Counckl Chambers, City Hall The mee=ing was called to order by Mayor Eozzi at 8:00 p.m. Pledge of Allegiance to the Flag was recited, after which invocation was given by the Rt. Rev. Monsignor Egisto Tozzi of All Souls Catholic Church. Prese:l~: Councilmen G. J. aozzi, Andrew Rocca, and Leo J. Ryan. Absen=: None E m:ilio Cortesi, Francis Lucchi At th~s time, Mayor Rozzi briefly remarke~ concerning Student Government Day, expresskng his thanks to the Junior Chamber of Commerce for their work on this annuak event. He then introduced the stuoents and the departments they rep- resented. Mayor 2ozZi then asked if there were any ~rrors, corrections or omissions to the m~nutes of the regular meeting of. April 15, 1957. Councilman Rocca moved, secondeC by Councilman Lucchio and regularly carried, that the minutes be ap- proved ~s submitted. Mayor ~ozzi remarked that the Council would take up first the approval of the regul~= claims, after which individual action would be taken on two others which =equired separate approval. Counclltan Ryan moved, seconded by Coun- cilma~. Rocca and regularly carried, that the regular claims as submitted be approv~ for payment. Claim ch~ted April 30, 1957, was received from the Fay Improvement Company for work completed to date at Industrial Park Unit No. 1. This claims was in the amount; of $16,873.01 and carried the approval of the firm of Wilsey & Ham and Dlrecl;or of Public Works Louis Gess. Councilman Rocca moved, seconded by Counc~kwan Ryan and regularly carried, that the claim be approved. The lLst claim for Council attention concerned San Marco County Tax Bill No. 15~15A in the amount of $493.84 in payment of the City's special assessment on Parcel 14 per Assessor's Map No. 28. C)uncilman Lucchio moved, seconded by Co~ncilman Ryan and regularly carried, that the claim be approved and the City Ckerk instructed to write to the Board of Supervisors, making a request for a l'efund of the penalty and costs sinc9 the bill had been received after the dekinquent date. Mayor Rozzi remarked that the public hearing for the Downtown Parking District was scl.eduled for the following night's me,ting with no action to be taken at this tkwe. At tht.s time, City Attorney Noonan asked if it would be permiss~ble to take up item 10a under Personnel Reports, which concerned the resignation of Officer A. J. Stewar~ inasmuch as the resigned offtcer's attorney Mr, Emmet Hagerty was pr~,sent in the audience. A brief disc'Assion took place, at which time the City Attorney mentioned that it was his opinion that the effective time of the resignation was at the time that it wa~ presented to the department head. He suggested that a hearing be set by the ~ersonnel Board to determine the effective time of the resignation and that at this hearing, both he and the attorney for the resigned officer could be present to state their views. Coun- cilmen Ryan then moved that the City Attorney'm advice be accepted, that the resign~tion stand as such and that a hearing be given before the Personnel Board ~s suggested and further action taken as necessary after the Personnel Board Lad reviewed the case. Councilman L~cchio seconded the motion, remark- ing tilt the only point concerned with was the ~egality of the resignation. Discuf~ion followed, after which Councilman Rocca remarked that the Council's action in no way rescinded the resignation in any way. City Attorney Noonan state~ that the status would be the same. Motion as made and seconded was regularly carried. Procee~ing on to resolutions, City Attorney Noonan explained the only one ready for Council action at this time, concerning the installation of stop signs on 4th Lane at Walnut Avenue. Councklman Cortesi introduced: "A RESOL- UTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO WITH RESPECT TO THE INSTALLATION OF A STOP SIGN AT THE INTERSECTION OF 4TH LANE AND WALNUT AVE~'. Roll call vote was as follows: ~yes, Councilmen Rozzi, Rocca, Ryan, Cortes! and Lucchio. City Attornqy Noonan then explained an ord2nance which had been prepared for introduction and first reading this ev,~ning and concerned the establish- ment of a one way street on 4th Lane between Spruce Avenue and Walnut Avenue. After an explanation concerning the waivin~ of detailed reading and intro- duction by title only, Councilman Lucchio ~toved, seconded by Councilman Cortesi and regularly carried, that the detailed reading be waived and the ordinance intro~ced by the reading of title only. City Attorney Noonan then read the title of the ordinance, after which Councikman Ryan moved, seconded by Coun- cilman L~cchio and regularly carried, that the ordinance be introduced. TANFORAN COMPANY USE PERMIT: The next item for Council action concerned Use Permit No. 709, as applied for by the Tanforan Company, Ltd., reques=ing permission for the construction of three 56-stall barns and one 44-stall barn on Parcels 7a and 8, Zone E, Acreage, subject to certain conditions. Councilman Rocca moved that the recom~e~dation of the Planning Couission be accepted as submitted, subject to the restrictions imposed by the Planning Commission. City Attorney Noonan suggested that the use permit be contingent upon the filing of an agree~eat or covenant. Councilman Ryan seconded the motion, which was regu- larly carried. Discussion followed