MAYFAIR AVENUE BRIDGE: ADJOURNED REGULAR MEETING OF THE CITY COUNCIL DF THE CITY OF SOUTH SAN ]FRANCISCO HELD MONDAY, OCTOBER 31, 1955. Council Ct.ambers, City Hall, South San Francisco 8:00 p.m. Meeting was called to order at 8:11 p.m. by Mayor Telford Smith Present: Councilmen Andrew Rocca, Francis Lucchio, Richard Gamlen, Telford Smith Absent: Councilman Emilio Cortesi. Mayor Smith announced that only two items appeared on the agenda the first of which concernred the sewer problem in Winston Manor #1. City Attorney Lyons remarked to the Mayor and members of the Council that earlier he was at a meeting downstairs attended by Director of Public Works Goss, Mr. Ramsier, Hydraulics and Sanitary Engineer of Berkely engaged by the residents of Winston Manor, and Mr. Charles Rmndlett, former works engineer for the City, and that he thought the engineers had a recommendation to make to the Council in this connection. He recommended that the offer made by the attorney in behalf of Stoneson Development Corporation be accepted with this addition; that the extension~agreement be not limited to that portion of the sanitary sewage specified in the letter but it should go ~ little further than that and should cover that portion of the sanitary sewage system in the vicinity of ~4 Arlington Drive and extend down Dural in- cluding tiie new extension through ~ae Straud property and continue on down along Duval Drive all the way to its connection on Hickey Blvd. Director of Public Works Goss said that he believed this was true: that it should 'go as far ms mentioned by the City Attorney. He also stated that Mr. Ramsier had several recommendations which included the old system. He further remarked that it might be well that the bond that they have on file at this time and the existing agreement be extended with no changes for an additional six months to take care of any contingencies that may develop because at the present time there is not sufficienq information to actually pinpoint the problem° Lengthy discussion followed m~ which time the sewer problem in Winston Manor #1, extension of the bond and agreement were discussed by members of the City Council, Director of Public Works Goss, City Attorney Lyons, Mr. Ramsier, Hydraulics and Sanitary Engineer engaged by the residents of Winston l~anor, and Mr. Charles Randlett, forme work engineer for the City of South San Francisco. Antonio Gmudio, attorney for the Winston Manor Hom~ Owners group made a presentatio in their behalf concerning the sewer problem. After lengthy discussion had taken place Councilman Rocca moved that we accept the offer of the Stoneson Development Corporation to extend the bond for six months and to cover the areas which are giving the Winston Manor development the trouble. Further discussion followed after which Councilman Gamlen asked Councilman Rocca if he would mo~f~ his motion so that i~ would cover the entire area. At this time Councilman Rocca remarked he believed !~ should also state that the Stoneson Development Corporation would agree to g~ve the city a further extension in time if necessary. Councilman Gamlen again asked Councilman Rocca if he would amend his motion to cover the entire area. Councilman Rocca then amended his motion that the entire area be covered° Council- man Gamlen seconded the motion and the amendment as made by Councilman Rocca after which furqher discussion followed. Recess was declared by Mayor Smith at 9:55 p.m. Meeting was recalled to order at 10:05 p.m. The meeting upon being recalled to order Mayor Smith stated that the City Council had been requested to hear discussion from the Mayfair Village residents who raised an objection to the construction of a drainage channel across the rear of an industrial property and the homes on Fir Avenue in Mayfair Village. A lengthy discussion followed at which time Mr. Antonio Gaudio, Attorney for the Mayfair ViLlage Improvement Group spoke in their behalf in opposition to the placement of a drainage channel in the rear of the residences. Members of the City Council, City Attorney Lyons and Director of Public Works Goss also spoke on the subjec~ matter. At the request of Mayor S~ith City Manager McClung read a petition of-the property owners on Spruce Avenue presented to the City under date of October 28, 1955 concerning their willingness :to finance the ditch and the rerout~ng of the drainage channel at their own expense° Further discussion followed mfter which Councilman Rocca moved that the location of the channel be as decided by our Director of Public Works in conference with the engineers who made Lp the master drainage stud~ and which is to be found most practical am/at the same time so constructea with the utnost thought for the safety of cae citizens and residents in the area. Further discussion followed after which Councilman Gamlen seconded the motion. Under the question Councilman Lucchio remarked that he believed the motion was entirely n!sworded in that it was placing a policy decision on the department heads and in effect, from an engineering standpoint, with the firm of Wilsey & Ham. Director of Public Works Goss stated that actually Wilsey & Ham definitely stated in ~heir report that from an engineering standpoint and a hydraulic stand- point eitl.er location of the ditch was feasible. Further discussion followed after which Councilman Rocca withdrew his. motion and Councilman Gamlen withdrew