The meeting wSs ~alled to order at 4:37 P. m. by Mayor Smith.
Present: Councilman John Noonan, Francis Lucchio, Telford Smith~ Emilio Cortesi, George Boswo~

INDUSTRIAL SEWERS:
Mayor Smith in calling the meeting to order stated that the manufacturers had asked for
aaother weeks continuance ou the industrial sewer matter, meeting having been set for this
afternoon at 4:BO p. m. City Attorney Lyons informed Mayor Smith and council members present
that the protest hearing should also be continued and that the minutes should show that the
protest hearing was continued to the regular meeting of May 17. Councilman Bosworth then
moved, seconded by Councilman Noouan and regularly carried, that the protest hearing be con-
tinned to Monday evening at 8 p. m.

Councilman Noonan then suggested that a tentative report be given on our action concerning
the Recreation Director, ~hich took place at the School-CityCoordinating Committee meeting
recently held. Councilman Bosworth stated"~that a meeting was held last Thursday at which
were present Mrs. Hernan and Mrs. Sellick of the Recreati'on Ccamzission. A request was made
by the Recreation Commission representatives for a settlement of this problem at once since
it was an emergency measure due to the fact that it was possible to lose the certified men
for this position. He further stated .that the SchOol-City Coordinating Committee decided
not to ~ any action in the matter since it had not arrived at any conclusion and that the
matter was being referred back to the council with no reco~nendations. He also stated that
recommendations could have been made if the Sehool-CityCoordinating C~m~ittee ~s advised
earlier regarding the urgency of the matter. Councilman Noouau said that the Recreation
C~m,,issiou was sut~osed to have made a selection of the person they desired and a letter to
be submitted. Councilman Noonau then moved that Duaue Mattison be hired and that the City
Manager call him in for an interview as Recreation Director. Councilman Bosworth seconded
the motion.
Under the question, City Manager McClung requested information as to the salary range. A
discussion ws~ then held and City Attorney Lyons read the inter-office memo of the Recreation
Department dated May 9, 1954 signed by Lura Sellick, ~ecretary. After further discussion,
Councilman Bosworth stated that he would like to have shown for the record that the action
taken of having a special meeting of the Recrmation Commission was to supply us with the
data prior to this date a~d what had been done was an action of Mayor Pro Tempore Noonan in
order to expedite the selection of a Recreation Director since concern had been expressed by
the Recreation Commission of losing him.
City Attorney Lyons then mentioned regarding a title change of this position, that an ordi-
nance had to be drawn creating this office inasmuch as one did not exist at the present
time. However, temporary employment could be msxie, he stated. Councilman Noonan then
amended his motion that Duane Mattison be hired pursuant to the Civil Service 0rdinauce,
that is, for ninety days and that the City Attorney be instructed to draft the necessary
ordinance creating the position of Recreation Director, having it ready for the next meeting~
spelling out the duties and the starting salary to be $415.00. Councilman Bosworth ctated
that his second sto~. Motion as made and secondedwas regularly carried.

Councilman Bosworth next brought up the subject of the Junior Engineer, remarking that he
had made considerable s~udy regarding salaries for men out of college ~ud that this year has
seen au extraordinary jump in salaries. He also stated that he would not like to hire a man
under civil service due to the fact that it would be setting a precedent as a starting sals~'y.
After a brief discussion regarding the necessity and urgency of the man, Councilman Bosworth
withdrew his comments on the information received due to the explanation and the discussion
of the engineer regarding the urgency and the fact that no salary precedent wo~ld be set.
Councilman Cortesi asked if the Junior Engineer was to be iu Civil Service to which Director
of Public Works Goss replied after he had taken the examination. City Attorney Lyons informed
the council that it was up to them to tat~ this matter up as a choice of whether it was to
be or not to-be civil service. He further remarked that it could be held up pending the
re-writing of the ordinance. CounciLman Bosworth stated that he would like to hold this up
but that when i~ came to the council, he would like ~ to c~e with the recommendations of
the administrative heads. After further discussion, Councilman Bosworth remarked that in
the future he would like a recommendation to be submitted by the City ¥~nager as none accom-
panied the last letter from Mr. Goss. Councilman Lucchio then moved, seconded by Councilman
Bosworth and regularly carried, that the matter of hiring the engineer be held over to the
next regular meeting pending recc~meudations of the City Manager and Engineer regarding civil
service status, salary, and job specifications. ~ .

Mayor Smith then said that Mr. John Chapman of the Associated Construction Co. has been
waiting iu the audience regarding a building permit which he had requested. He further went
on to say that ~. Chapman stated he would not use the building until the discharge of sewage
could be dc~e legally. Mr. Lingeman and Mr. Howell of the Health Department, present in the
audience, stated that if there was no sewage being discharged there would be no violations
present. Councilman Noouau then moved, seconded by Councilman Bosworth and regularly carried,
that the building permit be granted, that the Buildimg Inspector be so notified and the City
Attorney be contacted to draw up the necessary details.
I .NDUSTRIAL SEWERS
Couhcilman Noouan remarked that several questions had arisen in his mind regarding the matter
of the industrial sewers which were as follows:
1. What additional demand will be made on the Sewage Plant?
2. Can we accommodate this demand?
3. If unable to acco~nodate the increased los~, do we _.have sufficient funds to accomodate
the added load?
4. Did we provide for pre-treatment of waste in the collection system~
5. What is the increased demand expressed iu population figures?
Director of Public Works Goss suggested the following additional information:
1. Design analysis of treatment plant.
2. Design analysis of industrial sewers.
Agreements with manufacturers as to pre-treatment required as recommended by Brown &
Caldwell and to set requirements of Health Department and Water Pollution Control Board.
Councilman Noouan then moved, seconded by Councilman Bosworth and regularly carried, that
the questions heretofore asked, together with the reqmest of Director of Public Works Goss,
be sent to Mr. Randlett for immediate report fr~m him to Mr. Wilsey and that they then be
sent to the City Council, also any comments that might be submitted by ~&r. Goss.
There being no further business, Councilman Bosworth moved, seconded by Councilman Noonan
and regularly carried, that the meeting be a~Jourued.