concerning the subject matter. FRANK ESERINI RESIGNATION - CERTIFICATE OF MERIT: Co~mu~lcation dated April 23, 1957, was received from Frank J. Eserini, ten- derin~ tis resignation as a member of the Planning Commission, due to the press off his regular employment. CounciL.an Ryan moved, seconded by Councilma~ Rocca ~d regularly carried, that the res~gnation as submitted be accepted and t~ a Certificate of Merit be issued to Mr. Eserini. RESOLUTION NO. 705 Resoluteon No. 705 was received from the Planning Commission advising of the RESOLUTION OF INTENTION intention to amend Ordinance No. 353 to cearify parking requirements in "~' TO AMEND ZONING_~ Distric~s. Councilman Ryan moved, seconded by Councilman Rocca and regularly ORDINANCE #353: ~U carried, that th® recommendation of the Planning Commission be accepted. JOE A. SALAZAR USE PERMIT: BALDI USE PERMIT: Use Pe~it Resolution No. 712, as applied for by Joe A. Salazar, was received from ~e Planning Commission, recommendinf that permission be granted for the erectkoa of a second single family dwelling on the rear of the lot located at 857 Olive Avenue. Councilman Ryan moved, seconded by Councilman Rocca and regul:~=ky carried, that the recommendation of the Planning Commission be accepted. Use Pe=~it Resolution No. 713, as applied for by Mr. and Mrs. Joseph Baldi, was received from the Planning Commission, recommending that permission be granted for the erection of a second single family dwelling on the front one h~ff of the lot located at 423 Lux Avenue. Councilman Ryan moved, sec- onded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepted. KNEESE USE PERMIT: COUNTRY MEADOWS SUBDIVISION TENTATIVE ]LaP: Use Pc=nit Resolution No. 714, as applied for by George A. ~neese, was re- ceived from the Planning Commission, recommending that permission be granted for tlc erection of a building to be used a~ a tavern for on sale liquor estabekshment at 107 Grand Avenue. Discu~ion followed, after which Coun- cilma~. Lucchio moved that the use permit be denied. ~rther discussion took.pk~ce Concerning the redevelopment of that area into a more suitable commercial district. Councilman Ryan seconded the motion and, after further discuss~ion, Mayor Rozzi remarked that the :~otion be amended to include that the property owner be advised of the reasons for the Council~s action, that the use was denied, but that the applicati.~n would be referred back to the Plannk~.g Commission, in the event the property owner wished to make another use of the property. Motion as made, seconded and amended, was regularly carrie~. Councilman Cortesi abstained fro~ vOting. Commun~cati°n dated April 25, 1957, was received from the South San Francisco Unifie¢ School District, disapproving the ;entative map of Country Meadows Subdivision. Mayor Rozzi remarked that if there were no objections, the City Manager would reply to the communication as submitted by the Governing Board of the School District. No objections were registered. BUR1 BUR1 #3 PETITION: JOINT DEVELOPMENT CITY & SCHOOL RECREATION AREAS: Petition form of communication dated April 30, 1957, was received from the residents of Buri Burl #3, requesting the City to do something towards re- quiring the subdivider to install proper d~ainage facilities and recompact the land in the subdivision. Discussion f~llowed, at which time the Mayor and members of the Council explained to some off the residents present in the aud- ience the action which had already been taken by the City in instructing the Director of Public Works to make a study amd to notify the developer that if the corrections were not made, the City woqld order the work done and collect against the bond. In answer to Mayor Rozzk's question, Director of Public Works Lo,is Goss stated that he had communicated with those responsible, in- formin~ them that the City would have the york done thirty days after April 19t! if they did not do it themselves. Further discussion took place, after which Mayor Bozzi stated that the City would commence work after the thirty-day limit if it ~e:e not done sooner. Inter ~ffice memorandum dated May 1, 1957, was received from the office of the City Manager concerning the joint development of City and School recrea- tion a:~eas. Councilman Ryan moved, seconded by Councilman Lucchio and regularll carrie3, that the City proceed with the development, first of the Martin Primary School and second, with the E1 Rancho School, and that the Recreation Commission be advised of the Council's actkon. PURCHASE OF 2800 FT. FIRE HOSE FROM AMERICAN RUBBER CO: Inter offfice memorandum dated April 30, 19~7, vas received from the office of the C2ty Manager, submitting a compilat~o~ of bids received for 2800 feet of fire lose and recommending that the pu~be made from the American Rubber Company. Councilman Rocca moved, seconded by Councilman Lucchio and regularly carried, that the recommendati~n ~f the City Manager be accepted. LINDENVILLE SANITARY SEWER PLANS AND SPECIFICATIONS: RAILROAD AVENUE IMPROVEMENTS - ADDITIONAL WORK: Inter orifice memorandum dated May 1, 1957, vas received from the office of the Director of Public Works, submitting plans, specifications and cost estimate for the construction of a proposed interce~tor sewer in Lindenville. Mayor Rozzi remarked that if there were no