The meeting was called to order at 6:40 p. m. by Mayor Smith.

Councilman Francis Lucchio (Councilman Lucchio appeared at 6:50)
Mayor Smith announced that the item for consideration by the council at 'this
time concerned the location of the bridge on Mayfair Avenue. He stated
that before action, the council would be glad to hear aay thoughts concern-
ing the advantages or disadvantages of the subject matter; and, in the
interests of time, suggested that only new information be presented for
council deliberation.
LengtLy discussion followed'on the matter of the bridge, at which time the
following persons spoke:
Attorney Antonio J. Gaudio, who spoke in behalf of the Mayfair Village prop-
erty owners whom he represented, concerning the location of the drainage
ditch, and who expressed the feelings of :he property owners that this ditch
shoulc not run in the rear of their property.
Councilman Lucchio appeared present at the meeting at 6:50 p. m. and re-
maine~ for its duration.
After Antonio J. Gaudio finished speaking on the subject matter, Mayor
Smith reviewed the points as expressed by him. General discussion then
took place amoung members of the City Council and Mr. Gaudio concerning
the location of the ditch.
Mr. E. G. Coopman, a property owner in the vicinity of Spruce Avenue and
Mayfair Village, spoke on the flood condinions which exist in the willows
presently, and the danger of children playing in the swamp area. He also
spoke concerning the industrial development of Spruce Avenue as it event-
ually would take place, bringing added rewenue on the tax rolls. Mayor
Smith then reviewed the points as expressed by Mr. Coopman.
Mr. Louis Cima of the Associated Pipeline Co., Inc. mentioned the develop-
ments that had already taken place on his property and expressed a desire
for t~e ditch in the rear of Mayfair Villzge. He also cited other peninsula
cities having ditches in the rear of properties.
Mr. Norman Hynding, property owner on Spruce Avenue, expressed his desire
for tae location of the ditch in the rear, stating he did so from an engin-
eerin~ standpoint. Mayor Smith then summzrized the remarks of Norman Hynding
after which he asked if any other person ~ished to speak.
Mr. Antonio Gaudio at this time went over the remarks of. Mr. Hynding as to
the location of the ditch, as well as thome expressed by Mr. Cima of the
Associated Pipeline Co., Inc. and Mr. Coopman. General discussion took
place concerning the debris that might find its way into the ditch, as well
as the possible health hazards that could exist.
City A~torney Lyons remarked on the numerous open ditches thoughout ~the city
which already existed, also mentioning the fencing of the ditch which was
to take place. Lengthy discussion then followed concerning the manner in
which water comes from an outside area to the city, location of the drainage
ditch, relative elevations of Colma Creek, alternate plans, the Master
Drainage proposal of Wilsey and Ham, as well as other general information
on the subject matter.
After ~he lengthy discussion had taken place, Councilman Gamlen moved,
seconded by Councilman Rocca, that the DiDector of Public Works, City
Manager and City Attorney be instructed to meet with the property owners
and dr~w up a contract to be presented to the property owners, based on
their proposal and our modifications desired, and present it for council
approval. Motion as made and seconded was regularly carried. Councilman
Lucchzo and Councilman Cortesi abstained from voting. The City ~anager
was tLen instructed to make the necessary arrangements for the meeting.
CounciLman Rocca then moved, seconded by Councilman Gamlen and regularly
carried, that the meeting be adjourned to thursday evening, December 8,
1955 mt 5 p. m.
