8:00 P. M.
The meeting -~as called to order at 8:04 P. M. by Mayor Smith.
The pledge of Allegience was taken and Invocation given by Reverend Samuel Blackman,
Pastor Friendship Baptist Church.
Present: Councilmen Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard Gamlen and
Telford Smith.
Absent: None

that the min'~tes of October 25 and November 1st be accepted as submitted.
Councilman Rocca moved, Seconded by Councilman Gamlen and regularly carried that the
claims be a_~_oroved for payment. Total claims $105,511.01 ·
First item on the agenda was the matter of the Miller Avenue Plan Lines. At the request
of M~yo~:.Smith, the City Clerk read the ccmmunication of the Planning Commfssiou dated
October 28, 1954. Mayor Smith then remarked that the ~ext item was a communication from
the City Manager which referenced a letter fr~nMr. J. J. Doyle, the Attorney representing
the Uccelli family, indicating that he wanted to be hemrd on this subject. He then called
on Mr. Doyle, present in the audience. After discussion by Mr. Doyle, the City Attorney,
and members of the Council, Councilman Gamlen moved that we accept the recommendation of
the Planning Commission. Councilman Lucchio remarked that the plan lines be accepted,
seconding t~e motion. A~ter more discussion had taken pla~, relative to the members of
the Uccelli.famikybri~iug iua counter proposal, Cour. cilmau Lucchio withdrew his second,
stating he felt the f~am~ly should study the matter with the Attorney and the Council.
Councilman Gamleu stated he would not withdraw his motion, that he wanted it to stand.
City Attorney Lyons explained that Councilman Lucchio could not withdraw his second, but;
that another motion could be made to lay the matter over and table the first motion. Council-
man Rocca, then, moved that this matter be laid over for further study and that the Mayor
appoint a committee and set a time for a~aeetiug with the parties involved. Mayor Smith
asked Councilman Rocca if this also included that the previous motion be tabled, to which;
he replied yes. After some discussion, Councilman Lucchio seconded the motion which was
regularly carried. Councilman Gamleu voted No. After a discussion concerning the meeting
date, Mayor Smith instructed City Manager Mc Clung to see that this~tter was placed on the
agenda for December 20; and iu answer to Councilman Rocca%. inquiry, a meeting be arranged
with the members of the Uccelli family prior to the meeting of December 20, 1954.
Monthly reports were received from the office of the Building Inspector, Fire Depar%ment,
Police Department, Street Department, City Clerk, and Library. CoUncilman Rocca moved,
seconded by Councilman Gamleu and regularly carried that the reports be accepted and
ordered filed.
Use permit was received from the Planning Commission for a double faced sign at E1 Camino
Real and Hiakey Boulevard as requested by L. B. Ha~. After the Mayor had read the
communication frsm the Planning Commission dated November l, 1954, Councilman Lucchio
stated that the Director of Public Worksshould check this structur~ to which City Manager
Mc Clung agreed. Mayor Smith then instructed the City Mauager to see that the Director of
Public Works was notified to check this matter.
The next was a Use Permit from the Treasure Island Motel. Mayor Smith remarked that if
there were uo objections the report would be filed. Ko objections were registered.

On the matter of the Victory Avenue Improvements, City Attorney Lyons remarked that it
called for a public hearing to find out if there were any written or oral protests and if
not a resolatiou had been prepared. Mayor Smith asked if there were auy written protests,
and was infomned there had been none. He asked if there were any from the floor. None
were registered. Mayor Smith then remarked that there being no protests written or oral
the hearing would be closed.Councilman Gamlen then introduced a Resolution of the City
CounCil of the City of South San Francisco providing for the issuance of Improvement
Bonds for Improvement of Victory Avenue. Roll Call w~s as follows:
Ayes: Councilman Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard Gamlen and
Telford Smita. Noes: None.
Mayor Smith asked if there were any other matters on this subject. City Attorney Lyons
replied there were not. He then asked if 'there were any ordinances to which City Attoruey
answered there were none.

Mayor Smith then went on to the item of Resolutions; the first being the matter of
Shaw Road Grade Crossing with the Southern Pacific. City Attorney Lyons remarked that he
still P~d some work to do on this. 0u the matter concerning the Southwood Sewer extension,
City Attorney Lyons stated that he did not hav~ this ready, as yet;.but he would have it
for the next meeting.
Communication was received from the Winston Manor Community Association Incorporated. At
the request of the Mayor, the City Clerk read the letter received. After discussion,
Councilman ~, moved that we accept their proPosal with the s~ecific condition that
they maintain it. Councilman Rocca remarked, also, that there was uo responsibility
or expense to the City, to which Councilman Lucchio remarked that this was correct.
Councilman Rocca then seconded the motion. Motion as made and seconded was regularly carried.
Councilman Dacchio then moved that the City Manager be instructed to direct, in the
absence of Mro Goss, Mr. Volkmau, to cease accepting the responsibility for the maintenance
of the bus shelters, some fifteen of them, such as the one at E1 Camino Real 100 feet
beyond Arroyo Drive; and that the Improvement Clubs of the particular areas be informed
that the City uo longer will acceppt the responsibility for them, and that if they desire:
to retain su=h buildings; they should understand they are to be responsible and assume the
maintenance. Councilman Rocca Seconded the motion which was regularly carried.

ing rate increases for ~mter service, by the California Water Service C~auy. Mayor
Smith remarked that if there were uo objections the notice would be filed. No objections

Communication was received from the City of San Bruno c~mmending the Police Department
ou its cooperation in law-enforcement. At the request of Mayor Smith, the communication
was read; af-~r which, Mayor Smith congratulated Chief Belloui and ordered the letter
placed ou file.
CommuniCation was received from Frank Fitzgerald requesting au extension of time in the
construction of his television antenna. Councilman Rocca moved, seconded by Councilman
Lucchio and regularly carried that the extension of time be granted.
Communications ~mre received from the Director of Public Works and City Manager~
requesting Council approval of the appointment of William J. ~ond and Edward
Martin as Assistant Engineers. City Manager Me Clung s~ggested approval be made subject
to both passing the usual medical examination. After discussion, Councilman Rocca
moved, seconded by Councilman Gamleu and regularly carried that the reconm~udation
of the Diree~or of Bmblie Works be approved j~-~ .' '-~ . Councilman Cortesi voted no,

Co~nuuicatiou was received from the Free P~blic Library relative to the waiving of the
18 months residence requirement in the calling for an examination for Assistant Librarian.
Councilman Rocca moved~ seconded by Councilman Gamlen that we grant the request.
After discussion~ motion as made and seconded was regularly carried. Councilman
Lucchio voted No.
GOOD AND WELFARE:
Mayor o~mith asked if anyone from the audience had anything to offer under good
and welfare.
Mr. Mc Cafferty briefly spoke complimenting the courteous mervice rendered by the
Police Depa_-~mnent.
CounciLman Cortesi requested a moment or'Silence for Mr. Eschelbach who recently passed
a~my and who had served for a number of years as a Mayor and Councilman. Mayor Smith
stated this would be done as the last item of business this evening.
Councilman ~cchio remarked on the matter of the use of Spruce Avenue Gym for practice
games~ asking if the City Attorney could expedite the matter. City AttorneyLyous said
the papers had been giveuMr. Mattison, making certain recommendations and then the
agreement could be prepared.
Nothing else being offered under Good and Welfare a moment of silence ~as declared for
Mr. Eschelbach.
