Present: Counci3man John Noonan, Adolph Sani, W~ilio Cortesi, Joseph Bracco, Telford Smith Absent: None The minutes of the previous meetings were approved. Mayor Cortesi asked if the claims were to be approved. Councilman Smith moved, seconded by Councilman Noonan and regularly carried, that clafma as submitted be approved. Total amount of claims, $25,158.B2. City Attorney Lyons next explained the procedure to follow regarding the counting of the absentee baS_lots and the manner iu which the council would appoint themselves as au election board. Appointment of Inspector, Judge and two clerks would have to be made, he further ex- plained.' Councilman Bracco moved, seconded by Councilman Saui and regularly carried, that the absentee ballots be opened and counted. Mayor Cortesi then appointed the following coun- cilmen to act as an election board: Councilman Br~cco, Inspector; Councilman Smith, Judge; Couucil~u Saui~ Clerk; Councilman Noonan~ Clerk. Absentee ballots were then opened, counted and registered by the board and official results read by City ClerkRodondi. Ballots which were cast and mailed in ~ sample ballot form, mailed out prior to the official election, were declared void since they were not cast ou official form. City Clerk Rodondi then read his certificate of the General Nnnieipal election. City Attorney Lyons next explained the resolutigu prepared for the canvassing of returns and declaring results. Councilman Saul introduced a resolution canvassing returns and declaring results of GenerslMunicil~l Election held in the City of South San Francisco ou April 1954. Roll call vote w~s as follows: Ayes, 0ouucilmau Noouan, Sani, Cortesi~ Bracco, Smith. Mayor Cortesi at this time ex*~ended a welcome to the new council members. City Clerk Rodoudi then administered the Oath of Office to Councilmen George Bosworth and Francis Lucchio. Councilman Lucchio and Councilman Bosworth were then welcomed by outgoing councilmen Sani and Bracco respectfully, and given their badge of office and key to the City Hall. Mayor Cortesi next ced_led on D~wly elected Councilman Bosworth for a few w~rds. Councilman Bosworth thanked the people for their help in electing him to office. He also thanked the League of Better Government for their help. He stated that he wished to renew his pledge to all of the people, not only those who worked for him or voted for him. He asked that the scax~ of the past be overlooked and requested that everyone work together. Mayor Cortesi next called on newly elected Councilman Lucchio for a few words. Councilman Lucchio remarked that it w~s au honor and ples~ure to be here as a public official and with the grace of God hoped to carry ou and fulfill the duties of the office. He asked that the League for Better Government support all of the city. He further remarked that he would do all in his power to obtain the confidence of his opponents and work for them. At this time, Mayor Cortesi stated that he would entertain a motion to elect a mayor, recom- mending Councilman Smith for mayor. Councilman Noouau seconded the motion of Mayor Cortesi, which was regularly carried. At this time outgoing Mayor Cortest presented the badge of office and gavel to newly elected Mayor Telford Smith. Mayor Smith then asked Councilman Noonan if he would care to say a few words to which he re- plied that h~ would pass this priviledge on to Mayor Smith. Mayor Smith remarked that he ~s proud a~d honored to servm as a member of the council and as mayor. He further remarked that he would do all in his power to uphold the faith and trust placed in him. He also said that we wo~ld need the help of Almighty God to achieve these ends. Mayor Smith then asked if there were any emergency measures to be adopted this evening. City Attorney Lyons stated that a resolution had been prepam~d which limited the tenure of office of the mayor. He read the resolution in its entirety. Councilman Noonan introduced a resolution of the city council of the City of South San Francisco limiting the term of mayo~ to one year and providing for the selection of amayor at the second regularmeeting in the month of April of each year other than the y~ar i~which a general election is held. Roll ca2 vote wms as follows: Ayes, Councilman Noonan, Lucchio, Smith, Cortesi, Bosworth. City Attorney Lyons then brought up the matter of a resolution regarding the appointment of members of the various c~-~-~ssions, reading the resolution in its entirety. Councilman Boswol introduced a resolution of the City Council of the City of South San Francisco declaring the policy of said city council with respect to the appointment of members of the various city c~tssions and boards. Roll cad_l vote was as follows: Ayes, Councilmen Noonan, Lucchio, Smith, Cortesi, Bosworth. City Attorney Lyons then brought up the matter of the ordinance on the rezoning change for the Wilmm property which was to be rezoned from an "R" classification to a "U" classification Also the property at 717 Grand Avenue from an R-2 to R-B classification. City Attorney Lyons then reco~aended that the mayor ask if there were any protests. Mayor Smith asked if there were any protests. None were registered. City Attorney Lyons then suggested that the protes hearing be ordered closed, Mayor ~mith then declaring that the protest hearing was closed. City Attorney Lyons read the ordinance amendment in full, Councilman Noonan introducing the ordinance for the first reading. City Attorney Lyons-next brought up the matter of the resolution for Avalon Park~3 but was laid over to the next regular meeting at the request of the council. ~ 0UTCOING COUNCIL ~BERS RESOLUTION: Councilman Noonau stated that some appropriate commendation