Councilman Lucchio moved, seconded by Councilman Gamlen and regularly carried that the
minutes of the r~gular meeting of January 17, 1955 and the regular adjourned meeting of
January24, 1955 be approved.
Councilman ~ortesi moved, seconded by Councilman Lucchio and regularly carried that the

There being~no old business, Mayor Smith proceeded on to the next order of business,
which was re~orts.
Departmental monthly reports were received f~cm the Joist Cities - County Civil Defense
Planning Board, City Clerk for the month of December 1954, and the Health Department
for the mon-~b of December 1954. On motion of Councilman Gamlen, seconded by Councilman
Rocca and regularly carried the reports as submitted were accepted and ordered placed on
file.

Swift and Co~nywere received from the office of the Chief of Police. On motion of
Oouncilmatl Certesi, seconded by. Councilman Gamlen and regularly carried, the recommendation

for Mayor Smith, cmm~nding the Police Chief and his officers for their fine work in

Communications were received from the Chamber of Commerce and the City Manager regarding
requests for Parking Lot petition. On motion of ConncJ.!-Au Rocca, seconded by Councilman
Gamlen and rei~larly carried, this was ordered placed on the Pending Agenda.

Cummmnication was received from the office of the City A~torney regarding a notice to
Stoneson DeveLopment 0orporation reqmesting posting of Bo~d on public improvements and the
City Clerk's ~eport on subdivision bonds. Councilman ~mmken moved, seocnded by Conncilman
Rocca and regularly carried that the C~unications be accepted and placed on file,
and that the City Attorney be instructed to follow through on this matter. After
discussion had taken place regarding the matter of posting bonds, Mayor Smith requested
the City Attorney to read the letter he sent to the Subdivider. After farther discussion,
had taken plac?, Councilman Gamlen moved, seconded by Councilman Cortesi that the recommendation
of the City Attorney be accepted and that procedure be established on the posting of bonds.
After more dis.~ussion on the matter of the posting of bonds and the steps enumerated
under City Ordinance ~BS2, councilman Lucchio asked that the motion be amended that the
responsibility be vested in the office of the City Clerk, that since it was not spelled
out, he ~s spelling it out. Motion as made and seconded was regularly carried.
Mr. Lester Kelo:ng of 86 Duval Drive, representing the Winston Manor Nome O~ner,$ Assoc-
iation, asked ~o speak and was granted permission by Mayor Smith. He mentioned about a
health problem that existed because of the faulty sewar am! ~hat City forces had been sent
to take corrective steps. He also requested/~now if Stoneson would be liable for monies
spent by the Ci%y. At this time, Councilman Lmcchio remax~.~d that it was hi~ understanding
that in Sunshine Gardens, the City was billing the Subdivider; and that t~ this was so,
the Subdivider of Winston Manor ~ 1 should be billed. CouLci/man Lucchio moved, seconded
by Councilman Gamlen, that the City Manager notify the developer of Winston Manor ~ 1,
having received pertinent information from the Director of Public Works as to forces,
equipment and man hours used, that every effort be made to recoup the said monies expended
in the correctio~ of this situation, which is only an emergency measmre. Councilman
Gamlen seconded the motion. After further discussion, motion as made and seconded was
regularly carried.

map file when it is considered.
Communications were received from the Chamber of CommerCe and the City Manager regarding
requests for Parking Lot petition. On motion of Councilman Rocca, seconded by Councilman
Gamlen and regularly carried, this was ordered placed on~ the Pending Agenda.
Communication was received from the Junior Chamber of Commerce and the City Manager
regarding Americanism Day to be held, February 1~, 1955. Councilman Gamlen~moved, seconded
by Cosncilman Cortesi and regularly carried that the c_~,_-~ication be accepted and placed
on file. Mayor Smith requested City Manager Mc Clung to arrange for the necessary
proclamation.
Communication was received from the office of the City Attorney regarding a notice to
Stoneson Development Corporation requesting posting of Bond on p~blic improvements and the
City Clerk's report on subdivision bonds. Councilman ~m~len moved, seocnded by Conncilman
Rocca and regularly carried that the communications be accepted and placed ou file,
and that the City Attorney be instructed to follow through on this matter. After

