The meeting was called to Order at 8:15 p. m. by Mayor Cortesi.
Present: Councilmen John Noonan, Adolph Sani, Emilio Cortesi, Joseph Bracco, Telford Smith
Absent: None
The minutes of the previous meeting were approved as submitted by the City Clerk.
MaYOr Cortesi asked if there were any protests for Third Lane Improvement. Mrs. G. Rosetti
of 16 Maple Avenue presented her protest to Mayor Cortesi. Mayor Cortesi called on Works
Engineer Randlett to explain the assessment to Mrs. Rosetti who claimed in her opinion that
it was too high. Mrs. Rosetti claimed that the first estimate had been made for some $4,000
and that now the figure had risen to $6,000. Works Engineer Randlett stated that the first
price was the contract price prior to incidentals. Hubert Rosetti then asked what the reason
was for the increase iu the amount to which Works Engineer Randlett enumerated the incidental
expenses for the improvement of Third Lane. Mr. Rosetti then asked how could this assessment
be paid to which Works Engineer Randlett replied that this could be paid before it went to
bond after the assessment had been confirmed. Councilman Smith then asked if the assessment
were paid within thirty days, the amount as shown on the notice of filing assessment is in-
correct inasmuch as the amount sho~n would be that amount if it went to bond. City Attoruey
Lyons stated that if the assessment were paid iu cash it would be a saving but not very much.
Councilma_u Saul stated that the bonds issued work ou the same principle as a loan from the
bank. If it is paid iu cash you save the interest %~hereas if paid through bonds, there is
interest charged.
City Attorney Lyons stated that the interest was the large saving. He further stated he would
check and see what the sa~iug would be to Mrs. Rosetti and advise her.
Councilman Sani introduced a resolution confirming assessment for improvement work performed
under Resolution of Intention No. 1785 adopted July 10, 1952. Councilman Smith asked if
the assessment was ba~ed on footage to which Works Engineer Randlett replied that it was with
the exception of a piece that had to be replaced. He further stated that they were smaller
but charged the same rate per foot. Roll call vote was as follows: Ayes, Councilmen Noouan,
Sani, Bracco, Smith and Cortesi) Noes, None; Absent, None.
C~unication was received from S. K. Robbins thanking the City Council for cooperation ex-
tended during his term as City Judge and asking cooperation for Judge Bocci. Mayor Cortesi
iu ordering the letter filed extended the thanks of the City Council to Mr. Robbius commending
him ou his service and work, requesting that a letter of appreciation and thanks be sent to
him. Councilman Smith remarked that a resolution to this effect should be prepared .
Councilman Sani placed this iu the form of a motion, seconded by Councilman Bracco, which was
regularly carried.
Communication was received from the office of the Planning Co~nission recon~nending the ~°
approval of the final map of Westview Terrace Subdivision. At this time the map of the area
was requested which was brought up for the study Qf the council. After study had been made
by the City Council, Councilman Smith suggested that the map be laid over and that copies of
the map be provided for the members of the Council. Works Engineer Raudlett stated that there
were some things regarding the map that he wished to bring to the attention of the council.
One was to the affect that some lots did not have a 50' width at the building set back line.
Also that a water line easement existed. CounciLman Smith asked if this easement as mentioned
was the same as Sunshine Gardens to which he replied that it ~s. Councilman Smith then re-
quested the City Attoruey to provide whatever legal protection was necessary to prevent the
building over au easement.
Cmmnunicationwas received from the office of the Planning Commission regarding the three step
program for the improvement of Baden Avenue between Linden Avenue and Bayshore Boulevard.
Councilman Bracco commended the Planning Commission on its recommendations and favored the
%~deuiug of the Radius at Baden and Linden Avenue, suggesting that the work start at once
since it only involved the outlay of ~400.00. He further suggested that plan number one as
].isted ou the c~mm~unication of the £].auuing Cormn~issiou ~e undertaken at once and that recom-
mendations two and 'three be placed on a long range program with Gas Tax money to be used for
this work. Councilman Bracco also reconmended that' parking on Baden Avenue as suggested be
prohibited.
Councilman Smith remarked on the corner involved being the Zanetti Service Station, asking if
it would affect the business as it miflht involved added expense in the removal and replacement
of gas tanks, pumps~ etc. Mr. Victor Robinson stated that Mr. Zanetti~ a member of the Plan-
ning Commission, was present at the meeting and although he was concerned over this matter,
did not offer any objections. CounciLman Sani moved, seconded by Co~mcilman Bracco, that the
recc~mendatlons of the Planning Commission be accepted. Councilman Smith stated that a clari-
fication should be n~ade as to the width, if it was to be 30 feet. CounciLman Bracco stated
that we should attempt to obtain 30 feet. Councilman Smith requested tb~t the work be done
on 20 feet but try to obtain 30 feet. This was made as an amendment to the motion and regu-
larly carried.
Communication was received from the office of the Planning C_~mnissiou regarding the rezouing
of the Wilms property iu Francisco Terrace which was requested dropped by Mr. Wilms. Council-
man Bracco rec~=~ended that the city coutiu~ ~th the improvement of the Francisco Terrace
Playground, that the City Manager and Superintendent of Streets be instructed to carry the
plan through. Couuci.]m~n Noouau was in agreeance ou this matter with Councilman Bracco and
asked that a schedule be submitted to show whe~ development would take place. Councilman
Smith requested from the Superintendent of Streets information relative to drainage in the
playground site to which he replied there would have to be some drainage. Communication was
ordered filed.
Communication was received from the office of the Superintendent of Streets regarding the
weed refund of Mr. Frank Ferrario to the effect that the weeds had been cut by the city crew.
Motion was made by Councilnmn Bracco, seconded by Councilman Sani and regularly carried, that
the recommendation of the Superintendent of Streets be accepted and the o~ner notified.

