Chambers, City Hall 8:00 p.m. The meeting was called to order at 8:03 p.m. Pledge of Allegiance to the flag was recited, after which invocation was rendered by Reverand Donald Wertz of the Good New, Chapel. Present: G. J. Rozzi, Andrew Rocca, Emilio Cortesi, Francis Lucchio, Leo Ryan. Absent: None. Mayor Rozzi asked if there were any errors, omissions or corrections to the minutes of the regular meeting of July 2, 1956 and the adjourned regular meet- ing of July 5, 1956. Councilman Ryan moved, seconded by Councilman Lucchio and regularly carried, that the minutes be approved. Mayor Rozzi asked if there was a motion to approve the claims as submitted for paymer.t. Councilman Lucchio moved, seconded by Councilman Cortesi and regu- larly carried, that the claims be approved for payment. As the first matter of business, Mayor Rozzi opened the public hearing on the sewer rental charges. He then asked if any protests had been received, to which ~he City Clerk replied that communications had been received from Mr. J. Betnancourt protesting the amount to be charged to him for the coming fiscal year, Mrs. J. Estelle Collonan concerning whether or not the vacant proper~y was to be charged, and two letters requesting information concerning charges to be levied to the firm of Buckbee Thorne & Company, agents for Mr. and Mrs. Harband who own Lot 8 in Industrial Acres, and Mr. George Roberts, agents managing property at 381-385 Grand Avenue. The City Clerk further re- ported that these communications had been answered. Mayor Rozzi then asked the C±~y Attorney if action should be taken first on the letter received from Mr. Be~tancourt. Inter-office communication had been received from the Supt. of Sanitation recommending that the sewer rental charge of Mr. Bettancourt be changed from $24.00 to $12.00 per year. City Attorney Lyons remarked that this could be taken care of first. Councilman Ryan then moved, seconded by CounciLman Lucchio and regularly carried, that the charge for Mr. Bettancourt be based on the recommendation of the Supt. of Sanitation, Henry Schweining. Mayor ~ozzi then asked if anyone in the audience wished to be heard concerning the public hearing on the sewer rental charges. Persons in the audience then asked questions concerning the rate of charges to be levied. The reason for the increase in rental charge was explained by members of the Council and the Supt. of Sanitation. After all persons were heard, Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the public hearing be closed. City CLerk Rodondi then informed the Mayor and members of the City Council, as weLL as the public present, that he would place on file in the Public Library copies of the Brown and Caldwell report for their convenience. City Attorney Lyons then stated that a resolution had been prepared concerning the charges for sewer rental, giving a brief explanation, after which Councilman LucchLo introduced "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DESIGNATING THAT SEWER RENTALS SHALL BE COLLECTED ON THE MUN- ICIPAL REAL PROPERTY TAX ROLLS." Roll call vote was as follows: Ayes, Coun- cilmen Rozzi, Rocca, Cortesi, Lucchio and Ryan. Proceeding on to the matter of resolutions, City Attorney Lyons briefly ex- plained the first that appeared under the item of resolutions concerning an agreement between the City, E. G. Coopman and Colonial Bakeries. After a brief explanation, Councilman Rocca introduced a "RESOLUTION OF THE CITY COUNCZL OF THE CITY OF SOUTH SAN FRANCISCC ACCEPTING AN AGREEMENT FROM E. G. COOPMAN RELATIVE TO THE INSTALLATION OF DBAINAGE IMPROVEMENTS :IN THE SOUTH SPRUC~ AVENUE AREA AND THE IMPROVEMENT OF SAID SOUTH SPRUCE AVENUE." Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi and Ryan. Coun- cilman Lucchio abstained from voting. City A~torney Lyons then explained the next resolution briefly, after which Councilman Ryan introduced "A RESOLUTION CF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO SPECIFYING THAT THE HEADS OF THE VARIOUS MUNICIPAL DEPART- MENTS, INCLUDING THE SAFETY OR EMERGENCY DEPARTMENTS, SHALL NOT RECEIVE ADDITLONAL COMPENSATION IN THE WAY OF EXT~ HOLIDAY PAY." Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi, Lucchio and Ryan. A brief explanation was then given by City Attorney Lyons concerning the next resolution, after which Councilman Cortesi introduced "A RESOLUTION OF THE CITY .~OUNCIL ~F THE CITY OF SOUTH SAN FRAFCISCO ACCEPTING A DEED FROM JOINT HIGHWAY DISTRICT NO. 10 TO THE CITY OF SOI~H SAN FRANCISCO." Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi, Lucchio and Ryan. City Attorney Lyons then explained that the next five resolutions were all similar in nature, concerning the Council's acknowledgment of meritorious services rendered by resigned members of the Planning Commission, remarking that if there were no objections, they could be treated at once. There being no objections, Councilman Ryan introduced "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ACKNOWLEDGING MERITORIOUS SERVICES RENDERED TO SAID CITY BY JOHN FERRARI WHILE SERVING AS A MEMBER AND AS CHAIRMA~ OF TH~ PLANNING COMMISSION OF SAID CITY." RESOLUTION NO. 2394: MAZZANTI RESIGNATION- COMMENDATION D-O/7 Councilman Ryan introduced "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTE SAN FRANCISCO ACKNOWLEDGING MERITORDOUS SERVICES RENDERED TO SAID CITY BY PETER MAZZANTI WHILE SERVING AS A MEMBER OF THE PLANNING COMMISSION OF SAID CITY." Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi, Luc~kio and Ryan. RESOLUTION NO. 2395: MARSHALL RESIGNATION- COMMENDATION ~0/7 PLANNING COMMISSION ORDINANCE 1ST READING: ,~/~,7 Councilman Ryan introduced "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ACKNOWLEDGING MERITORIOUS SERVICES RENDERED TO SAID CITY BY ALBERT MARSHALL WHILE SERVING AS A MEMBER OF THE PLANNING COMMISSION OF SAIl CITY." Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi, Lucchio and Ryan. City Attorney Lyons then proceeded on to the matter of ordinances, taking up first the one concerning the establishment of a seven-member Planning Commissi. After a brief explanation, Councilman Rocca introduced the ordinance, moving that the detailed reading be waived and that it be introduced by title only. Counc±lman Cortesi seconded the motion which was regularly carried. The title of tLe ordinance was then read by City Attorney Lyens. BRENTWOOD PARKING ORDINANCE 1ST READING: ~-/~ MISSION ROAD OUTFALL) SEWER BONDS: ~3~' WATER SHED AREA ANNEXATION: ~-&$gg P-1 DIST. REC.:~/& UCCELLI USE PERMIT City Attorney Lyons then briefly explained the next ordinance ready for Counci action concerning the establishment of liuited parking time in the Brentwood business district. After his brief explanation, Mayor Rozzi asked if this matter could be referred to the Police Chief for final adoption. City Attorne Lyons stated that it could and handed to the Police Chief present a copy of the ordinance. Councilman Lucchio then introduced the ordinance, moving that 5he reading be waived and that it be introduced by title only. Council- man RoCca seconded the motion, which was regularly carried. City Attorney Lyons then read the title of the ordinance. The Council then proceeded on to the next item under unfinished business. Mayor Rozzi remarked that if there were ~o objections, the first four items under unfinished business would be placed on the pending agenda. No object- ions were registered. He then instructed the City Clerk to place on the agenda the following: Mission Road Outfall Sewer Bonds - Water Shed Area Annexation - P-1 District Recommendation - Annie M. Ferrari Annexation. The next item for Council action concerned Use Permit Resolution No. 594 as applied for by Andrew and Raymond Uccelli, requesting permission to erect four retail stores on the northwest corner of Mission Road and Holly Avenue. Mayor Rozzi rema~l~d that the Council was still waiting for a report from the Planning Commission and he was sure that it would be settled at the next meeting. PAY CLASSIFICATIONS 19 56- 57 FI SCAL YEAR: P-ooo The Council then took up the matter of pay classifications for the 1956-57 fiscal year, a recommendation having beer. received from the Personnel Board that all positions in the classified service be revised upward one range. Councilman Ryan moved that the recommendation of the Personnel Board be accepted and that all City employees have their classification under the classified service revised upward one move, commencing with the 16th of July, 1956. Councilman Lucchio asked if this neant all City employees, to which Mayor Rozzi remarked that it did, including both classified and unclassified. A brief discussion followed, after which Councilman Lucchio seconded the motion, Motion as made and seconded was then carried. STOPPOLONI REQUEST FOR SALARY INCREASE: P-OOo WINSTON MANOR DUMP PROTEST:~-D Next taken up was the matter of the request as received from Hugo Stoppoloni, Public Works Foreman, who requested a salary increase by his inter-office memorandum dated May 18, 1956. Mayor Rozzi requested that inasmuch as Mr. Steppoloni was given an automatic step i~crease in salary along with the othe] employees, the City Clerk should notify him of the action the Council had taken, having previously discussed it at the study session meeting earlier. The discussion at the study meeting revealed that Mr. Stoppoloni had one year in which to establish residence within the City and that at the end of that time would be receiving his anniversary salary step increase which would