The meeting was called to order at 4:46 p. m. by Mayor Smith. Present: Absent: Councilmen Andrew Rocca, Richard Gamlen, Telford Smith Councilman Francis Lucchio, Emilio Cortesi (Councilman Lucchio appeared later in the meeting) Mayor S~ith stated that the second reading of the ordinance prohibiting parking~he Brentwood area would be held over until the arrival of the re- maining council members or until such time as the required 4/5 vote were present. Also held over under unfinished business was the matter of the Hamlin development until such time as Mr. Hamlin was present. Monthly reports were received from the City Clerk, Police Department, Fire Department, Humane Officer and Librarian for the month of February. Coun- cilman Gamlen moved, seconded by Councilman Rocca and regularly carried, that reports as submitted be accepted and placed on file. Inter-office memorandum dated March 8, 1956 was received from the Personnel Board concerning the review of scoring methods. Councilman Rocca moved, seconded by Councilman Gamlen and regularly carried, that the communication be accepted and placed on file. Communication dated March 9, 1956 was received from the Supt. of Public Works Henry Schweining, recommending the appointment of Lee Mooers as Public Works Foreman on a probationary period, subject to the passing of a satisfactory medical examination. Councilman Gamlen moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Supt. of Public Works be accepted and Mr. Mooers hired. Communication was received from Supt. of Public Works Henry Schweining recommending the appointment of Carlo Vanni as Maintenance Man in the Public Works Department on a probationary period, subject to the satisfactory passing of a medical examination. Councilman Rocca moved, seconded by Councilman Gamlen and regularly carried, that the recommendation of the Supt. of Public Works be accepted and Mr. Vanni employed on the usual basis. Inter-office memorandum dated March 13, 1956 'was received from the Director of Public Works concerning the temporary employment of C. A. Magistretti as blasting inspector. Councilman Gaml~n moved that Mr. Magistretti be hired on a temporary basis. He then asked Director of Public Works Goss if this was for the Utah Construction Co. to which he replied yes, and that he was also being hired on an-as- needed basis for tile Loma Linda Subdivision. Councilman Rocca seconded the motion, which was regularly carried. EL CAMINO REAL FRANCISCO TERRACE ENTRANCE & EXIT: JOINT USE OF CITY DUYP WITH SAN BRUNO: APPEARANCE OF COUNCILI~IN LUCCHIO: -- HAMLIN DRIVE-IN RESTAURANT: ~0~0 COUNTY AREA DUMP: HICKEY BOULEVARD: / CASELLINI DAMAGES: EXCAVATING & BLASTING LOMALINDA: ~-~/~ STAFF MEETING MINUTES: Inter-office memorandum dated March 8, 1956 was received from the office of the City Manager concerning the E1 Camtno Real-Francisco Terrace open- ing. Accompanying the memorandum were two communications dated March 1 and 2, 1956 from Mr. John Breed, President of the Francisco Terrace Imp- rovenent Association. Mayor Smith gave a brief explanation concerning the neetlngs which were held in the Manager's office, at which time the subject matter was discussed together with Mr. Breed. After the Mayor's explanation, Councilman Gamlen moved, seconded by Councilman Rocca and regularly carried, that the communications and reports of the City Manager be accepted and placed on file. Inter-office memorandum dated March 5, 1956 was received from the office of the City Manager, together with a copy of a communication dated Feb- ruary 28, 1956 from the office of the City Manager to the City of San Bruno, concerning joint use of City Dump with the City of San Bruno. Dis- cussion followed concerning the subject hatter. Councilman Lucchio appeared present at t?.e meeting at 4:57 p. m. and re- mained for its duration. Further discussion followed on the joint use of the dump, after which Mayor Smith asked if the Council was des~rous of authorizing the City Manauer to negotiate with the City of San Bruno, through their City Manager if their Council selected their City Manager to work out the de- tails of the dump operation, and submit full details to both City Councils. Councilman Gamlen so moved, seconded by Councilman Rocca and regularly carried. Mayor Smith, at this time, stated that s~nce Mr. Hamlin was now present in the audience, was the Council desirous of proceeding with his matter. There being no objections, it was so ordered. At this time Mr. Hamlin was asked to explain his revised plan dated March 21, 1956. Discussion took place concerning the entrance to the area in question, an explanation being given by the Director of Public Works. Director of Public Works Goss remarked on h~ suggestion to Mr. H~mlin for a slightly longer radius curve sloping into the entrance. Likewise discussed was the in- staLLation of a stop sign at Hickey Boulevard and E1 Camino Real. The Police Chief then asked concerning the possibility of extending the div- iding island in the entrance area some ten feet or more in length. Mayor Smish then asked if the Council felt that the Director of Public Works could handle the matter and the revisio~s with the approval of the depart- men~ heads, and with the promise of Mr. Hamlin to comply and abide by these revisions. Mr. Hamlin stated that he would comply with the requests as nade of him. Councilman Rocca then moved that the new location be accepted