should be given to the outgoing council members on parchment or some other suitable paper. He therefore moved that the City Attorney draw the suitable resolution for outgoing council members on suitable paper. Coun- cilman Bosworth seconded the motion, which was regularly carried. RESOLUTION PRAISING ANTHONY CEV~S: Councilman Lucchio moved that a resolution be drawn up praising Anthony Cevallos who through his alertness was responsible for the saving of a fellow student's life in the school sw~iug pool. He !ku~ther stated that achievements such as this should be recognized and requested that the resolution be presented at the next meeting. Councilman Noonan seconded the motion. Councilman Cortesi asked Mayor Smith if the ex-council members could be called ou for a few words. Mayor Smith asked that the motion on the table be dispensed with first. Motion as made and seconded was regularly carried. APPOINI~ENTS TO SCHOOL-CITY COORDI- NATING COMMIT~EE: Councilm~n Bosworth then moved that the council now make appointment to the School-~ity Coordinating Ccm~ittee and moved that he and Councilman Noonau be aPPointed iu place of Mayor Smith and former council member Sani. Councilman Lucchio seconded the motion which w~s regularly caA~ied. Councilman Bosworth then remarked that during the co~rse of council meetings and the work of recording the minutes, it would be w~ll to consider the services of a shorthand reporter to take the minutes iu shorthand. He also remarked that this was iu uo way a reflection on the work of the City Clerk, praising the work of the City Clerk. He then moved that peudiug final solmtion to the problem, a shorthand specialist be available at the next council meeting amd that the mayor request the~ctty manager to provide for suitable specifications. Council- man Neonan seconded the motion. Councilman Cortesi suggested a court reporter as a means of savings. Councilman Bosx~rth stated that the thought was to provide for a reporter at the next m~eting. Oouncilman Cortesi stated that the court reporter might be available at $15.OO per night. 0o~ncilman Noonan remarked that the suggestion of Councilman Bosworth be followed. Commcilmmn Boaw~rth amemied his motion that this service be also provided to the Planning C~tssion or other Oc~aission~ that wo~ld need the service. Councilman Noonan seconded the smenS~e~t~i~h'~ regularly carried. F~ND AUDIT: CONDUCT OF MEET~: Oouncilman Noom~n then s~ated that it w~s necessary to proceed with the aadit of the Sewage Di~o~al ~an~but that he did not know who to suggest. He then moved, seconded by Councilman Bo~ortha~ regmlarly carried, that an audit be made of that fund with an auditor to be seleeted~yOouncilmamLacchio, Cort~si, smd Mayor ~mith. Co~ncilmanBosworthmoved that the citY Council draw u~ rules, procedures and organization for condmctingmeeting~, c~ttee to be cc~o~ed o~ the council as a whole. Councilman Noonan seconded the motion, which was regularly carried. At t~ts time OityClerk R~oudi rea~ a letter from Supervisor Callan extending his congrat- ulations to the newly elected council members. Mayor Smith ordered the letter placed on file. Mayer Smith then took up the request of Councilm~n Cortesi, made earlier for a fewwords from former Councilmen Sani and Bracco. Former Oo~ncilman 8ani addressed the mayor, comncilmen and citizens gathered, expressing his tb~mks for the hon~r amd privilege of serving them for eight years. He remarked that eight years ago he took the ~ame oath of office which w~s administered here tonight. He further said that his term of office he maintained the pledge he took. Mistakes he said may have been ma~le but that they w~re not intentional and f,,lly realized that mistakes had been made. He complimented the mayor and councilmen elected, thanked them for the privilege of being called on and pledged his cooperation to the new council. M~yor Smith then called on former councilman Bracco who remarked that four years ago he was installed as councilman. He stated that it w~s an honor to serve. Any mistakes he may have made wmre not intentional. He further stated t.b~t the ~ress of business was the reason he dre~ed out of politics but that he was williD~ to serve again in the future. He said that he w~s sure the mew members of the council womld carry on and do ~11. Councilman Oortesi requested permission to ~eak whieh w~s granted by Mayor Smith. Council- man Oortesi remarked that he has tended to the bmsimess of the city as faithfully as possible and also to the progress of the city. He cited examples of assistance and aid he gave to the people that have called on him for assistance, further stating that he had failed to realize cooperation frc~ either side during his tenure of office as mayor. He said the city was faced with large problems and pledged himself to the new mayor and mew councilmen, providing it is for the welfare of the city. He also said he wo~ld vote for measures he felt would benefit the city. He remarked he expected full recognition to council members and mayor by each other. He asked that everyone forget and forgive, requesting cooperation, peace, and haxlmony. Councilman Noouan then asked relative to the adjourned meeting date. After a brief discussion, Mayor Smith set Wednesday night, April 2_l, 1954 at ~ p. m. as the meeting night. Councilman Bosworth asked that before adjournment the date be set for a c~ittee meeting on rules and regulations for the meetings. Mayor Smith stated he wo~ld call the council members regarding this matter. Councilman Noonan then moved, seconded by Councilman Bosworth and regularly carried, that the meeting be adjourned to 7 P. m. Wednesday, April 21, 1954. Time of Adjournment - 9:37 P. m.