bring ~him to the level he requested. Next taken up concerned a hearing to be held by the County Planning Commissio~ on July 18, 1956, on the application of Carlo Magoria requesting permission to allow dumping of garbage and refuse on the Zanone Ranch south of Colma. A brief discussion followed, at which time, Mayor Rozzi requested Councilman CorteSi to attend the meeting and register the City's protest. Coumilman Cortesi remarked that he would attend and asked anyone who desired to attend with him, particularly those in the Wins;on Manor area. Further discussion followed, after which Mayor Rozzi asked if the Council could authorize Coun- cil~.an Cortesi to verbally protest for tine City or would a written resolution be required. City Attorney Lyons remarked that a verbal protest would be in order. Councilman Rocca then moved, seconded by Councilman Lucchio and regularly carried, that Councilman Cortesi be instructed to attend the meet- ing and register the City's protest. GENERAL PETROLEUM USE PERMIT: GRAND & MISSION~-O~-O The last item under unfinished business concerned a communication from the Planning Commission recommending to the City Council that the conditions under which Use Permit No. 560, as applied for by the General Petroleum Corporation, be enforced. Permission was previously gramted for the erection of a service station on the north corner of Grand Avenue and Mission Road, provided that signs be non-flashing and that a stop sign be installed on the mentioned corner. Mayor P~0zzi remarked that if there were no objections, the matter would be referred to the Police Chief for his attention. Roy Ghilardi, secretary of the Planning Commission, present in the audience, asked that the item be held over as tlhere seemed to be a question on the two motions that were passed by the Planning Commission which he would like to take up with them. Mayor Rozzi remarkec that if there were no objections, zhis matter would be held over. There being no objections, the Planning Co~missi~n secretary was requested to keep the Police Chief informed as to the su'~ject matter. JUNIPERO SERRA FREEWAY: Communication dated July 9, 1956, was receiwed from the Division of Highways advising of the passage of several resolutions providing for the adoption of JuniperolSerra Boulevard as a State Highway Route in San Marco County between Crystal Springs Road in San Bruno and Route 56 in Daly City, and the establish- ment of a freeway thereon. Discussion followed, at which time, Mayor RozZi remarked that this did not require action tut was for the Council's information. He requested the Director of Public Works, Louis Goss, to write the State Division of Highways a letter, informing them of the City's desire for a pedestrian overpass on Clay Avenue, the channelization of Hickey Boulevard and Junipero Serra Boulevard, and a left hand turn from Country.Club Estates. Mayor Rozzi remarked that before proceeding on to the next subject matter, Councilman Ryan had a matter he wished to take up with the Council at this time and that'a brief recess would be declared mt the end of Councilman Ryan's sub- ject matter. APPOINTMENT OF ANITA ROBERTSON: ~-0~ Councilman Ryan then requested Council approval for the appointment of the -following persons as members of the Planning Commission: Anita Robertson and Don Delaney. Councilman Cortesi then requested that James Claar be appointed as a member of the Planning Commission. A brief discussion followed, at which time Councilman Ryan requested that for the present Mrs. Anita Robertson be appointed. Mayor Rozzi then appointed her as the sixth member of the Planning Commission with her term of office to be decided at a later date. Councilman Lucchio moved, seconded by CoumCilman Rocca and regularly carried that the appointment as made by the Mayor be confirmed. RECESS:,-- Recess was declared at 9:30 p.m. The meeting was recalled to order at 9:45 p.m g7 The meeting having been called to order, Mayor Rozzi announced that during the recess, Supt. of Sanitation Henry Schweining had offered to the people an invitation to make a tour of the disposal plant in order that they might get a better understanding concerning the operations. TEXAS COMPANY Variance Application Resolution No. 604, as applied for by the Texas Company, VARIANCE PERMIT:~-d~ was received from the Planning Commission recommending the granting of permis- sion for an 8 foot front yard setback instead of the required 15 feet, on Northwood Drive in the Brentwood subdivision, provided applicant erects an 8 foot concrete enclosure between the addLtion and the property line and that the r'abbish in the rear of the property be removed. Mayor Rozzi asked Plan- ning ~ommission secretary Roy Ghilardi for clarification as to the