the appointment of Glen Smith as Recreation. Conmliss~.oner. Communication ~ms ordered laid over

Communication ~.~s received frora the office of the Recreation Department together with the
letter received from l-,~s. E. Pirazzi relative to property rented from the city and used in the
conduct of Truck Garden activities. It was the recommendation of the Recreation Commission
that the land in question be used in the construction of a baseball diamond. Mayor Cortesi
suggested that 90 day notice be given to the present tenant so ,that he would have ample time
in which to harvest his present crop. Councilman Sani agreed with Mayor Cortesi, stating that
the recommendation as made by the Recreation Commission ~as a good one. Councilman Sani
moved that the recommendation of the Recreation Commission be accepted and Mrs. Pirazzi be
notified. Councilman Bracco stated that there was a definite need for a baseball diamond as
there is presently only one for use now. He also stated that 90 days, he felt would be too
long as baseball season would then be about half over. Mayor Cortesi stated that if shorter
notice was given the crop might be damaged. Mrs. Heruan stated that if there was a grown
crop in now that the possibility existed that they might be out sooner. Councilman Smith
seconded the motion as made which was regularly carried.
C°mmunicatiou was received from Arthur W. Baum requesting final payment ou the Spruce Avenue
Culvert. Councilman Smith moved, seconded by Councilman Bracco and regularly carried, that
the matter be held over and Mr. Baum be notified of this, also advising him that it was before
the committee for study and report back to the council.
Communication was received from the San Francisco Water Department together with a commuuicatio~
from the G~rden Development Company regarding the 30 inch pipe line which crosses the Garden
Development Company's subdivision. Councilman Smith stated that the letter as received is not
adequate to prevent building ou the lots which have this easement. City Attorney Lyons stated
that Councilman Smith was correct, that the council should request letters to the effect that
no building would be built on any of these lots. Councilman Smith stated that this was not
a definite easement~a~l-~.~l~f~,wi~e-~me~aud that a definite explanation of easement
should be had. He also inquired as to how far away from the pipe line could building be done.
City Attoruey Lyows suggested that City Mauager-McCluug contact the Water Company for a recora-
meudation as to what they would consider as a safe distance to build on. The matter was
ordered laid over.
Mr. Ed Schulhauser spoke from the audience stating that physical viewing of the project world
indicate that there is proper clearance. Councilman Smith stated that there ~as nothing sho~.m
ou the map to support this. He suggested tha~ a map be obtained and a letter to support this.

Communication was received from the Division of Highways relative to the traffic problem in
existence on E1 Camino Real at Spruce Avenue-Hazelwood Drive intersections due to improper
turning by motorists. Councilman Bracco suggested the matter be t~ued over to the Chief of
Police. Chief of Police Belloni stated that the state ~as w0rkiug on this, recommending au
ordinance be dragon ~ to cover the viola2ious. Councilman Saui moved that the City Attorney
be instructed to draw ~ the necessary ordinance. City Attorney Lyons asked if this ~re to
be au emergency ordinance to which he was answered it was. Councilman Bracco seconded the
motion as made which was regularly carried.

out of Grand Avenue ahd Mission Road. Councilman Bracco moved that this be referred to the