UCCELLI HEARINGS:
Communications were received from the Planning C~sslon and the Recreation C~-.~.~ssion
regarding ~he tentative Map of Parkview Subdivision. Discussion took place regarding the
streets to project from the subdivision and connect to Miller Avenue; as in the case
of Acacia Avenue and also the street to service the new school. Discussion, also, took
place rega_~_ing the drainage problem in the area. In answer to Councilman Lucchio's question,
Mr. Goss renarked, for the record, the Subdivider's have agreed to put in the proper storm
drains, to ~e located; so as to properly drain the eubdivision through draimage pipes into ~
existing s~orm drains and that the final drainage plans will be designed together with
the other Irprovement plans, at the time the final map is brought to the City Council
for accep~ race and that they have agreed to design them in accordance with the City
Standards und with the Supervision of the Director of Public Works.
Discussion, also, took place regarding some form of restrictions to be placed on the
develo~n~ of the homes; so that it womld not tend to lo~sr property values. Mr. Mc Leod,
of the Lan~ Company, stated that this w~s being worked on. Councilman Rocca, then, moved,
sedonded by Comncilman Lucchio and regularly carried t~at the Planning Ccamzission report
be accepte~ and filed with instructions that the City _v~m~r convey the Council's co~ents
and desire regarding this map to the Planning C~ission.
Mayor Smith then~ went on '~ section (b) of the Parkvisw Smbdivision, which concerned
the report ~ the ~ereation C~ssion for recreation facilities in the area.
Councilman Rocca .moved, seconded by Coancilman Lmcchio and regularly carried that the
report be accepted and ordered filed. DisCussion took place on the prior verbal agreements
with School Authorities, after which Councilman Lacehio moved that this memorandmm of the
Recreation Cc~.,~ssion "me brought to the attention of't~e SchoOl Board of Trustees; and,
also their notice be directed to the msmorand_-~- dated, March 7, 19~8 and April 26, 1949
of the Becreation C~tssion; and that they answer what their intent is in regard to
these nego~.'_&tions which were undertaken at that time. Councilman Cortesi seconded the
motion which was regularly carried.
Communications were received from the City Manager and the-Police Chief regarding the
maintenance of Parking Lots. Also, received, was a communication from Mrs. Horrors
regarding ~he parking lot on Miller Avenme next to her home. Mayor Smith asked if there
was a motion that the reports be accepted and filed. Po~ncilman Lucchio so moved, seconded
by Council, s Gamlen and regularly carried. Mayor Smith, then, asked if there ~as a motion
to accept -~e recommendation, speeif~&ai~L~rought to the Council's attention, by the
Chief of Police. Councilman Gamlen so moved, seconded by Councilman Rocca. Mayor Smith
remarked that the City Attorney would be in~tx~a~ to draw the necessary ordinance. Motion
as made and seconded was regularly carried.
Brentwood Playground progress report was received from the Recreation C~.~ission. Council-
man Rocca remarked that we needed more study on this and moved that we accept the report
and file for more action. Councilman Cortesi seconded the motion, which was regularly
carried.
At the request'of Mayor Smith, the communication of Mrs. Nelda Johnson regarding this