location. After a brief explanation, Councilman Lucchio moved, seconded by Councilman Ryan and regularly carried, that the recommendation of the Planning Commission be accepted. GENERAL PETROLEUM SERRA HIGHLANDS USE PERMIT: b-O~O WURSTER, BERNARDI ~ EMMONS USE PERMIT: PETITION RE GRAND AVE. CALLAN SIGN: Use Permit Resolution No. 606, as applied for by the General Petroleum Corp- oration, was received from the Planning Commission, recommending the granting of permission to erect a gasoline service station on Lots 13 and 14, Block 4, Serra Highlands, subject to the conditions that the applicant keep two drive- ways 5 feet from the property line, that a residential type fence be erected around'the property and that an 18-foot island be maintained between the drive. ways. Mayor Rozzi remarked that it was his understanding that a request had been received from Mr. Anderson of the General Petroleum Corporation that this matter be held over and placed on th~ pending agenda until such time as word was received from him. There being no objec~ons, the matter was ordered placed on the pending agenda. Residents of Serra Highlands, present in the audience, then registered their protests to the erection of the service statLon. Mayor Rozzi instructed the Planning Commission secretary to advise the members of the Planning Commission concerning these protests. Use Permit Resolution No. 607, as applied for by Wurster, Bernardi & Emmons, was received from the Planning Commission, recommending the granting of the' construction of a temporary job sign for use during construction period, and ~'me construction of two parking signs on the north corner of Mission Road and Chestnut Avenue, subject to applicant erecting the temporary job sig~ for a period of six months, that he maintain a 6-foot clearance under the sigz and that he reapply for a use permit for the two parking signs. A brief disc'~ssion followed concerning the size of the sign, after which Councilman Lucc~io moved, seconded by Councilman Ry&n and regularly carried, that the request for the one sign be granted for & period of six months. Discussion then followed concerning the size of the sign, at which time a plot plan was shown by the secretary of the Planning Commission, after which he was instrucJ by the! Mayor that it was to be no larger than shown on the plot plan. At this time, Mayor Rozzi took up the petition filed by residents of the area in the 700 block of Grand Avenue, protesting the sign which had been erected the C~llan Construction Company, advertising their homes which were for sale Park ~venue Heights. Discussion followed, at which time, residents of the area, present in the audience, voiced their protests against this sign and it~ erection in a residential area. After discussion, it was expressed by the Cour.cil that Mr. Callan would be contacted concerning the request for a small. er sLgn. After lengthy discussion had taken place, Mayor Rozzi remarked that if there were no objections, he would like to have a meeting arranged with the Callan ConstructLon Company and requested City Attorney Lyons to look into any means that there may be available for the removal of this sign. City Attorney Lyons stated he would check the matter. Communication dated June 28, 1956, was received from the law office of Joseph F:. Mannion, requesting a stop payment on any monies due and owing the Oscar ~ayor Construction Company from the City of South San Francisco because of monie!s owing to his client, Mr. La Flour, by the Oscar Rayor Company. Director of Public Works Goss remarked tha: all work had been completed by the Ray0r Company. Mayor Rozzi then requested the Director of Public Works to notify the writer of the letter concerning this information. Communication dated June 29, 1956, was received from Gerald L. Cruise, tender- ing h~slresignation as a member of the Police Department, effective July 16, 1956. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the resignation be accepted and placed on file, and that a letter be sene to him commending him for his services. Communication dated July 9, 1956, was received from Vergil Nieri requesting permission for the installation of soft drink machines and candy machines in the P'ablic Library and Recreation Centers within the City. Mayor Rozzi re- marked that if there were no objections, uhis matter would be referred to the Librarian and Supt. of Parks am4 Recreation. No objections were registered. Notice dated July 2, 1956, was received from the secretary of the San Mateo County Boundary Commission concerning the proposal to annex all of Blocks 52 ard 56, Abbey Homestead Association, owned by Thomas Callan, to the City of D~ly City. Councilman Rocca moved, seconded by Councilman Ryan and regu- larly