CALL TO ORDER TIME: 7:00 P.M. ROLL CALL PRESENT: Councilmembers Gupta, Matsumoto and Normandy and Vice Mayor Addiego. ABSENT: Mayor Garbarino. PLEDGE OF ALLEGIANCE Vice Mayor Addiego. AGENDA REVIEW No Changes. PRESENTATIONS • Presentation on the May 2, 2015 Opening of the South San Francisco Farmer's Market. (Jorge Vega,Pacific Coast Farmers' Market Association). Pacific Coast Farmer's Market Representative Jorge Vega previewed the May 2, 2015 Opening Day festivities and products available at the South San Francisco Farmer's Market. • San Mateo County Energy Watch on Energy Efficiency Turnkey Program for Small Businesses. (Susan Wright, San Mateo County Energy Watch). Susan Wright and Eddie Ashley of San Mateo County Energy Watch gave a brief presentation about the Turnkey Program which provides energy assessments, reports, consultations, installations, and inspections to help improve energy efficiency and cut costs for local businesses. Videos depicting successful program outcomes in San Mateo County were presented. • Proclamation for West Nile Virus Awareness Week (04/19 - 04/25) presented to Christopher Cairo, South San Francisco's representative on the San Mateo County Mosquito and Vector Control District and Megan Caldwell, the District's Public Outreach Manager. (Christopher Cairo, San Mateo County Mosquito and Vector Control District Boardmember) Councilman Gupta presented the Proclamation establishing West Nile Virus Awareness Week (04/19 - 04/25)to Megan Caldwell,the Vector Control District's Public Outreach Manager. Ms. Caldwell spoke of changes to the District,presented local statistics concerning West Nile Virus cases, and mentioned available services. Boardmember Chris Cairo highlighted local problem areas. He proceeded to encourage people to wear mosquito repellant when they go out, especially at dawn and dusk, and emphasized the importance of draining still water sources on local properties. PUBLIC COMMENTS Wynn Grcich informed the public of an upcoming protest against Monsanto, and spoke about geoengineering as well as a variety of additives and pollutants in the water supply. COUNCIL COMMENTS/REQUESTS Councilwoman Matsumoto announced upcoming Arbor Day festivities and the South San Francisco Jazz by the Bay Event. She requested consistent marking of fire hydrant zones for parking throughout the City. Councilwoman Normandy expressed her appreciation for the Public Works Department's efforts to repaint the crosswalks behind Parkway Middle School and to help slow the speed of traffic in that area. She also announced the upcoming Bike to Work Day. Councilman Gupta announced an upcoming Colma Creek Earth Day Clean Up event, emphasizing the importance of upkeep on City trails so they may be enjoyed to their fullest extent. He discussed the South San Francisco Unified School District (SSFUSD) Subcommittee Meeting he attended, announcing his excitement and anticipation that the City was selected by the Big Lift Grant Committee for educational assistance that reinforces reading skills in young students. He also stated that the SSFUSD had been awarded an extension of their Tech-Partners Grant, an award which allows Juniors and Seniors at local high schools to receive instruction and training with the City's Biotechnology industry for an array of skill building including; interviewing tips, career building, and Biotech basics. Vice Mayor Addiego announced that Marcie Michael, a teacher and librarian at South San Francisco High School, was recognized on a local television program as "Teacher of the Week." El Camino High School senior Patricia Ann Monubay was also commended for her Jefferson Award- winning "Dream Box" idea. Vice Mayor Addiego requested that the meeting be adjourned in honor of Robert Sinclair, a former 49er and San Mateo County Supervisor. He proceeded to speak about the drought, emphasizing that this crisis requires that decision makers come together to do something to benefit the region. CONSENT CALENDAR 1. Motion approving the Minutes of meetings of April 8, 2015. 2. Motion confirming payment registers of$3,684,675.27 for April 22, 2015. 3. Resolution No. 31-2015 authorizing a reciprocal agreement with the State of California Franchise Tax Board to Exchange Tax Data Specific to City Business Licenses for Tax REGULAR CITY COUNCIL MEETING APRIL 22,2015 MINUTES PAGE 2 Administration Purposes and authorizing the Director of Finance to enter into said Reciprocal Agreement. (Richard Lee, Finance Director). 4. Resolution No. 32-2015 authorizing the acceptance of $35,000 in grant funding from Woodlawn Foundation to support Project Read's Learning Wheels Family Literacy Program and amending the Library Department's 2014-2015 Operating Budget. (Valerie Sommer, Library Director). 