objections, the matter would be held over. No objections were registered. Inter offffice memorandum dated May 1, 1957, vas received from the Director of Public Works, recommending that additional work in the amount of $5,704.70 be approved on the Railroad Avenue Improvement. Discussion followed, after which CounciLu&n Rocca moved, seconded by Councilman Lucchio and regularly carried, that th~ recommendation of the Director of Public Works be accepted. Councillan Cortesi moved, seconded by Councilman Lu¢chio and regularly car- ried, that the recomendation of the Director of Public Works be accepted. Inter office memorandtm dated April 25, 1957, was received from the Director of Pu%l~c Works, recmsmending that per~is~ion be granted to the School Distr~ct to conn~ct the proposed McClellan and Crocker Schools sewer connections to the C=~y sewerage system, subject to certain conditions, and that both sites be anne=ed to the City prior to giving permission for the connections. Mayor Eozzi =~marked that if there were no objections, this matter would be held over fo= study by the City Manager, City Attorney and Director of Public Works. No o~ ections were registered.. Inter office memorandum dated April 12, 1~57, was received from the Superinten- dent of Sanitation, Henry Schweining, reco~mending a refund in the a~ount of $915.5~) for 1956-57 sewer rental charges, to be made to Shop Towel Service and S~pply Company. Councilman Lucchio moved, seconded by Councilman Hymn and regularly carried, that the refund in the amount of $915.50 be made to the Shop To~l Company. CommU~cation dated April 24, 1957, was received from the office of the City Clerk, concerning application for business license as submitted for St. Vlncen~ de Paul Society to conduct a Salvage Bureau, recomending the waiver of license fees. Councilman Ryan moved, s~conded by Councilman Lucchio and regul~,rly carried, that the recommendation of the City Clerk be accepted and the license fee waived. Inter office me~mrandma dated April 23, 1957, was received from the Recreation Commission, advising of the election of of:~icers for the year 1957. Mayor Rozzi remarked that if there were no objec~ions, the com~unication would be accepte~ and placed on file. No objections were registered. Councilman Ryan at this time asked City Manager Aiello to give the Council What infor~atiOn was available concerning she installation of traffic signals at E1 Caaino Real and Chestnut Avenue. City Manager Aiello stated that the contract had been let, ~aterial was to be sh~pped, and work should be com- pleted prior to July 1, 1957. The resi~nations of A. J. Stewart dated Ap=~l 16, 1957 and Frank W. Gent dated April 17, 1957, together with co~Hn~cation dated April 22, 1957, as received from E met F. Hagerty, attorney representi~g Alfred Stewart, having earlier in the m-oting been taken care of, were only acknowledged at this time. Communication dated April 17, 1957, was received from the office of the Police Chief, commending Charles Lema, a member of the Street Department, for his prompt action and honesty in turning in a lost wallet containing $475.00. Members of the Council conended Mr. Lema for his honesty in the matter. Inter office memorandum dated April 23, 1957, was received from the Superin- tendent of Parks and Recreation, recommendhng ten days additional sick leave be gra~ted to Gino Venturi, Park Department employee. Mayor Roszi remaxked that if zhere were no objections, the communication would beacCeptedandplaced on file. No objections were registered. Inter office memorandu~ dated April 24, 1957, was received from the office of the Ci=y Manager, reco~ending the permanent appointment of Joseph Bertoldi in his peRi,ion as laborer, as of March 15, 1~57, and likewise notifying the Council =hat he will complete one year as Custodian on September 4, 1957. Mayor ~ozzi remarked that if there were no objections, thiswould be accepted and placed on file. No objections.were registered. Inter office memorandum dated May 1, 1957, was received from David Corsiglia, Acting Skperintendent of Public Works, recom~ending the per~anent appointment of Publkc Works Foreman Hugo Stoppoloni as of May 1, 1957. Mayor Rozzi re- marked =hat if there were no objections, tbs communication would be accepted and pl&ced on file. No objections were registered. Mayor ~ozzi then asked if any of the Council members had anything they wished to offer unter G~od and Welfare. No suggestious were received. He then asked if anyone un the audience had anything they wished to offer. The following res- idents of South San Francisco, present in tae audience, spoke on the problem of jet planes at the International Airport .and the danger to which the City would be exposed and requesting that the Co'~ncil take some action concerning the matter. CHARLES LERA CO~fl~ENDAT ION: .600 Communication dated April 17, 1957, was received from the office of the Poll, Chief, comending Charles Lema, a member of the Street Department, for his prompt action and honesty in turning in a lost wallet containing $475.00. GOOD AND WELFARE: JET PLANE PROBLEM: Kayor Rozzi then asked if any of the Council members had anything they wishe offer under G~od and Welfare. No suggestions were received. He then asked anyone in the audience had anything they wished to offer.