carried, that the communication be ~ccepted and placed on file. Communication dated June 28, 1956, was received from the Division of Highways reporting on the request as made by the City of South San Francisco concern- ing ~he closing of the grate on top of the storm drain at E1 Cortez Avenue as well as the construction of additional drainage facilities throughout the subdivision. Mayor Rozzi remarked that if there were no objections, this communication would be accepted and placed on file, with the request that the Director of Public Works send a letter concerning the subject matter to the residents of Francisco Terrace. No objections were registered. Inter-office memorandum dated July 12, 1956, was received from the Director of P~blic Works concerning final acceptance of Mission Road and Chestnut Avenr improvements, recommending that the work be accepted pursuant to the 1911 Improvement Act Proceedings. City Attorney Lyons remarked that tentative approval could be given and the Director of Publ~ Works be instructed to prepare the assessment report. Councilman Rocca-/~oved, seconded by Council- man Lucchio and regularly carried. Inter-office memorandum dated July 11, 1956, was received from the Director of Public Works concerning the final app?oval of the Spruce, Baden and Orange Aver.ue widening, recommending that the City Council accept the work and aut~orize final payment to the contractor. Mayor Rozzi remarked that there were three others which could be taken up at this time which were the final acceptance of Francisco Drive access to E1Camino Real, the Spruce Avenue re- surfacing and the'Avalon Drive left tur~ access to Junipero Serra Boulevard, each of which appeared in a memorandum from the Director of Public Works dated July 16, 1956, with r~cmendatio~ that the work be accepted and final payment authorized. Councilman Lucchio moved, seconded by Councilman Ryan and regularly carried, that the work be accepted and that the notice of com- pletion as required be filed. Director of Public Works Goss then remarked that he had recommended in his memorandz that the ten percent be retained beyond the 35 days after the City Clerk had filed the notice of completion. Councilman Ryan then moved, seconded by Councilman Rocca and regularly car- ried, that the recommendation of Mr. Goss regarding the charges be accepted. Inter-office memorandum dated July 11, 1956, was received from the Director of Public Works concerning the Brentwood shopping area street widening. Accompanying his memorandum was an estimate of cost for the work. Mayor Rozzi remarked that if there were no objections, the memorandum m~l estimate would be accepted and placed on file. ~o objections were registered. In,er-office memorandum dated July 5, 1956, was received from the Director of Public Works, concerning the Dimond tract rezoning, reporting that it was in the vicinity of the Cow Palace, adjacent to Geneva Avenue, and inasmu as it was relatively distant from the City and would not materially affect South San Francisco, a reply was not needed at the hearing as previously recommended by the Planning Commission. Councilman Rocca moved, seconded by ~ouncilman Lucchio and regularly carried, that the memorandum be accepte~ and placed on file. Inter-office memorandum dated July 10, 1956, was received from the Planning Co~ssion concerning the Use Permit application of John Faraudo, in which they rescinded their previous Use Permit No. 602, recommending that the request as made by the applicant be denied. Councilman Rocca moved, sec- o~ded by Councilman Lucchio and regularly carried, that the' recommendation of the Planning Commissiun be accepted. Ir.her-office memorandum dated July 10, 1956, was received from the office of the City Clerk concerning salary adjustment request for Louise Elliott, Senior Account Clerk in his office. Councilman Ryan moved, seconded by Councilman Rocca, that the recommendation of the City Clerk be accepted. A: the request of Councilman Lucchio, a brief explanation concerning the request was given by the City Clerk, after which motion as made and seconde was regularly carried. MICHAEL BROUGHALL: SEWAGE PLANT-P-oeo Inter-office memorandum dated July 3, 1956, was received from Acting Supt. of Public Works David CorSiglia, recommending the employment of Ralph Davis, Gene Lazzari and Cyril Rossi to the Street Department, subject to their passing the necessary medical examination. At this time, Councilman Lucchio moved that the items 7 (b), 7 (c) and 7 (d) under Personnel Reports be held over until such time as a report was received from the Personnel Clerk showing the el!,~ible list and the grades on the written and the oral examination,so that the;Council could study them. Councilman Rocca seconded the motion, which