ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY,
FEBRUARY 27, 1956

The meeting was called to order at 5:08 p. m. by Mayor Smith.
Present:

Councilmen Francis Lucchio, Emilio Cortesi, Richard Gamlen,
Telford Smith

(Councilman Rocca appeared later in the meeting)
Clark Barrett of the firm of Kirkbride, Wilson, Harzfeld & Wallace was
present in place of Mr. Morton of that firm, who requested that he appear
to give an explanation of the ordinance to be passed on the storm drainage
proposition, which was to be placed on the coming ballot. Discussion
then took place concerning the cost differences which appeared for open
and closed drains, after which Director of Public Works Goss explained
his request of Mr. Manin to make an estimate of such open and closed
drains. Lengthy discussion then took place concerning the reasons for
changing the amounts, making them appear as two propositions on the
coming ballot. Discussion also took place concerning the proper explan-
ation to the public regarding these amounts.
City Manager McClung then explained the various ditches within the City
that could be covered with the $800,000.00 proposition. After further
discussion, at which time was mentioned the newspaper article concerning
Mr. Klassen's report on the previous route of water which proceeded along
Spruce Avenue, which was further explained by Director of Public Works
Goss. City Attorney Lyons explained the resolution he had prepared,
which was to precede the ordinance Mr. Barrett had this evening. This
resolution concerned precinct polling places, officers, and propositions
to be voted on. Councilman Gamlen then introduced, "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO PROVIDING FOR THE HOLDING
OF A GENERAL MUNICIPAL ELECTION IN SAID CITY ON THE 10TH DAY OF APRIL,
1956, DESIGNATING PRECINCTS, POLLING PLACES, AND ELECTION OFFICERS, AND
DESIGNATING PROPOSITIONS TO BE VOTED UPON."
Discussion then followed concerning the omission of the second proposition
on the ballot, as well as the necessary Council votes to adopt the reso-
lution and the ordinance. Roll call vote on the resolution was as
follows: Councilman Lucchio, no, stating that it was only that part of
the resolution covering proposition #2 regarding the covered drainage
structures on the proposed bond issue; Councilman Cortesi, aye; Council-
man Gamlen, aye; Councilman Rocca, absent; Mayor Smith, aye; who stated
he was voting aye on all the propositions for the reason that the people
should have an opportunity to decide on all matters before the Council.
Further discussion followed on the propositions to appear as a bond issue.
Councilman Rocca appeared present at the meeting at 6:25 p. m. and remained
for the duration.
Mayor Smith at this time explained te Councilman Rocca what had taken
place concerning the two propositions on the flood control bond issue,
also explaining the need for a 4/5 vote on the adoption of the ordinance.
At this time, suggested changes to the wording of proposit~n #2 were
made, after which City Attorney Lyons suggested the change, "over and
above the amount specified." Councilman Gamlen then moved, seconded by
Councilman Lucchio and regularly carried, that the Council rescind the
resolution just passed.
Councilman Gamlen then introduced, "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SOUTH SAN FRANCISCO PROVIDING FOR THE HOLDING OF A GENERAL
MUNICIPAL ELECTION IN SAID CITY ON THE 10TH DAY OF APRIL 1956,DESIGNATING
PRECINCTS, POLLING PLACES, AND ELECTION OFFICERS, AND DESIGNATING PROPOSI-
TIONS TO BE VOTED UPON." Roll call vote was as follows: Councilman
Rocca, aye; Councilman Lucchio, no, stating that he referred to his
statement previously made; Councilman Cortesi, aye; Councilman Gamlen,
aye; Mayor Smith, aye. ~
City Attorney Lyons then explained the ordinance which had been prepared
in connection with the matter of the bond issue, and which Mr. Barrett
had in his possession. Councilman Rocca introduced, "AN ORDINANCE CALLING
A SPECIAL ELECTION IN THE CITY OF SOUTH SAN FRANCISCO FOR THE PURPOSE OF
SUBMITTING TO THE ELECTORS OF SAID CITY TWO PROPOSITIONS OF INCURRING
BONDED INDEBTEDNESSES OF SAID CITY FOR THE ACQUISITION AND CONSTRUCTION
AND COMPLETION OF CERTAIN MUNICIPAL IMPROVEMENTS; DECLARING THE ESTIMATED
COSTS OF SAID MUNICIPAL IMPROVEMENTS, THE AMOUNTS OF THE PRINCIPAL OF
SAID INDEBTEDNESSES TO BE INCURRED THEREFOR, AND THE MAXIMUM RATE OF
INTEREST TO BE PAID THEREON; FIXING THE DATE OF SAID ELECTION, THE MANNER
OF HOLDING THE SAME AND PROVIDING FOR NOTICE THEREOF," after which City
Attorney Lyons stated that this ordinance is passed amadopted with only
one introduction and reading. Roll call vote was as follows: Ayes,
Councilmen Rocca, Cortesi, Gamlen, Smith; Noes, Councilman Lucchio; absent,
None.
City Attorney Lyons then asked Director of Public Works if it was correct
that the Associated Pipeline Co. had completed the improvements on Forest-
view & Evergreen Drive, to which he replied, yes they were. Councilman
Lucchio introduced, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTH SAN FRANCISCO D~TERMINING THAT THE INSTALLATION OF STORM DRAINS ON
FORESTVIEW & EVERGREEN AVENUES HAS BEEN COMPLETED." Roll call vote was
as follows: Ayes, Councilmen Rocca, Lucchio, Cortesi, Gamlen, Smith.
