The meeting was called to order by Mayor Smith at 8:08 P. M.
The Pledge of Allegience was recited after which Invocation was given by Rev. Martin L.
Wynekan, of the First Lutheran Church.
Present: Councilmen Andrew Rocca, Francis Lucchio, Emulio Cortesi, Richard ~amlen and
Telford Smith. Absent: None.
Mayor Smith asked if there wmr~ any ommissions or corrections to the minutes of the
Meetings. There appearing to be none, Mayor Smith asked if there was a motion that the
minutes be approved. Councilman Gamlen so moved, seco~.ded by Council_man Rocca and regularly
carried.
Mayor Smith, then, asked if there was a motion that the claims be approved. Councilman
L~cchio so moved, seconded by C0mncilman Cortesi and regularly carried. Total amomnt
of claims $29,930.90
There being uo Old B~siness, Mayor Smith proceeded on to the next item of Reports;
remarking that reports had been received from the Street Department for February, the
Poundmaster for Jan;;_ary and February and the City Clerk for business licenses issued.
He, then, a3ked if there was a motion that the reports ~e filed. Councilman Cortesi
moved, secluded by Councilman Rocca and regularly carried that the reports be accepted and
filed ·
Mayor Smith, the~stated that the next report was from the Planning C~ssion; and con-
cerned two natters; the first being the extension of Camaritas Avenue. Councilman
Rocca remarked that he understood there was a letter in the file requesting that this
matter be withheld. After brief discussion, Mayor Smith remarked that if there were no
objections, this matter would be placed on the agenda for the next meeting of March 21, 1955o
Mayor Smith wmnt on tO the report of the Planning C~ssion concerning the resubdivision
of Buri-B~rl ~ ~ and Crestview Terrace ~, taking ~p first Bari-Bari ~B. After a brief
explanation by M~yor Smith, Counci~w~n Lucchio requested the advice of the City Attorney
on how to proceed on the matter. City Attorney Lyons advised as follows: "I suggest that
the rec~ndation of the Planning C__~_ ission and Engineer and Director of Public Works be
approved and that the map be accepted and filed on record in the County Recorder's office.
We, then, ccme up to a contract and a bond with respect to the Public improvements in the
subdivision. The contractor is required to file with the City, a bond when the final
map is accented. The Director of Public Works has indieated that the cost will be about
the same in this case, as it was on the old map. So, in view of t_bat, I recommend that
the contracto~ be bonded as he is presently Do~. I $~ggest that the contractor be
required or rmquested to file a letter with the City authorizing the City to hold the
bond that they now have to guarantee installation of the public utilities" Mayor Smith
asked if t~ was a mQtion to accept the map with the conditions stipulated ~by the City
Attorney. Comcilm~n Rocca so moved, seconded by Councilman Gamlen and regularly carried.
Mayor Smith, ~hen~ asked if there was a motion to file the report from the Planning
Commission regarding CrestviewTerrace ~2. Councilman G~en so moved, seconded by Council-
man Lucchio ~nd regularly carried.
C__~m~unication dated March 3, 1955 was received from the office of the City Manager
accompanied by a communication dated March l, 1955 from the So~th San Francisco Democratic
Club, regarding the use of the Council Cha~¥by'~he~B. _A~&~c Club. Mayor Smith stated
that if there ware no objections, the letters wo~ld be filed. No objections w~re registered.
Communicati~ dated February 17, 1955 was received from the South San Francisco Unified
School District regarding maps of Sunshine Gardens No. 8 and Loma Linda Terrace No. 1.
Mayor Smith remarked that if there w~re no objections, this ccmmunicatiou would be filed.
No objection~ were registered. A brief discussion took~lace regarding the matter of Loma
Lind Terrace Ko. l, aud it was decided to be held over until the end of the agenda.
C~unicatioro dated February 25, 1955 was received from~hePublic Utilities C~ission re-
garding an application from the Pacific Greyhound Lines ~o increase fares to its Peninsula
service. Maycr Smith stated that if there w~re no objections, the communication would be
filed. No objections were registered.
The next item was regarding Public Hearings; the first being the Avalon Park 0utfall Sewer
reassessment of Tom Williams subdivision. Mayor Smith asked if anyone wished to be heard on
this matter. ~o one spoke. Mayor Smith then asked if there was a motion that the hearing
be closed. Councilman Lucchio so moved, seconded by Councilman Cortesi and regularly carried.
Mayor Smith aSxed City Attorney Lyons if he wished to hold the resolution on this matter until
the details of the assessment w~re ready,~bto which, he red, lied yes. After brief discussion,
Mayor Smith requested City Manager McClung to have it appear on the next agenda.
The next public hearing concerned the notice calling for bids for the Industrial Sewer Bonds.
City Attorney Lyons explained that a hearing was set for tonite and at the suggestion of some
of the indepeudant bonding companies the hearing~as bein%' ~~and a new remolution to be
submitted toni-~; providing for a new call for bids and s~tting the 21st of March at 8:00
o'clock as the time for entertaining new bids. Mayor Smith then remarked that the matter
would be brought up again under item il.
The council then proceeded on to Ordinances, taking up the first concerning the Subdivisic~
Ordinance Amemdments. Mayor Smith remarked that if there were no obJections~ this matter
wo~ld be held over and considered at a Study meeting on Wednesday March 9, at 6:~0 P. M.
No objections were registered.