~,11y in BrentWood was read by the City Clerk. After discussion by Mr. Goss,
regarding inspection of the gully, in which~silt was ~hing down, he remarked that there
was no' danger of quicksand. Discussion also took place regarding the drainage which was
coming from the Rollingwood Subdivision outside the City and adding to the problem. It
was mentioned that there was not only the natural drainage coming from that area, but also
water from ~he watering of lawns and washing of ears. F~r re_marks were made regarding
the discus~ions with San Bruno and the installation of holding basins which would only
tend to retard the flood effect of waters. It was said that the City of San Bruno was
willing .to install these holding basins since they were not financially able to take on the
problem. Councilman Cortesi requested that some written guarantee be obtained from
San Bruno ~ince soon the present Engineer, Mr. White would be retiring and his successor
would know nothing of the problem.
Councilman Cortesi then moved that the City Manager be instructed to contact the City of
San Bruno to enforce or force the subdivider to give us a drainage system at Rollingwood
at their own expense~ Mayor Smith asked if Councilman Cortesi was referring to the
Brentwood section of the City Limits and that the aid of San Bruno City Council be enlisted
get the subdivider of Rollingwood to contribute to alleviating the problems in Brentwood.
Councilman Cortesi stated that this was correct. Cour. cilman Rocca seconded the motion,
which was regularly carried.
The next item of business was the Public Hearings for use permits to Quality Foods and
Teresa Ucc~lli. Mayor Smith asked if there were any ~rotests. ~, Sylvester Andriano
spoke regaAvling his ~XXent, Quality Foods, stating that they had entered into an ~greement
to purchas~ the property. He, also, outlined the plans for the develcimment of this
property, tae reclassification of the land, citing exmmples of the manner in which it is
done in Sa~ Francisco. Councilman Lucchio mentioned regarding the control for improvement
of the area, such as drainage and improvement of the~ ~treet in the location of the market.
After lengthly discussion had taken place, Councilman Rocca moved that this matter be
held over to the meeting of February 15, 1955. Councilman Cortesi then remarked that this
matter should not be delayed; but that the Council should go ahead with it. City Attorney
Lyons explained the steps for adoption of the ordinance. After more discussion~ Councilman
Lucchio mcw~d, seconded by Councilman Gamlen that the hearing be clo~ed tonight. Roll call
vote was am follows: Ayes: Councilmen Fx~ncis Lmcchio and Richard Gamlen. Noes: Oouncil-
men Andrew Rocca, Emilio Cortesi and Telford Smith.
Further di~cussion took place after which Councilman Lucchio moved that the City Attorney
be instrmeted to draw up the necessary ordinance relative to the expediting of the Quality
Foods and Benetti Bros. applications for market sites. Mayor Smith remarked that before
we could entertain a motion~ it would be meceseary to dispose of the hearing. Councilman
Lucchio t~en withdrew his motion. Mayor Smith asked :f there was a motion to continue
the hearing to February 15. Councilman Rocca so move&. May~r Smith then seconded the
motion. Fell call vote was as follows: Ayes: Councilmen An~ Rocca and Telford Smith
Noes: Councilmen Francis Lucchio, Emilio Cortesi, and Richard Gamlen.

