The meeting was called to order at 7:35 p. m. by Mayor Smith. Present: Absent: Councilman Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard Gamlen, Telford Smith None C:~y Attorney Lyons briefly explained the proposed proposition to appear on the ballot concerning the Master Drainage Plan, stating that the Council could authorize the issuance of bonds, but that the bonds must be able to be sold. He therefore contacted Mr. Wilson of the firm of KLrkbride, Wilson, Harzfeld & Wallace, who could explain the procedure. He stated that Mr. Wilson not only hai done a lot of field work in pre- paring bond issues, but also a lot of work in their sales. He likewise has prepared brochures for distribution to be mailed along with the s~nple ballots. At this time he introduced Mr. Ernest Wilson, who gave a complete explanation concerning the laws under which such bond issues are covered, as well as the method of presenting it, both on the ballot and to the public. After he had completed his explanation, City Attorney Lyons stated that Mr. Wilson had prepared a resolution for the subject matter. Councilman Lucchio then intrcduced, "A RESOLUTION DETERMINING TI{AT THE PUBLIC INTEREST AND NECESSITY DEC, AND THE ACQUISITION, CONST- RUCTION AND COMPLETION OF CERTAIN PUBLIC I~PROVEMENTS, STORM DRAINAGE FACILITIES." Roll call vote was as follows: Ayes, Councilmen 6amte~, 'Lucchio, Cortesi, Rocca, Smith. FArther discussion then took place cor.cerning the manner in which the propositions and the requested Council salary increases would appear on tme ballot. Councilman Rocca then moved, seconded by Councilman Cortesi and regularly carried, that the City Attorney be instructed to prepare the necessary papers to place the Council and Mayor salary increases on the ballot. Mayor Smith then moved, seconded by Councilman Rocca and regularly car- ried, that the City Attorney and City Manager be instructed to prepare literature to be sent out with the sample ballots concerning the salary ircreases of the council members. Ccuncilman Lucchio excused himself from the meeting at 9:20 p. m. Discussion then took place concerning the Planning Commission Board of Permits & Appeals, relative to the Cisy Attorney preparing some form of crdinance on this matter. Councilman Gamlen then moved, seconded by Councilman Rocca and regularly carriefl, that the City Attorney and City Emnager be instructed to draw up a rough draft of the Board of Permits ar.d Appeals, to be submitted to the Council. City Attorney Lyons at this time remarked that there were two other res- olutions which the Council could adopt this evening if they chose. After a brief explanation, Councilman Gamle~ introduced, "A RESOLUTION OF THE CZTY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO CANCELLING CITY TAXES ON REAL PROPERTY ACQUIRED BY SAID CITY AND USED SOLELY FOR MUNICIPAL PURPOSES." Roll call vote was as follows: Ayes, Councilmen Rocca, Cortesi, Gamlen, Smith; Noes, none; Absent, Councilman Lucchio. City Attorney Lyons then briefly explained the next resolution, after which Councilman Rocca introduced, "A RESOLUTION OF THE CITY COUNCIL OF ?ME CITY OF SOUTH SAN FRANCISCO REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN MATEO TO CANCEL REAL PROPERTY TAXES ASSESSED AGAINST CMRTAIN REAL PROPERTY ACQUIRED BY SAID CITY AND USED SOLELY FOR MUNICIPAL PURPOSES." Roll call vote was as follows: Ayes, Councilmen Rocca, Cortesi, Gamlen, Smith; Noes, none; Absent, Councilman Lucchio. Councilman Cortesi excused himself from the meeting at 9:27 p. m. Director of Public Works Goss then remarked on the discussion he had had with Mr. Harry Manin of the firm of Filsey & Ham concerning closed conduit a~d open channels to take care of the drainage of water. Discussion followed by Mr. Manin, members of the City Council and Director of Public ~orks Goss. After discussion, Councilman Gamlen moved, seconded by Coun- cilman Rocca and regularly carried, that the Public Works Director be in- structed to draw up scope and description analysis of existing sanitary survey and preparation of master sanitary sewer plan covering the city's potential residential development. There being no further business, Councilman Gamlen moved, seconded by ~ouncilman Rocca and regularly carried, that the meeting be adjourned to ~onday, February 27, 1956 at 5 p. m.