Communication was received from the Board of Super'visors of San Mateo County regarding a
meeting ou Flood and Smog control. Mayor Cortesi requested the fu&l attendance of all the
members of the City Council and the City Maunder. Letter was ordered filed.
Communication was received from 0resti Blandini regarding charges for weed cutting fronting
his property which he claimed %~re done by himself. The matter ~s referred to the Superin-
tendent of Streets for investigation.
Application for business license was received from F. J. Calcaguo to engage in the bUSiness
of food service equipment duder the firm name of Cai-Craft Mfg. Co. located ou 317 Victory
Avenue. Ou motion of Councilman Sani, seconded by Councilman Brac~o and regularly carried,
business license was granted as requested.
Application for business license was received from John Silva and John Marques to engage in
the business of Tire Recapping and Retreading under the firm name of J & J Tire Service
located ~t 206 Cypress Avenue. Ou motion of Councilman Sani, seconded by Councilman Bracco
and regularly carried, business license ~as granted as requested.
DON'S SO. CITY AUTO Application for business license was received from Donald R. Branch to engage in the business
~RECFJ~RS BUSINESS LICENSE: of ~uto wrecking under the firm name of Dou's South1 City Auto Wreckers located at 210 South
/_-7 ~O~ Maple Avenue. Mayor Cortesi asked if the applicant was present. ~[r. Branch arose stating
that he was taking over the b~miness fo~uuerly under the name of Gus's Auto Wreckers. He
informed that the permit if granted could be revoked at any time by council action. Mayor
Cortesi requested from the applicant iufonuatJon ou the manner in which he intended to carz~y
out his business. He replied that he intended to burn auto bodies and do other related work
iu the scrapping of automobiles. He further stated that he would burn probably one a day,
sometimes one a week. Councilman Sani stated that complaints ~ere received regarding this
type of burning stating that it comes directly together with the letter read earlier iu the
meeting received from the co~mty regarding smog control. He further remarked that this type
of a business was uo asset to the community by having auto wreckers and that they should be
far removed from the residential area. lit. Branch then asked Councilman Sani if the blame
was being laid to the place of business or to himself. Councilman Noonan moved that a
study be made of the problem with the City Man.ager and City Attorney and lay the matter over
to the next meeting and report back at that time. Councilman Bracco seconded the motion as
made which was reg~larly carried.
CLAIMS:
Claims in the amount of $32151.00 were submitted by the Finance Committee. Councilman Sani
moved that claims as submitted be paid. Councilman Bracco requested that the claims of Mr.
Bettaucourt, Arthur Baum and Richmond Electric Co. be held up. Motion was amended in this
respect, seconded by Councilman Bracco and regularly carried.

City Clerk Rodondi then brought up the matter of the Gas Tax Agreements. This ~s explained
by City Attorney Lyons that it had been returned to the State Department to make a correction
on the project of Bayshore to extend the improvement from Baden Avenue to Armour Avenue.
Prior it showed to be improved from Baden Avenue to Lo~x Avenue. City Attorney Lyons likewise
read the accompanying resolution. Councilman Sani introduced the resolution for expendit%~e
of Gas Tax. Roll call vote %,~s as follows: Ayes, Councilmen Noonan~ Sani, Bracco~ Smith and
C ortesi.
Councilman Bracco introduced a resolution of the City Council df the City of South San Fran-
cisco naming the public street extending from the southwesterly end of Spruce Avenue at
Railroad Avenue to E1 Camiuo Real and being a prolongation of said Spruce Avenue. Roll call
vote was as follows: Ayes, Councilmen }~oonan, Sani, Bracco, Smith, Cortesi.
Councilman Smith introduced a resolution of the City Council of the City of South San Francisc¢
directing the purchase of the 01d Belair Shipyard Property from the United States Government.

City Attorney Lyons then read in its entirety for the second time the ordinance of the City of
South San Francisco amending 0rdinauce No. 261, adopted by said City on the 24th day of Feb-
ruary, 1947, and Entitled: "AN ORDINANCE PROVIDING FOR LICENSING OF BUSINESS, PROFESSIONS,
TRADES, CAIJ.INGS A~O OCCUPATIONS IN ~ CITY OF SOUTH SAN FRANCISCO." Roll call vote was as
follows: Ayes, Councilmen Noonau, Sani, Bracco, Smith, Cortesi; Noes~ None; Absent, None.

