HomeMy WebLinkAboutMinutes 1956-05-28ADJOURNED REGULAR MEETING OF THE CIT'~ COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO H~.LD MONDAY, MAY 28, 1956 PLACE: TIME: Council Chambers, City Hall. 7:00 p.m. CALL TO ORDER: The meeting was called to order by Mayor Rozzi at 7:17 p.m. POLL CALL: RESOLUTION NO. 2353: Present: Councilmen Rozzi, Rocca, Lucchio, Cortesi, Ryan. City Attorney Lyons briefly explained the resolution which he had pre- sented concerning holiday benefits for members of the Police, Fire and Sanitation Departments who do no~ receive these benefits at this time After he had read the resolution in ~u11, Councilman Lucchio introduced "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO PROVIDING FOR EXTRA PAY FOR HOLIDAYS FOR THOSE MEMBERS OF THE POLICE, FIRE, AND SANITATION DEPARTl/ENTS WHO DO NOT RECEIVE THE BENEFIT OF THE REGULARLY ESTABLISHED MUNICIPAL HOLIDAYS." Roll call vote was as fol- Lows: Ayes, Councilman Rozzi, Rocca, Lucchio, Cortesi and Ryan. RESOLUTION NO. 2354: 'City Attorney Lyons then explained the resolution which had been pre- pared accepting a deed from Edward T. Haas, R. Mo Haynie and Utah Con- struction Company granting to the City a parc®l of property for the extension of Acacia Avenue. Discussion follow®d concerning the matter, at which time City Attorney Lyons recommended the acceptance of the deed. Councilman Ryan then introduced 'A R.~SOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ACCEPTING A DEED FROM EDWARD To HAAS, R. EAYNIE AND UTAH CONSTRUCTION COMPANY, SUCCESSORS TO SOUTH SAN FRANCISCO LAND AND IMPROVEMENT COMPANY, TO THE CITY OF SOUTH SAN FRANCISCO.'* Roll call vote was as follows: Ayes, Councilmen Rocca, P~zzi, Lucchio, Cortesi and Ryan. During the discussion, it was mentioaed that the property owners on eithe: f~ide of the proposed extension of Acacia Avenue would be left below the surface of the sir®et. Mayor Rozzi requested the Director of Public Forks to check intO this and obtain from the property owners, Mr. Lyle and itt. Fourcans, th~ r approval concerning the matter. RESOLUTION ENGINEER FEES FROM GAS TAX FUNDS: ~-/~ City Attorney Lyons then explained t~e resolution which he had prepared concerning memorandum of agreement f~r engineer fees from the gas tax ~unds. Discussion followed concerniag the wording of the resolution, at which time, Director of Public Works Goss remarked that some changes in the wording should be made. Mayor R~zzi remarked that if there were no objections, the matter would be held over. No objections were registered SPEED LIMITS City Attorney Lyons then brought up the ordinance which had been requeste RAILROAD AVE & EL CAMINO by the Police Chief concerning the s~eed of vehicles on South Spruce Avert 1ST READING OF ORD.:~-/g7 between Railroad Avenue and E1Camin) Real. City Attorney Lyons read the ordinance as prepared in full, after which discussion followed concern- ~ng the speed limits having been set at 35 miles per ho~r, it being sug- gested that the speed limit should b~ 25 miles per hour. Mayor Rozzi stated that if there were no objecti~ns, the matter would be held over pending a discussion with the Police Chief concerning the speed limit. VEHICLE WEIGHT LIMITS VILLAGE WAY & MAYFAIR ORDINANCE NO. 395:~-/~ The Conncil then proceeded to the se:ond reading and adoption of the ord- :nance limiting the gross weight of vehicles on Village Way and a portion of Mayfair Avenue. City Attorney Lyons stated that a mOtion could be mad ~laiving the reading and adopting the ordinance by title. Councilman Lucchio moved, seconded by Cour~ilman Rocca and regularly carried that th reading be waived and the ordinance be adopted by title only. City Attorney Lyons then read the title of the ordinance, after which the roll call vote on the adoption was as follows: Ayes, Councilman Rozzi, Rocca, hucchio, Cortesi and Ryan. COUNTY HEALTH & WELFARE CENTER OLD MISSION ROAD: ~-d~'-'Z City Attorney Lyons then brought up the matter of the deed from the City =o the County, transferring a parcel of property on Old Mission Road for ~he establishment of a health and welfare building. He e~plained in detail that the placing of a county building in this area would start a ~rend for other county services which could result in a County Seat being established. After discussion, there being no o~Jections, the matter was held over. RESOLUTION Nayor Rozzi then asked that the Board of Supervisors be notified con- CITY'S qUALIFICATIONS cerning the City of South San Francisco being the first city to