch- bishop of San Francisco, the city granting the Roman Catholic Archbishop permission to ma~e sewer connections to Avalon Park Sanitary 0utfall Sewer in Return for a Deed of Easement. Roll call vote was as follows: Ayes, Councilmen Noonau, Sani, Bracco, Smith and Cortesi. An ordinance was introduced by Councilman Sani approving the annexation of Park Haven to the City. On motion of Councilman Sani, seconded by Councilman Bracco and regularly carried, hearing for protests on annexation of Park Haven was closed. After lengthy discussion relative to property being zoned for business after the annexation, Acting City Attorney Lyons explained that the property auto- matically becomes unclassified when it is taken in the city ,as it is now iu the county.. Councilman Saui called for the reading of the ordinance on Park Haven annexation tu its entirety,and same was read by Acting City Attorney Lyons. Claims in the amount of $29505.24 were submitted by the Finance Committee. On motion made by Councilman Sani, seconded by Counc ~ilmau Bracco and regularly car- ried, clalmR as submitted were ordered paid. On. motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, appointments of John Breed and Victor Rosa to the Planning Commission, as made by Mayor Cortesi, were approved. On motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, appointments of John Gardner and Frank Lesko to the Personnel Board of Review, as made by Mayor Cortesi, were approved. On motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, appointments of Carl Weller, Mrs. Devlin and Mrs. Varni to the Eib~aryBoard, as made by Mayor Cortesi, were approved. At this time Councilman Smith stated that he had intended~to make a motion for an Assistant Engineer to the Works Engineer. It is not to be a motion at this time since it has been decided to sit down and talk things over, it is withheld for the present. A meeting is to be held and full cooperation was offered by Mayor Cortesi. Mayor Cortesi stated it was his best intention that harmony should be maintained at all times. ~-~~~ ~. Under unfinished business, Joseph Jackson Attorney at Law, spoke relative to an extension of time for filing a map of Peck's Heights Subdivision, asking for an extension to be granted as July 16, 1952 was the deadline in which to file this map. He requested a B0 day extension if possible. At this point, Councilman Sani brought up the matter of fencing the area as an added safety feature for the children. Joseph Jackson stated that ~he map should be ready in about two weeks. Councilman Smith called on Acting City Attorney LyoDs for the legality of the extension and was informed that since the ordinance was laid down by the council, therefor that body can grant the extension. On motion of Councilman Sani, sec- onded by Councilman Bracco and regularly carried, the extension of BO days was granted. HOP~SESHOE PIT WINSTON MANOR: STREET SWEEPER SERVICE WINSTON MAltBR: BOARD OF EQUALIZATION MEETINGS: APPROVED: Mr. Scott of 32 Elkwood Drive, Winston Manor, spoke relative to the Horseshoe Pit that was spoken about in the letter of the Recreation Department, read earlier. He asked that recreational activities for that area be given serious consideration as none had been provided for yet. City Manager McClung stated that Tony BulJan makes a study of the needs and the purchase of property is then made. Presently Winston Manor ~1 and ~2 are being considered for Recreation Playground. A question was then raised from the residents of Winston Manor in general regarding the services of Street Sweeper for the area. Mayor Cortesi stated service would be given. Also an inquiry was made if it was usual for the Board of Equalization to meet at 4 p. m. in the afternoon. An explanation was given by City Manager McClung that the Board of Equalization was to meet from day to day until the work was completed. Councilman Noonan moved that the Board meet in the evening instead of the after- noon so as to afford day workers more time in which to come in. City Manager McClu~ stated that meetings could be held at 4 p. m. then meet some evening, like Thursday or Friday. At this point Councilman Noonan withdrew his motion. Council- man Smith then spoke of equalization of assessments throughout the city and asked what could be done for the equalization of the roll. He was instructed that if the roll was not approved, then an auditor could be called in if desired. After lengthy discussion relative to the assessment problems, on motion of Councilman Sani, seconded by Councilman Bracco and regularly carried, the meeting was ad- Journed to Thursday July 10, 1952 at 4 p. m.