City Attorney Lyons stated that the newspaper notice mentioned that both the Quality Foods
and Teresa Uccelli hearing woo_ld be taken up. QuaLity Foods, he stated was diseused; but
that Teresa Uccelli had not been discussed. Mayor Smith then said that the Tereaa Uccelli
hearing w~s now open, asking if anyone wished to s~eak on that matter. No one spoke.
Councilman Imcchio then moved that the hearing 'be closed. Councilman Gamlen seconded the
motion. Roll call vote was as follows: Ayes: Co~ncila~ Francis Lucchio and Richard Gamlen.
Noes: Counci!~n Andrew Rocca, Emilio Cortesi, an& ~atford Smith. At this point, City
Attorney Lyons stated that the Mayor had the perogmtive to continue the hearing to
February 15, 1955. Also, t~mt if he were instructed, he could have an ordinance prepared
for the next meeting to rezene t~e area. After discussion, Councilman Lucchio then moved,
seconded by Councilman Cortesi and regularly carried that the City Attorney be instructed
to pre, are au ordinance rezoniug this to a "U" cla~sificatiou. City Attorney Lyons reported
he wo~ have this ordinance ready for February 15th.
Recess w~s declared at 9:45 P. M., and the meeting recalled to order at 9:55 P. M.
The m~ng, upon being recalled to order by Mayor Smith, proceeded ca ;to the matter of
Ordinmmees. TNe first Ordinance concerned the first reading of the Subdivision Ordinance
Amendments. This was ordered held over to ~i,' ~ February 14, 1955. No objections were
registered.
The second ordinance taken up for discussion concerned the matter of the Joint South
San Francisco - San Bruno ~em~r regulating ordinance. Communications were received from
the City of San Bruno and the City Manager regarding this matter. At the request of
Mayor Smith, The City Manager explained the report received from Brown and Caldwell.
After brief discussion, the date of February 14, 1955 at 4:00 P. M. was set as the meeting
date on this matter and the City Manager instructe& to notify the manufacturers to attend.
Councilmem Luochio then mentioned regarding the prc~oeed annexation by San Bruno of
nearby ~creage,suggesting a meeting with San Bruno regarding the increased capacity flow.
He smgse3ted a meeting for long range planning and that South San Francisco could cooperate
with them in an advisory capacity. Co~acilman Lmcchio further remarked that this could be
done by discussing at the next meeting, setting a ~ate for this meeting. Mayor Smith
instrmc~bed the City ~tanager to prepare a co~y of the agreement with San Bruno and place
it in the Council basket.
Mayor S~Ith then proceeded on to N~molutions. After brief explanation by City Attorney
Lyons, ~ouncilman Lucchio introduced "A resolution of the City Council of the City of South
San Francisco accepting a grant deed whereby Caesar-0allan Development Company Grants to said
City an easement for Public Utilities and Storm water drainage." Roll call vote w~s as
follows: Ayes: Councilmen Andrew Rocca, Francis L~cchio, Emilio Cortesi, Richard Gamlen,
and TelTord Smith. Noes: None. Absent: None.
The ne~ resolution concerned the agreement for actmmry study of the Retirement program.
After a brief explanation, Councilman Gamlen introd_~ced ~A ("'Ja~'"'~"A~n of the City Council
of the City of South San Francisco authorizing the ~xecution of an agreement between ~
said CiDy and the firm of Coates, Herl~ .amd En~nd, Consulting Actuaries, for the
p~r~ose of studying the retirement program of the 0ity of Se~h San Francisco and reporting
on the a&vantages and disadvantages of re.riming t~e sa~e." Roll call vote was as follows:
Ayes: Councilmen Andrew Rocca, Francis Lacchio, ~o Cortesi, Ric~rd Gamlen and
Telford Smith. Noes: None. Absent: None.
City Attorney Lyons explained that on the Resolutic~ concerning Palou Village AbandeJaent,
there were still some questions and E~r that reason, no Resolution had been ~red. A
diso~sslon took place re~arding the raziag of the b~il$~ngs; after which, it w~s the opinion
of the ~omncil that the materials were not to be rome6 in any coaetrmction within the City.
The City Attorney was instructed to pre]~e the necessary Ordinance for next Monday night.
The nex~ matter concerned the extension of parking .~eters on Linden Avenue. City Attorney
Lyons remarked that an Ordinance waa required, explai~ng the amenelment to the Ordinance.
Cou~cilwm~ Co~tesi remarked that in the 400 block of Grand Avenue, there were meters on
one side of the street frcm Walnut Avenue to ~ruce Avemme, but not on the other. It was
his belLef that they should be on both si~es of t~e s~reet.
City Attorney Lyons read the Ordinance, after which Councilman Rocca introduced "An Ordinance
amending section 2 of Ordinance No. 256 entitled: An Ordinance relating to traffic~ and
regulatir~ use of public streets iu th_-_ City of Sou-~ San Francisco; defining and l;roviding
for the establishment of parking meter zones; r~gmlating and controlling and providing for
inspection of the parking of vehicles t~erein by the nsc of parking meters; prescribing
limits of time for parking in parking meter zones; providiD~ for the enforcement of this
Ordinance. Adopted October 21, 1946." Mayor Smith then asked Councilman Cortesi if he
wished to make any instrmctio~e regarding the installation of meters on t~e North side of
Grand Avenue between Walnut and Spruce Avenaes.~ Ce~neilman Oorte~i asked that the Mayor
instruct the City Manager to instruct the Chief of Police for a report on the installation
of meter~.
Resolution concerning the extension of one way street on Oypress Avenue was then taken up.
City Attorney Lyons asked that this matter be continued until the next meeting of February
14, 1955. Conncilman Lucchio recommended that the ~treet be am~e one way thromgh-i~ to Armour
Aven~e. After'brief discnssion regarding this matter, Mayor Smith ask~ City Manager
Mc Clung to obtain a report for the Council on Councilman Lucchio's propoe~ extension of
the one ~y street. City Attorney Lyons stated he would hold this resolution up pending
receipt ,Of the report.