5. Resolution No. 33-2015 authorizing the acceptance of$272,675 in grant funding from the Silicon Valley Community Foundation, Social Innovation Fund and County of San Mateo Measure A Sales Tax Funds for the BIG LIFT Initiative to support preschool and reading readiness activities; and amending the Parks and Recreation Department 2014/15 operating Budget by$20,500. (Sharon Ranals, Parks &Recreation Director). 6. Resolution No.34-2015 amending the Hourly Wage Rate Salary Schedule for Hourly Job Classifications, To Be Effective April 24, 2015 for a Net Budget Impact of$4,000. (La Tanya Bellow, Human Resources Director) Item No. 3: In response to a question from Councilwoman Matsumoto regarding business license audit procedures, City Manager Futrell advised that staff was working on programs to automate the process and identify local businesses that fail to secure a business license. Item No. 4: Councilman Gupta congratulated staff for securing the grant from the Woodlawn Foundation. He also spoke of the many benefits of Project Read's Learning Wheels Program. Item No. 5: In response to a question from Councilwoman Matsumoto, Director of Parks and Recreation Ranals advised the program would be indistinguishable from the current preschool program and benefit 20 deserving families. Motion— Councilwoman Matsumoto/Second— Councilman Gupta: to approve the Consent Calendar. Approved by the following Roll Call Vote: AYES: Councilmembers Gupta, Matsumoto and Normandy and Vice Mayor Garbarino. NOES: None. ABSENT: Councilman Garbarino. ABSTAIN: None. ADMINISTRATIVE BUSINESS 7. Resolution authorizing the City Manager to execute Plan Review and Inspection Services Agreements with 1) CSG Consultants Inc., in the amount of $280,000 and 2) West Coast Code Consultants Inc., in the amount of$200,000. (Alex Greenwood, ECD Director). Director of Economic and Community Development Greenwood presented the staff report recommending approval of a resolution authorizing the City Manager to execute Plan Review and Inspection Services Agreements with 1) CSG Consultants Inc., in the amount of$280,000 and 2) West Coast Code Consultants Inc., in the amount of $200,000. He advised that in scoring and evaluating the five (5) bid candidates, the oral panel looked at several technical parameters, expertise in Biotech, overall competitive pricing and best practices. CSG ranked highest on these elements with West Coast Code Consultants as second. Meeting resumed: 8:50 P.M. PUBLIC HEARING 8. City's 2015-2016 One Year Action Plan for the Community Development Block Grant (CDBG) Program and Resolution No. 35-2015 approving the City's 2015-2016 One Year Action Plan; authorizing submittal of the City's 2015-2016 One Year Action Plan and all other required documents to the U.S. Department of Housing and Urban Development (HUD); authorizing a budget transfer to incorporate the CDBG and HOME Administrative funds into the 2015-2016 operating budget; and authorizing the City Manager to execute all documents and certifications necessary to secure and award CDBG and HOME Administrative Funds for the City. (Alin Lancaster, Community Development Coordinator). Public Hearing opened: 8:51 P.M. Community Development Coordinator Alin Lancaster presented the staff report highlighting key elements of the 2015-2016 One Year Action Plan for the Community Development Block Grant (CDBG) Program. Corey Manthorn, Director of Programs for CORA, expressed her gratitude for City's ongoing support of CORA's Programs. Gina Papan, of John's Closet, thanked the City for support of its program that helps improve the lives of needy school age children in South San Francisco by providing much needed clothing. Clarice Veloso, HIP Housing Development Director, thanked Council and staff for the continued partnership on housing issues. Hortencia Lopez, of the Peninsula Minor Home Repair Program explained the program focuses on energy&water conservation and serviced 200 units in South San Francisco this past year. Carrie Peng- Chen, Associate Director of Rebuilding Together Peninsula, thanked the council and city staff for continuing to support the program and the repair program. Rebuilding Together has provided free repairs to low-income home owners and facilities for over 25yrs. Laura Bent of Samaritan House, Safe Harbor Shelter, expressed gratitude to City staff, Council, and the Police Department, for support of their clients. Jenny Stevens-Romero, the Fair Housing Coordinator for Project Sentinel, advised that with continued support from the City of South San Francisco, Project Sentinel was continuing its housing rights work in the City. ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCEMENTS 9. Council of Cities and LAFCo appointments. Council provided direction to the Mayor regarding LAFCo appointments, leaving the first round of voting on LAFCo (cities) to his discretion and supporting a first round vote on the San Mateo County Transportation Authority representing Southern Cities for City of San Carlos Vice Mayor, Cameron Johnson. ADJOURNMENT Being no further business, Vice Mayor Addiego adjourned the meeting at 9:35 P.M. in honor of Bob St. Clair.