Mayor Cortesi then asked if there was any unfinished business. Councilman Smith asked if we
could allow building ou lots in the Sunshine Gardens Subdivision with a binding letter. City
Attorney Lyons stated that it could be approved with the stipulations such as compliance
with the ordinance and other matters necessary to conform with the ordinances. Councilman
Smith then requested City Attorney Lyons to state this iua form of a motion for him. Motion
as s~ted was as follows: "That the final map of Sunshine Gardens Subdivision No. 2 be
auprow~ and accepted by the City Council subject to the Garden Development Company's filing
with the City Clerk a letter agreeing that the developer will not erect any house or other
buildip~ within that distance of the San Francisco Water Company's ~ter main ~flxich the

problem. City Attorney Lyons stated that the Council could rescind the previous action by
motion. He advised to rescind the motion entirely. It ~s moved by Councilman Sani, seconded

Councilman Smith remarked about the traffic problem existing at Baden And Linden Avenues,
asking if it were not possible to extend Railroad Avenue to Bayshore Boulevard for a one ?ray
street by utilizing some of the neighboring property. This he stated wotCzd relieve tho heavy
flow of traffic down Baden Avenue. Councilman Bracco suggested that the matter be referred
to the Planning Conmission and Street Committee. City b~nager McClung stated that this was
tried once before and it was found it coo~ld not be done. The matter was referred to the
Planning C g~nission.
EXTENSION OF EL CORTEZ
AVE}~:
Mr. A1 Stuller spoke regarding the extension of E1 Cortez Avenue to alleviate a bad situation
that exists ~uggesting condemnation proceedings if necessary so that proper road facilities
would be provided for Francisco Terrace. He requested action on this touite so that a first
class entrance to Francisco Terrace would be provided. Any action by the council on this
matter~ he stated, would be appreciated. Works Engineer Randlett stated that a map had been
drawn ou th~m. Prints he reported could be made by him for the council and placed ou the
agenda for the next meeting.
Councilman Smith stated that relative to condemnation proceedings some factors should be
borne in mind such as cost of laud~ cost of time involved and cost of improvemeuto

some action could be started tonight.

}lrs. Betty Mitter th~n asked relative to the B Street Extension, going to the new High School,
requesting some action because of the muddy road that is presently iu use. City Manager
McClung stated that Works Engineer Randlett has started plans and specifications on this matter

Councilman Bracco then brought up the matter of the~railroad right of ~y that was used as the
Old Market Street Railroad. City Manager McCluug explained the transaction between the Rail-
¢~ay and San Francisco Water Compauy~ having been purchased by the San Francisco Water Company.
The San Francisco Water Company would like to sell this property in a lump sum and this would
mean that all the cities along the right of way should be in agreeauce but that presently they
are not. A revocable permit can be obtained but not the best method now because of the cost
involved for development that would be lost if we had to give this u~. Works Engineer Raud-
lett w~s to prepare figures on this.
PLAQUE, }fR. COLEBERD:
Councilman Noonan stated that since we are experiencing a mile stone with the new municipal
court, that tribute should be paid to the late City Attorney, ~. John Coleberd by placing
his picture with the appropriate plaque iu the City Hall near the Court Room. ~is would go
along to tie iu with the new court, He entered this in the form of a motion which ~ms seconded
by Councilman Bracco and regularly carried.
MUD HOLE, RAILROAD AVE: Mr. Paul Relei complained regarding the mud hole that exists at Railroad and Spruce Avenues
near his place of business. He was advised appropriate action would be taken.
LICENSING OF BICYCL.ES:
Mrs. Heruau again brought up the matter of the licensing of bicycles since so many of the
children received them for Christmas and would use them in going to and from school. The
licensing would afford some protection to their recovery and felt that s~mething should be
started. City Mauager McClung stated that he ~s to consult with the Chief of Police iu the
morning on this matter.

mean that all the cities along the right of way should be in agreeance bwt that presently they
are not. A revocable permit can be obtained but not the best method now because of the cost

Councilman Noonan stated that since ~ are experiencing a mile stone with the new municipal
court, that tribute shoLtld be paid to the late City Attorney, Mr. John Coleberd by placing
his picture with the appropriate plaque iu the City Hall near the Court Room. ~is ~.~ould go
along to tie iu with the new court, He entered this in the form of a motion which ~.~s seconded
by Councilman Bracco and regularly carried.
MUD HOLE, RAILROAD AVE: Mr. Paul Relei complained regarding the mud hole that exists at Railroad and Spruce Avenues
near his place of business. He ~as advised appropriate action would be taken.

~[rs. Hernan again brought up the matter of the licensing of bicycles since so many of the
children received them for Christmas and ~ould use them in going to and from school. The
licensing would afford some protection to their recovery and felt that something shotLld be
started. City Manager McClung stated that he ~.~s to consult with the Chief of Police iu the
morning ou this matter.
Motion was made by Councilman Saul, seconded by Councilman Bracco and regularly carried that