have FOR SUPERIOR COURT:5'/~- reached the eligible status for a Superior Court. City Attorney Lyons answered that if 'it were agreeable with the Council, a resolution would be prepared for Council adoption concerning the City being the first to obtain qualifications for a Superior Court. Mayor Rozzi and the members of the Council were agreeable to this. SEWER RENTAL FEES While waiting for the arrival of the ordinance concerning sewer rental 1ST READING OF ORD.:~/~ flees which had been prepared by the City Attorney and was being typed by his office, City Attorney Lyons explained the contents of the ordinance as drawn. He cited the necessity of a public hearing which should be advertised twice ln th~ local paper as well as notices which should be sent to all property owners concerning the protest hearing to be held. He remarked concerning the rates as were proposed by the Brown Caldwe11 report which had been adopted by the Council. He stated that the ordin- ance was of an emergency nature and would be adopted upon the second read ~ng. At this time, the ordinance concerning sewer rental fees arrived ffrom the City Attorney's office. Council~an Rocca moved, seconded by Councilman Lucchio and regularly carried, that a detailed reading of the ordinance be waived and that it be introduced by title only. Councilman LUcchio then read the title of the ordinance, after which he stated that ~he public hearing could be set for June 25, 1956, at 7 p.m, LOMALINDA EARTH MOVING :~'~/~ HAAS-HANEY-UTAH STORAGE OF EXPLOSIVES: 7 COOPMAN REZONING: ~,~ ADJOURNMENT Mayor Rozzi then brought up the mat~er of a request he had received from the Loma Linda Construction Company for an extension of time on their haul operations. Discussion ffollowed concerning whether or not such an extension should be granted in view of the time which it had already taken to move some of the material. Also discussed were the repairs that would be needed on the street because of these haul oper- ations. After lengthy discussion, Councilman Lucchio moved, seconded by Councilman Cortesi and regularly carried that Mr. Cornbloom of the Loma Linda Construction Company be given a one month extension to complete the excavation and grading and that at the end of that time, for every day thereafter a penalty of $250.00 per day would be .charged; also that he be required to keep the City streets in repair and at his expense; and that the City's forces not be utilized for this work. City Attorney Lyons then brought up the request as made by Haas-Haney- Utah Construction Company for the storage of explosives in the area of =he proposed dirt moving and fill o~erations. At this time, he read a letter as received from Haas-Haney-Utah dated May 23, 1956. Discussion ffollowed, at which time the Director of Public Works remarked that storage should be in accordance wit~ State safety precautions and re- quirements. Mayor Rozzi asked City Attorney Lyons that all neighboring property owners, as well as the Fire Chief, Police Chief and Director of Public Works, be notified. Discu~sion followed concerning the storage of these explosives, at which time, the representative of the Utah Construction Company, Mr. Rus, ~xplained the precautions that would be taken in the storage of the~e explosives. City Attorney Lyons asked as to what the pleasure of the Council was in-the matter, to which Mayor Rozzi answered that the 2ecessary ordinance concerning the matter should be prepared. Director of Public Works Goss then brought up a request from Mr. E. G. Coopman to commence grading operatio~s on his property located at Spruce Avenue. The dirt was to be moved frOm the recently annexed Allen property. Discussion followed, at which time, Mr. Coopman mentioned it would probably take ten work, days to complete this ~ork. Mayor Rozzi then brought, up t2e matter of the necessary bonds for the proposed haul route after whLch he requested the Dieter of ~ublic Works to supervise the operatkon. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that Mr, Coopman ~e given ten working days to transport fill on his property near ~pruce Avenue with the posti.ng of a ~inimum $500.00 bond. Councilman Lucchio abstained from voting, stati~.g that Mr. Coopman was his employer. ~aYor Rozzi asked the City Attorney to work out the details with ~r. Coopman concerning the necessary bone requirements. T~ere being no further business, Councilman,LUcchio moved, seconded by COuncilman Ryan and regularly carried, that the meeting be adjourned · ~ntil June 4, 1956.