was regularly carried. The items were as follows: 7 (b) Maintenance Men Appointments, a recommendation having been received from the Acting Supt. of Public Works dated July 3, 1956, recommend-ng the employment of Ralph Davis, Gene Lazzari and Cyril Rossi as members of the Street Department, subject to their passing the necessary medical examination; 7 (c) Inter-office memor- andum dated July 10, 1956, as received from the Acting Supt. of Public Works recommending the employment of Philip Scannell as Maintenance Man in the Street Depart~.ent subject to the passing of the necessary medical examination; and 7 (d) Inter-office memorandum dated July 1l, 1956, as received from the Supt. of Sar_itation Henry Schweining, recommending the employment of Michael Brougkzll as relief operator at the Sewage Treatment Plant, subject to the passing of his medical examination. Ail of the above appointments were to be on a probationary period. SICK LEAVE Inter-office memoranda dated July 11, 195B, were received from Ramona Johnson, RAMONA JOHNSON: ~-o00 Stenographer Clerk in the City Clerk's office, and Pearl Manchester, Stenographe Clerk in the Department of Public Works office, both of which requested one SICK LEAVE day sick leave to be granted for the day that each was absent from duty. Mayor PEARL MANCHESTER: Rozzi remarked that inasmuch as both communications concerned the same subject P-O05 matter, they would be referred to their respective department heads for a written report to be submitted to the Coumcil. MONTHLY REPORTS :~- ALCOHOLIC BEVERAGE APPLICATION FOR LICENSE TRANSFER: GOOD AND WELFARE: ~-oo~' Monthly reports were received from the office of the Building Inspector, Polic~ Department, Librarian, all of which were for the month of June, 1956, and from the County Health Department for the month of May, 1956. Councilman Rocca moved, seconded bF Councilman Ryan and regularly carried, that the reports! as submitted be accepted and placed on file. Application for transfer of alcoholic beverage license was received from the Department of Alcoholic Beverage Control, as applied for by the owners of the Brentwood Lounge, along with an application for alcoholic beverage license as appiied for ~y Alfred Catanz and Richard Catanzaro. A brief discussion followed concerning the location of the Catanz and Catanzaro establishment, after which Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the applications be accepted and placed on file. Mayor Rozzi then asked if any of the Court, il members had anything they wished to offer under Good and Welfare. Councilman Ryan brought up the unsightly cond£sion of the two lots at the corner cf Grand Avenue and Westview which were full of weeds, requesting to know whether or not the subdivider owned the property or the City. Councilman Lucchio r~narked that this would come under the weed abatement program presently under way. WI NSTON MANOR SEWER BOND: ~-O go Mr. Lester Kelting, present in the audience, then asked concerning the Winstor Manor sewer bond issue and the meeting which was to be arranged. City Attorn~ Lyons briefly explained the receipt of a letter from the Stoneson Development Compan~ and the bond which was to be renewed, fmrther remarking that he would check with Stoneson the following mornin4 concerning the filing of the bond. After !discussion, Mayor Rozzi i~tructed the Director of Public Works to pro- ceed with the arrangements for a meeting with the developers without the necessity of their attorney being presen5. Councilman Ryan requested the Director of Public Works and City Attorney and any other official to keep himself and other members of the Council advised of the progress, with a re- quesz for a running report. Mr. Kelting of the Winston Manor Home Owners Association asked the Director of Public Works to keep in touch with their engineer also. ROSETTI INQUIRY RE PLANNING COM.: CIRCLE COURT TRAFFIC STUDY; REFUSE IN CITY LANES:D-/~ Mrs. Josephine Rosetti then asked concerning the matter of salaries to Plan- ning Commissioners, stating that possibly better service would be rendered if ~'ney were given salaries. Mr. James Claar brought to the Council's attention a formal request from the residents of Circle Court for a traffic study to be made due to the i~lux of traffic in the area. Mayor Rozzi requested the Police Chief to make a traffic study and to submit a report to the Council. Mrs. Lesko then brought to the Council's attention refuse and garbage which ha~ been allowed to remain on some of the City's lanes, stating that in the lame next to her home, the same refuse was allowed to remain there for some three months. She also asked concerning whether or not the City forces woul, pick !up if it were not picked up by the Scavenger Company.