Mayor Smith then took up the matter of the introduction of the Ordinance regulating B B Guns.
City Attorney Lyons remarked that he had prepared such au ordinance, reading it in full. Upon
the readir~ being completed, Councilman Gamlen introduced the ordinance, followed by a brief
discussion.

The second reading of the Ordinance for re-zoning the Gianini property for Quality Foods
was next taken ~p. The Ordinance ~as read in full, a_'ter which roll call vote was taken.
Roll call vote was as follows: Ayes: Councilmen Andrew Rocca, Francis~Lucchio, Emilio
Cortesi, Richard Gamleu and Telford Smith. Noes: None. Absent: None.
The next ~rdinance was the second reading concerning the rezoning of the Teresa Uccelli
property. After the ordinance was read in full by City Attorney Lyons, roll call vote was
as follow~: Ayes: CounciImen Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard Gamlen,
Telford Smith. Noes: None. Absent: None.
The second reading of the ordinance for the Safeway rezoning was next taken up. City
Attorney Lyons read the ordinance in its entirety, after which a discussion followed; at
which time, Mr. Dolwig, Attorney for Safeway Stores, ~poke, presented a letter to the
Council from the Safeway Stores regarding street imprcvements and also cards returned from
residents requesting that Safeway be allowed to locate. Roll call vote was as follows:
Ayes: Councilmen Andrew Rocca, Francis Lucchio, Telfc~d Smith. Noes: Councilmen Emilio
Cortesi and Richard Gamlen. Absent: None. At ~the ~urequest of Mayor Smith, City Manager
~cCluug read the memornndum from the Planning Commission concerning the rezouing of the

City Attorney Lyons remarked on the first resolution concerning the waiver of County taxes
stating tha~ he would like to have until the neet meeting to prepare the resolution,

The resolution regarding the reassessment for Tc~ Williams Subdivision had already been
covered earlier by the Council

Mayor Smith then proceeded on to the Resolution concerning the Industrial Sewer Bonds. City
Attorney Lyons remarked that he had three resolutions regarding this matter, reading the first
cue iu its entirety; after which Councilman Cortesi introduced "A Resolution of the City Council
of the City of South San Francisco vacating and setting aside Resolutions N,s. 2113 and 2114
adopted by said City Council ou the 21st day of February, 1955." *
City Attorney Lyons then stated that he had a second resolution ordering the issuance of
bonds. After explaining the changes Councilman Rocca introduced "A Resolution of the City
Council of the City of South San Francisco determining unpaid assessments and providing for
the issuance of bonds." Roll call vote~as as follows: Ayes Councilman Andrew Rocca,
Francis Lucchio, Emilio Cortesi, Richard Gamlen and TeLford Smith. Noes: None. Ab'sent:
None.
City Attorr~y Lyons then said that the next resolution called for bids for the sale of
the bonds. Councilman Gamlen introduced "A Resolution of the City Council of the City of
South San Francisco calling for bids ou sale of improvement bonds ." Roll call vote
as follows: Ayes: Counci3w~n Andrew Rocca, Francis L~cchio, Emilio Cortesi, Richard Gamlen,
and Telford Smith. Noes: None. Absent: None.

City Attorney Lyons explained that he had some other resolutions, that, although they did
not appear on the agenda, should be taken up at this time. The first had to do with the
Airport Boulevard Sanitary Sewer District, which he read and explained. Mayor Smith remarked
that, if it were agreeable to the council, a meeting or~ the matter would be held March 22, 1955
at 4:30 P. -~. Councilman Lucchio introduced "A Resolution of the City Council of the City of
South San Francisco whereby said City Council declares its intention to make changes and
modifications in the boundary of the district benefited by the construction and installation
of a sanitary sewer system." Roll call vote was as follows: Ayes: Councilmen Andrew Rocca,
Francis I~xcehio, Emilio Cortesi, Richard Gamlen, Telf,rd Smith. Noes: None. Absent: None.