and that permission be granted to proceed under the stipulations as ;~ade and with the approval of the Director of Public Works and Police Chief. Discussion then took place concerning the matter of pinball machines not being allowed on the premises. Councilman Lucchio seconded the ~otion, after which Councilman Gamlen suggested that embodied in the motion be the provisions that no pinball machines would be allowed. Councilman Rocca amended his motion to ~nclude that no pinball machines would be allowed on the premises. Councilman Lucchio seconded the amend- ment. The amendment as made was regularly carried, after which the original motion as made was regularly carried. Next taken up was the matter of a count? area dump, which was proposed to be located adjacent to Winston Manor #2. Councilman Gamlen stated that since this had already been denied, he moved that the communication be accepted and placed on file. CounciLman LucChlo seconded the motion, after which Mayor Smith asked if it was the intent of the motion that a continued Council protest be made on ~he subject matter. This was agreed by the Council. Motion as made and seconded was regularly carried. Comnunication dated March 13, 1956 was received from the Division of Highways, together with a memorandum frgm the office of the City Manager dated March 15, 1956, concerning Hickey Boulevard. City Manager McClung explained the recent discussions held concerning the status of ownership on ~he highway. After brief discussion, Councilman Gamlen moved, sec- onded by Councilman Rocca and regularly carried, that the report be accepted and placed on file. Connunication dated February 17, 1956 ~as received from Mrs. Mary Casellini concerning alleged damages to her home as a result of blasting in the Lona Linda Subdivision. Councilman Gamlen moved, seconded by Councilman Rocca and regularly carried, that the communication be accepted and placed on file. Co'ancilman Lucchio at this time asked concerning the status of the exca- vation work and blasting in Loma Llnda Subdivision and the progress which was being made. Director of Public Works Goss gave an explanation on th~ progress, after which Mayor Smith stated that if there were no ob- jeDtions, the City ~anager would be instructed to obtain a progress report as to when the excavation was expected to be completed, as well as the blasting. City Attorney Lyons suggested that official notice be served on the developer limiting the excavation operations to a certain date. It was suggested by the Mayor that the Director of Public Works check on the matter, after which he asked Director of Public ~orks Goss to submit a report on the time required to complete this work. It was also asked by Mayor Smith that a report be made on the street improvements necessary due to damage. No objections were registered to either request. Staff meeting minutes of March 7, 1956 were received from the office of the City Manager. Councilman Gamlen moved, seconded by Councilman Rocca and regularly carried, that they be accepted and placed on file. APPLICATION FOR ALCOHOLIC BEVERAGE LICENSE: L-la-lq ORDINANCE NO. 390 PARKING RESTRICTIONS BRENTWOOD: $'/~ 7 RESOLUTION NO. 2332 ACCEPTING DEED FROM CALIFORNIA GOLF CLUB: COMPLAINT RE SILVAS MOTORS PARKING OF CARS: ~/~3 ADJOURNMENT:-- Appl±cation for alcoholic beverage license, as applied for by Alvira Mull and Assunta Lopresti, was received from the Department of Alcoholic Bev- erage Control. Councilman Gamlen moved, seconded by Councilman Lucchio and regularly carried, that the report be accepted and placed on file. Mayor Smith then went back to the second reading and adoption of the ordinance limiting parking time in the Brentwood area. Discussion took place concerning the automobiles of residents of the Brentwood Subdivision who commuted and allowed their cars to remain parked all day long in the parking area. After discussion, Councilman Gamlen mov~d, seconded by Councilman Rocca and regularly carried, that the reading of the ordinance be waived and that it be voted on by title only. City Attorney Lyons then read nhe title of the ordinance as follov~s: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO RESTRICTING PARKING CN THE PUBLIC STREETS AND IN THE PUBLSC PARKING AREA IN THE BRENTWOOD BUSINESS DISTRICT," after which roll call vote was as follows: Ayes, Councilmen Andrew Rocca, Francis Lucchio, Richard Gamlen, Telford Smith; Noes, None; Absent, Councilman Emilio Cortesi. Brief discusmion then took place concerning the discharge of cars by the Tanforan Co. Ltd. from the Tanforan area. City Attorney Lyons then stated a resolution had been prepared accepting a deed from the California Golf Club for the extension of Orange Avenue. Councilman Gamlen introduced, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING THE ACCEPTANCE OF A DEED EXECUTED IN FATOR OF SAID CITY BY CALIFORNIA GOLF CLUB." Roll call vote was as follows: Ayes, Councilmen Rocca, Lucchio, Gamlen, Smith; Noes, none; Absent, Councilman Cortesi. Councilman Lucchio then asked concerning a copy of a letter he had re- ceived relative to a complaint made regarding the parking of cars by Silvas Motors in Village Way. City Manager McClung stated that this matter was being processed. There being no further business, Councilman Gamlen moved, seconded by Councilman Rocca and regularly carried, that the meeting be adjourned to MondaF, April 2, 1956 at 8 p. m.