his second. Councilman Rocca then moved that the canal or ditch be constructed in or near the buffer zone and sufficient area provided for maintaining it and that it be properly fenced for the protection of the children and people in the area. Councilmam Gamlen asked as to the location of the bridge to which Councilman Rocca stated thm~ it would necessarily have to go over the drainage ditch. Councilman Gamlen requested Councilman Rocca to repeat his motion to which Councilman Rocca stated thm~ the drainage channel or ditch be in the buffer zone or next to the buffer zone and extend westerly to the connection with the canal under the railrmad Mayor Smith at this time asked Councilman Rocca if he wanted to include the offer submitted by the parties for the easement and the construction work be a¢cepted, to which Councilman Rocca sta~d that that was in his original motion. Councilman Gamlen seconded the motion as made after which discussion followed concerning the location of the center of the ditch and the bridge in the buffer zone. More discussion followed after which Councilman Rocca said that he felt there should be some va:ant ground between the fence and the ditch so that the City would have a planting area. Councilman Gamlen asked as to how many feet the canal would be from the property lines of the homes. Director of Public Works suggested 20 feet for the ditch which would give 10 foot betas or possibly 5 feet for the berms and then 10 fe~t for planting. Councilman Rocca then remarked that he would add -to his motion that the fence should be 10 feet easterly on the property lines to the rear of th~ lots to which Councilman Gamlen stated he did not think that 10 feet was enough. Further discussion followed concerning the location of the channel, the width and berm areas as well as the plantirg area after which Councilman Rocca amended his motion that the ditch be located 15 feet easterly from the rear of the lots a~d that the property owners proceed t:o leave us sufficient grounds for the propen~ maintenance of the ditch on the easterly side of the ditch. Councilmar Gamlen seconded the amendment which was followed by further discussion after which roll call vote was as follows: Ayes, Councilmen Andrew Rocca, Richard Gamlen, Telford Smith; Abstained, Councilman Francis Lucchio stating that by his abstainancE that it could not be construed as a yes or no vote; Noes, None; Absent, Councilman Emilio Cortesi. RESOLUTION No. 2267 City Attoruey Lyons at this time stated that since the Council had taken action AWARD OF CONTRACT on the matter he recommended that a resolution be adopted awarding the contract SO. CANAL AND for the construction of the bridge. He further stated that the Director of Public MAYFAIR AVE. BRIDGE: Works informed him that the lowest responsible bidder on the west end location  was Oscar Holmes and that he had a resolution awarding contract to him and re- - jecting all other bids. Councilman Gamlen then introduced "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISC£: AWARDING CONTRACT." Roll call vote was as follows, Ayes, Councilmen Andrew Rocca, Francis Lucchio, Richard Gamlen, Telford Smith; Noes, None; Absent, Councilman Emilio Cortesi. GOOD AND WELFARE: Mayor Smith then asked if any member of the Council had anything he wished to offer under good and welfare. RESOLUTION FOR SO. SAN FRANCISCO HIGH SCHOOL FOOT- BALL GAME: Councilman Gamlen at this time stated he had a resolution which he wished to offer under good and welfare commending the local high school football team for their undefeated season and urging attendance by the people at their next game which 'was to decide the championship. City Attorney Lyons read the reso- lution set~ing forth Friday, the 4th day of November as High School Day. Mayor Smith remarked that if there were no objections it could be handled as a proclam- ation from the Mayor's office as suggested by the City Attorney. PCS DISTRICT ON SPRUCE AVENUE: At this ti~e Mayor Smith brought up the subjec~ of a PCS District on Spruce Avenue sta~ing that construction in the area was mos in keeping with the thought of the Council. He suggested that more attentio~ be paid this matter and asked the Ci~Y Manager to contact the property owners concerning it to see what could be done. REQUEST FOR USE OF Mr. Thacker at this time asked Council permission for use of Council Chambers on COUNCIL CHAMBERS BY November 1~, 1955 at which time to allow the Democratic Club to hold a meeting. DEMOCRATIC CLUB: Mayor Smith remarked that if this in any way interferred with a scheduled meeting ~/~ by a city group, they would have to relinquish their right for the use of the chambers on this night. Mayor Smith remarked that if t'here were no objections the Democratic Club would be allowed to use the Council Chambers on the date requested. REQUEST TO CLOSE Mr. Louis ~oletti requested Council permission to close off Airport Blvd for 10 AIRPORT BOULEVARD: days during which time the construction of the box culvert would be made near ~~ his industrial tract. He requested permission to read a letter dated October 31, 1955 concerning the subject matter. After the letter had been read Mayor Smith asked if there was a motion that this matter be referred to the Director of Public Works and Police Chief for a report concerning the request. Councilman Gamlen so moved, seconded by Councilman Rocca smd regularly carried.
