CALL TO ORDER:
The meeting was called to order by Mayor Smith at 5:00 p .m.
ROLL CALL:
Present Councilman Francis Lucchio, Emilio Cortesi, and Telford Smith.
Absent CoUncilman Andrew Rocca and Richard Ga~len
REQUEST TO COUNCIL Mayor Smith asked the Council members present if they had any other items that they

Ma Clang.if the Planning Commission had made a~ymeution on the request for a Planning
~--/7~ Consultant to conduct a study on the Master Plan. Councilman Lucchio then moved that
a ]?Launiug Consultant be employed ou a fee basis to work x~th the Planning Commission
on Ohe Master Plan Study.
Department of Public Works Goss requested to know if the Council wished to discuss
the matter of Mission Ro~d, lying iu the residential district that had to be widened.
City Attorney Lyons remarked that he had two Resolutions to be placed on the agenda,
one concerning the use of the High-School Gym, by the South San Francisco Boy's Club;
and the other a Resolution regarding preliminary plans and specifications on future grade
separations along Juuiperra Serra Boulevard.
APPW~RANCE OF COUNCiL- Cotmcilman Rocca appeared present at 5:05 p.m. and remained for the duration of the

City Manager Mc Clung mentioned the Police Chief's request to widen Railroad Avenue
for releiving traffice coujestion. He remarked that this could be made a study item.
Mayor Smith then explained to Councilman Rocca what had taken place previous to his arrival

Maymr Smith then explained to Councilman Gamler. what had taken place during his absence,
asking both Councilman Rocca and Gamleu if they had any item they wished placed~ on ;the
agenda.
USE OF FIRE DEPARTMENT

Councilman Cortesi brought up the matter of S~. Freeman's request for meeting %~th the
Comu~il on the use of the Fire Department property. City Mauager Mc Clung explained
that this meeting had been set for April ll, 1955 with Mr. Freeman.
COUNTY FLOOD C05~fROL:
Mayor Smith took up the first item on the Agenda concerning the County Flood Control meeti~
reading the letter dated March, 14,1955, from Arthur J. Harzfeld, City Attorney for t~
City of San Mateo, w~ich~concerned Assemblyman Dolwig's Bill No. 1768. DiscussiOn took
place relative to this matter. Mayor Smith~ explain~dthat it was a matter that we
should be interested in since the City does havg~ flood control problems that extend beyond
the City Limits. He suggested that all Council members attend. City Attorney Lyons
rec~=Gended support of the bill since it was coAuty~de and was a good measure. He
further remarked that it would give the Board oF Supervisors control in the matter, and
tha~ the city can go to them with their problems. Further discussion took place by
members of the Council, City Manager and the City Attorney. After asking the Council
members regarding attendance, Mayor Smith instructed City Manager Mc Clung to uotify Mr.
Harzfeld that there would be attending four council members, the Director of Public
Works, the City Manager and the City Attorney. City Manager Mc Clung suggested that the
group stay together so that a spokesman appointed could do the tmlking.

CONSULTA~:
Next taken up ~as the matter of a Planning Consmltant. Councilman Lucchio remarked that
he w~s aware that the Planning Commission ~as to undertake the revision of the Master
Piar~, and that a committee had been set up. He explained the suggestions which he made
concerning the hiring of the consultant on a fee basis, reading tlne memorandum from
the Planning Commission meeting of March 21, 1955, relative to the hiring of this person.
~Vk~rtker discussion took place between members of the City Council regarding the growth
and development of the City, and mention was made of the Peninsula Cities as well.
'After discussion had taken place it was agreed by the council that the Planning Commission
would omly secure the figures as to cost.
~SSiON ROAD I~ROVE-
Mission Road Improvement was the next item taken up for Council action. Director of
Public Works Goss remarked that he had a question regarding his authority to ~.~den the
street 48 feet, w%th a right of way width of 66 feet. He further remarked that both these
were for Mission Road and Chestnut Avenue. Discussion took place regarding plan lines
already placeS by the developers of Sunshine Gardens, Mr. Goss suggesting a modification
from Sequoia to the North City Limits. This wo~ld then provide for seven more~eet~'-making
a right of way of 73 feet. Lengthy discussion took place regarding the width of the
street, and the right of way, as well as parking in the area, and the use of City Gas
~ax F~nds for improvements. After discussion, it was the Council's wish that no Gas
Tax F~nds would be used on these improvements. It was also the Council's wish that
48 feet be the desired ~dth for improving the street in the residential area. Mayor
Smith stated that, since there was uo motic$ for any change from the 48 feet w%dth
as original!y mentioned, and uo gas tax funds ~re to be used, Director of Public Works
Goss was instructed to proceed accordingly.
Y~. Charles Randlett requested to know if Mc Guire & Hester could have permission to
connect sewer laterals in the Industrial Sewer and Pumping Station site° If not, then
they would like to have returned their retention money. City Attorney Lyons remarked
that he did not see why they did not go ahead and connect and start using the plant.
Mayor Smith asked City Attorney Lyons if this wozld be predjudicing the City's position~
to which, he replied, not in the least. Director of Public Works Goss remarked on the
form that was to be submitted to the Industry au~ filled out before connections were made;
that any industry had to meet City requirements before connecting. Councilman Lucchio
suggested notifying the manufacturer's association that they can connect, but have to

After further discussion, Mayor Smith asked Mr. Randlett to state his request for
the record. Mr. Raudlett remarked that his request was for a policy of the Council
to permit the contractors to connect industry ~o sewer lines or wait until the
Ordinance is adopted. After further discussion, Councilman Rocca moved, seconded
by Councilman Gamleu and regularly carried tha~ permission for connections be given.
City AttorueyLyons then stated that he had a Resolution prepared authorizing execution
of agreement with the South San Francisco Boys' Club. He then read the Resolution in
full, after which Councilman Cortesi introduced "A Resolution of the City Council of
the City of South San Francisco authorizing the execution of an agreement between said
City and the South San Francisco Boys' Club, a private corporation, with respect to
the use of the Spruce Avenue School Gymnasium and recreational facilities." After
brief discussion, roll call vote was as follow~: Ayes: Councilmen Andrew Rocca,
Francis Lucchio, Emilio Cortesi, Richard Gamlen and Telford Smith. Noes: None.
City Attorney Lyons then explained the provisions covering the insurance coverage which
would have to be posted.
City Attorney Lyons ~ ~ read a Resolution regarding future grade separation along
Juntpero Serra Blvd. After brief discussion, Councilman Gamlen introduced, "A
Resolution of the City Council of the City of South San Francisco approving preliminary
plans and specifications for future grade separations along Juuipero Serra Boulevard."
Roll call vote was as follows: Ayes: Councilmen Andrew Rocca, Francis Lucchio,
Emilio Cortesi, Richard Gamlen and Telford Smith. Noes: None. Councilman Rocca then
mov~.d, secouded by Councilman G~am!en and regularly carried that a copy of the Resolution
be sent to the County Planning Commission and Joint Highway District.
City Attoruey Lyons then briefly mentioned the matter of all the garbage being dumped
by neighboring cities iu the South San Francisco dump. City Manager Mc Clung explained
that permission vas being sought to dump garbage iu the ravines west of the City, with
fill and cover. He explained the problem this presented in the rainy season, water
washing down the debris, as well as the dumps being filled with rats. He felt that it
would be much better to have fill and cover do~e in the sloughs near the Se%~ge Disposal
Plan~ and also the channel near the Marble Works. After further discussion, Councilman
Gamleu moved, seconded by Councilman Rocca and regularly carried that the meeting be
adjourned until Monday April 4, 1955, at 8:00 p.m.