City Attorney Lyons then stated that he had one final ~esolution w~ah concerned the Buri-
Buri No. 3 .~evelopment. He remarked that the Council h~d approved the final map and it was
necessary to vacate the previous rights of way or public rights of way that were set up
under the original map. He further remarked that the l~w set up only one way to handle that;
and that it was through abandonment proceedings which r~,quire that the public be given a chance
to be heard on the matter. After City Attorney Lyons had read the resolution, Councilman
Rocca introduced "A Resolution of the City Council of tLue City of South San Francisco declaring
its intention to ~:o aL1 public streets, ways, and easements which were dedicated to the
City of Sou~h San Francisco and which are delineated on a particular portion of that certain
Map No. 3, SO~th San Francisco, San Mateo County, California. Recorded in volume 40,
official records of San Mateo County, pages 7 and 8." Roll call vote was as follows:

WINSTON M~!0R HOME Mayor Smith then proceeded on to New Business. Communication was received from the Winston
OWNER'S ASSOC. RE- Manor Home OWner's Association Inc., dated Feb~3~ry 28, 1955, regarding water coming from
WATER DAMAGE TO PROPERTY:the California Water easement causing damage to the adjacent ~ro~erty. Mayor Smith asked the
$'0~'0 Director of Public Works for a report on the matter. Director of Public Works Goss read
his memorand~ to the City Manager regarding the matter. After brief discussion, it was
determined that this was the easement owned by the San Francisco Water Company. City Manager
McOlung remarked that it would be his recommendation that an al~praisal of the situation be
sent to the San Francisco Water Department and the Association be notified of this action.
Mayor Smith re_w~rked that if there were no objections, ~his co~aunication would be filed.
No objectiorm were registered.
SANTO CRIST0 SOCIETY
FIESTA:
Ccmmunicaticn dated February 22~ 1955 was received from the Santo Cristo Society requesting
permission to hold their Fiesta on April ~0, and May 1st. Also for City Officials to partici-
pate in the celebration and parade. Mayor Smith asked ~f there was a motion that the permit
be granted, subject to the City Manager check as to the proper routing of the para~ for
public welfare. Councilman Cortesi so moved, seconded by Councilman Gamleu and regularly
carried.

OWNER'S ASSOC. RE- Manor Hc~e Owner's Association Inc., dated February 28, 1955, regarding water coming from
WATER DAMAGE TO PBOPERT~:the California Water easement causing damage to the adjacent ~roperty. Mayor Smith asked the
~D Director of Public Works for a report on the matter. Director of Public Works Goss read
his memorandum to the City Manager regarding the matter. After brief discussion, it was
determined that this was the easement owned by the San Francisco Water C~ny. City Manager
McClang remarked that it would be his recommendation that an appraisal of the situation be
sent to the San Francisco Water Department and the Association be notified of this action.

Communication dated March 3, 1955 was received frGm the Garden Development Ccmpany regarding
the matter of Drainage problem iu their area. Mayor Smith asked if there was a motion
that the m~tter be placed on the Study agenda for March 9- Councilman Gamlen so moved,
seconded by Councilman Cortesi and regularly carried.
Communication dated March 3, 1955 was received frcm the office of the City MAnager regarding
the re-alignment of Camaritas - Chestnut - E1 Camino intersection. Mayor Smith ~rked
that this discussion had come up earlier and that it had been decided to hold this matter
over until the meeting ~fMarch 21, 1955.
Communications dated March 3 and March 2 w~re received from the office of the City Manager
and the Fire Chief regarding the appointment of Joseph Park as Fire Captain, resulting from
a promotional examination. Councilman Cortesi moved, seconded by Councilman Rocca and
regularly carried that the recommendation of the Fire Chief be accepted. Mayor Smith re-
marked that the recommendation stated that the appointment was to be effective April l, 1955.
Communication dated Februe_Fy 28, 1955 was received frcm the office Of the Planning C~ission
:regarding Light Standards in residential subdivisions. Mayor Smith asked if the Council
wished to accept the recoa~endation of t~Plauniug C.~ssioner and have the necessary
ordinance prepared. City Attorney Lyons explained relative to the necessary ordinance.
City Mauager Mc Clung then explained relative to the erroneous implication left from reading
the memorsmd~mregardiug the installation of light stsaElards after which Councilman Cortesi
moved, seconded by Councilman Lucchio and regularly carried that the recommendation of the
Planning Cmmmissionbe accepted.
Variance amd Adjustment Resolution No. ~47 as applied for by Louis R. Peluso was received
from the Planning Commission recommending the granting of the Variance and Adjustment.
Councilman Gamlen moved, seconded by Councilman Cortesi and regularly carried that the
recommendanion of the Planning C~ission be accepted.
Communications dated March B, 1955 and March 1, 1955 were received from the City Manager
and Director of Public Works regarding the storm drainage damage to Ponderosa road from
Park Haven. After a discussion on the matter between the Council, Mr. Sapiro, Attorney
for Arco Bmilding Co. and City Attorney Lyons; City Attorney Lyons stated he would l~ok
into this matter and make a report to the Council at the next meeting. Mayor Smith stated
that the matter wo~ld be before the Study meeting next Monday night.
~ommunication dated March 3 and March 1 was received from the office of the City M~nager
and Director of Public Works regarding the hauling or removal of sand from O61maCreek.
A brief discussion took place, at which time, Director of Public Works Goss explained that
he had some other source of fill other than ColmaCreekwhichwo~ld be somewhat less
expensive. ~ayor Smith remarked that, if there were nc objections, Mr. Goss's recommendation
would be withdrawn; and the matter would be held over ~ntil the adjourned meeting next
week. Coune:[lman Gamlen so moved, seconded by Councilman Rocca and 'regularly carried.
Communication dated March 3, 1955 was received from the office of the City Manager accompanied
by a ccmm~unication dated February 28, 1955 from Mer~k & Co. regarding the Industrial Area
Sewer Status, Also requesting a letter from the City Council, stating the conditions
surroundiug Merck and Company's participation iu the Imdustrial Area sewer project. City
Manager McClAng explained that Merck & Co. requested fr~m the State Pollution Board,
permission no be left out of being required to hook up to the sewer project just recently
completed, ~nd at this time the State Pollution Board went over the operation of Merck and
Company. He further explained that they had recommended a few changes to Merck and Co. and in-
formed them nhat as long as there was compliance with those changes, they could continue