City Attorney Lyons then reported that he had a Resolution prepared on item ~9 under

City Attorney Lyons read the title of the Resolution and after brief discussion, Council-
man Cortesi introduced the Resolution. Further discussion took place regarding this matter,
during which it was discussed by the members of the Council and Mr. Coopman as to the
method in which the dredging was to be done, the area iu which it was to be done, and the
proposed improvement of South Canal. After discussion, City Attorney Lyons was instruct-
ed to ~repare the necessary agreement in corporattug all the conditions under which the
work was to be carried out, and the area involved. The Resolution was held over.
The Council then proceeded on the New B~siuess. Ccmmmnication was received from the
Plannir~ Commission and a petition from the residents concerning the matter of the
rezoni~g application of Safeway Stores Inc. Lengthly discussion took place regarding
this m~tter, during which time members of the Council and persons interested spoke
both in favor and opposed to the Safeway Market.
After lengthly discussion had taken place, relative to this matter, Councilman I~chiO
moved, seconded by Councilman Cortesi that the red, est be denied. City Attorney Lyons
remarked that any vote now is out of order. At this time the petition presented
w~s read, after which Mayor Smith asked that the petition be on the next agenda.
Cce~munication was received from Harold S. Dobbs, owner of the Hal's Drive In, on Linden
Avenue, who requested permission of a j~ke Box for the entertainment of their customers.
After brief discussion, Councilman Lucchio moved, seconded by Counci2mmn Rocca ~. ~
a~x~ re~,]arly carried that the recom~er~lation of the Chief of Police be accepted. ~ Chief
of Poli~e Belloni recoe~ended that a te~rary permit be granted on the assmm~ion that
the permit be revoked if any complaints were received from the residents.
Variance and' Adjustment Resolution ~445 as applied f~ by Ernest Cortez was received
from the Plannin~ Commission. Councilman Gamlen Mere, aeco~d by Councilman Cortesi
and reg~tlarly carried t~at the recalculation of t~e Planning Cc~aission be accepted.
It w~s the recommendation of the Planning Coemzissic~ that permission be granted as
requested.
Variance and Adjustment Resolution ~ as applied for by the Mac Corporation was received
from the Planning C~tssion. Councilman Lucchio moved, seconded by Councilman Gamlen
and re~larly carried that the recommendation of the Planning C~tssion be accepted.
It was the reco~Mudation of the Planning Commission that permission be granted as
re~uested.
Cemmmnication was received from the American Red Cro~s, regarding their one-day drive to
be hel~ on March 5th, requesting any help from the City that can be given. Mayor Smith
stated t~at the Red Cross be informed that the City wo~_ld assist them in any way possible.
Councilman Cortesi so moved, seconded by Councilman Rocca and regularly carried.
C~nication w~s received from John J. Noonan, in behalf of his client, Luther Berry,
as well as memorandums from the Director of Public Works and the City Man_~er, concerning
Co~ur Street Extension, from Granada to Alta Vista Drive. After brief discussion,
Co~ncilaem Lmcchio moved, seconded by Councilman C¢,rtesi and regularly carried that the
recommendation of the Director of Public Works be accepted and ~ be instructed to contact
Stonesom Development Company; and find out what improvements they contemplate to Contour
Street and submit this t~O the Council for f~r consideration.
Luther Berry, then, remarked on the improvement he had already made as far as sewer
clean onts, etc. Ne also remarked on the need for retaining walls, amd also on trees
that he has grown on his property. C~Ancilman Rocca inquired as to whose problem it was,
to which; City Manager Mc Clung e~lai~ed ~ it wes Stom~son's to develop. Councilman
Rocca moved, seconded by Councilman Gem~len and regularly carried that the City Manager,
Directo~ of Public Works an~ the City Attorney proceed with the agreement entered into
and clear this ~p without any obligation to the City.
Communication was received from the office of the Fire Chief, submitting the name of
Ne~ert B. Field in place of Wallace Quillin as Fireman; since Wallace Qmillan was not
available at this time. This was concurred by the City Manager in his memorandum.

Communi~ation was received from Laaretta Hussar, Librarian, recommending the appointment

Commmni:ation was received from Lamretta Hussar, Librarian, recommending the appointment
of Mrs. ?rancis Chambers as Stenographer-~lerk. Councilman Lmcchio moved, seconded by
Councilman Gamlen and regularly carried that the recordation of ~ Librarian be accepted.
Ccem~nication was received from the Rec~tion Ccmmission~ recommending t~t the Council
authorize Dmane Mattison and Glen Smith to attend the annual convention of the California
Recreation A~aociation to be held in Santa Cruz frcm February 13, to 17, inclusive.
CounciL~n Lacchio moved, seconded by Councilman Gamlen and regularly carried that the
request of the Recreation C~ission be approved and that they stay within the Budget
provisions.
Communication was received from the Chamber of C~rce and a memorandum from the office
of the City Manager regarding South Canal as a trme~ ronte. Mayor Smith remarked that if
there were no objections this matter would be placed on the pending agenda. No objections
were registered.