also said that the reason for this letter being sent is that there is a change iu management

and such a Letter sent. Councilman Lucchio then moved, secou~d by Councilman Gamlen and
regularly ca~ried that the recommendation of the City M~nager be accepted, pending the filing
of letters from the State Pollution Board and the San M~teo County Health Department.
C~m~nication..dated March 3, 1955 was received from the office of the City Manager
accompanied by a communication dated January 20, 1955 from the office of the Director of
Public Works regarding the installation of flashing lights at Hillside Boulevard and Old
Mission Road. After brief explanation by C~ityMauager ~c Clung, and discussion had taken
place. Councilman Lucchio moved, seconded by Councilman Rocca and regularly carried that
we accept the recommendation of the Director of Public Works and the City Manager and they
be instructed to prepare the plans and specifications outlined in the memorandum and by the
same token receive the consent of the Police Department to proceed or receive the approval of
the Pol~ceDepartment.
C~m~unicatfion'dated March 3, 1955 w~.s received from the City Manager, accompanied by a
commuutcati~, dated December ~0, 195~ from the Director of Public Works regarding Automatic
traffic actuators for Airport Blvd. After brief discussion, Councilman Lucchio moved,
seconded by C~uncilmau Gamleu and regularly carried than the Director of Public Works be
instructed to prepare plans and specifications in regards to the installation of the
Automatic traffic actuators.
C¢~-~£,unication dated March 2, 1955 was received from the office of the City Clerk regarding
record retention and destruction program. After brief explanation by the City Clerk regarding
the filing of these obsolete records, in the basement v~ult files, Councilman Rocca moved,
seconded by Councilman Gamlen and regularly carried than the rec~ndation be accepted.
Mayor Smith then took up the matter of Loma Linda Terrace Subdivision No. 1 which had been
brought to the attention of the City Council earlier iu the meeting. An explanation of the
request was made by City Manager Mc Clung after which dLscussion took place on the matter.
City Attoruey Lyons then suggested that the motion be ~de as follows: "Be it moved that
Loma Liuda Construction Company be given permission to erect three homes in the Loma Liuda
Subdivision, as requested in their letter of March 4, 1~55, provided, however, that said construct-
ion company agree that the lots to be used shall be delineated on the final subdivision m~p
Just as they noware on the tentative map, as heretofore submitted; 2, that any risk insofar as
concerns any possible rearrangement of, or any other change in, the lots shall be solely
that of the subdivider; and ~, that the homes to be built are to be strictly for display or
demonstration purposes and are not to be sold, rented, or occupied as residences, or otherwise
us~ until after the final map shall have been acepeted and recorded and the requisite public
improvements installed." Councilman Rocca so moved, and seConded by Councilman Gamlen.
After brief discussion roll call vote was as follows: Ayes: Councilman Rocca, Gaml~en and
Smith. Noes: Councilman Lucchio and Cortesi. Co~ncilran Lucchio remarked that it was
protecting m~re the subdivider than the City.
Mayor Smith then asked if anyone from the audience had any thing to offer under Good and
Welfare. No one remarked. Mayor Smith asked the members of the Council if they had anything
to offer. Councilman Lucchio, at this time .discussed the article which appeared in the March
1955 issue of the Brentwood Newsletter, attacki~ ~ Council on the issue of the Safeway
matter. After discussion, Mayor Smith asked if there wmre any other matters to come up
under Good and Welfare.
The~e being no response, Mayor Smith asked if there was a moticm that this meeting be
