ROLL CALL: Present: Councilmen G. J. RozZi, Andrew Rocca, Leo J. Ryan and Patrick E. Al Absent: Councilman Emilio Cortesi. MINUTES: Mayor Rozzi asked if there were any errors, omissions or corrections to the minutes of the regular meeting of May 5, 1958, and the special meeting of May 12, 1958. Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the minutes of the regular meeting and special meet- ing be approved as submitted. CLAI MS: Mayor Rozzi then asked if there were a motion for approval of the regular claims as submitted. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the regular claims as presented and audited by the Clerk's office be approved for payment. WILSEY & HAM CLAIM, HARBOR WAY ASSESS. DISTRICT: The Council then took separate action on the claim of Wilsey & Ham dated April 30, 1958, in the amount of $6,519.60, representing payment on assess- ment roll, inspection and engineering for the Harbor Way Assessment Distric' Councilman Rocca moved, seconded by Councilman Ahern and regularly carried, that the claim as approved by the Director of Public Works be approved for payment. PUBLIC HEARING, MADRONE AVENUE IMPROVEMENT: The first item for Council attention was the public hearing on the Madrone Avenue Improvement. Mayor Rozzi opened the public hearing, asking if any written protests had been received, to which City Clerk Rodondi replied that none had been received. Mayor Rozzi then asked if anyone in the aud- ience wished to register a protest. None were registered. Councilman Ryan then moved, seconded by Councilman Rocca and regularly carried, that the public hearing on Madrone Avenue be closed. RESOLUTION NO. 2638 COMMENDING SO. S.F. HIGH SCHOOL TEAM FOR WINNING TRACK CHAMPIONSHIP: Proceeding on to the matter of resolutions, City Attorney Noonan explained the first which was ready for Council action, after which Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING THE TEAM, COACHES AND MANAGER FOR WINNING THE 1958 PENINSULA LEAGUE DUAL TRACK MEET CHAMPIONSHIP AND AUTHORIZING ISSUANCE OF INDIVIDUAL CERTIFICATES OF RECOGNITIOW'o Roll call vote was as follows: Ayes, Councilmen Go J. RESOLUTION NO. 2639 COMMENDING RECREATION COMMISSIONER MORRIS EISENBREY: City Attorney Noonan then explained the next resolution, after which Coun- cilman Ryan introduced: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOIYI SAN FRANCISCO COMMENDING MORRIS EISENBREY FOR HIS SERVICES AS A MEMBER OF THE RECREATION COMMISSION AND AUTHORIZING ISSUANCE TO HIM OF A CERTIFIC~ OF RECOGNITION". Roll call vote was as follows: Councilmen G. J. Rozzi, Andrew Rocca, Leo J. Ryan and Patrick E. Ahern. Absent: Councilman Emilio Cortesi. RESOLUTION NO. 2640 COMMENDING JOHN GARDNER, JR. ON GRADUATION FROM ANNAPOLIS: The third resolution for Council attention was then taken up by Mayor Rozzt who read the resolution in its entirety and which commended John Thomas Gardner, Jr. on being commissioned Ensign U. S. Navy upon graduation from Annapolis. Councilman Rocca then introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING AND CONGRATULATING JOHN THOMAS GARDNER, JR. ON BEING COMMISSIONED ENSIGN UNITED STATES NAVY UPON GRADUATION FROM ANNAPOLIS". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Rocca, ~eo J. Ryan and Patrick E. Ahern. Mayor Rozzi then presented the resolu- tion to the parents, Mr. and Mrs. Gardner, who were present in the audience RESOLUTION NO. 2641 MEMORIAL DAY SPECIAL OBSERVANCE: The next resolution as explained by the City Attorney concerned the obser- vance of Memorial Day. VFW POST NO. 4103: RESOLUTION NO. 2647 REDEVELOPMENT AGENCY: ~/~ ~ ~, RESOLUTION NO. 2648 CONFI RMI NG APPOINTMENT OF REDEVELOP~IENT AGENCY MEMBERS: VIEW MONT TERRACE SUBDIVISION, LOCATION OF SANITARY SEWER AND STORM DRAINS: City Attorney Noonan at this time explained that before the next resolution was adopted, the Council should take some action on the declaration of the bids which were received for the improvement work to be done on Madrone Avenue. Director of Public Works Louis Goss explained the bids received, stating that O. C. Jones & Sons were the low bidder, recommending that the contract be awarded to that firm. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the contract be awarded to the low bidder, O. C. Jones & Sons. City Attorney Noonan then explained the resolution prepared, after which Councilman Ahern introduced: "A RESOLUTION OF AWARD OF CONTRACT - MADRONE AVENUE". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Rocca, Leo Jo Ryan and Patrick E. Ahem. Absent: Councilman Emilio Cortesi. City Attorney Noonan then explained the next resolution concerning the matter of the Madrone Avenue Improvement, after which Councilman Rocca intr duced: "A RESOLUTION DESIGNATING COLLECTION OFFICER - MADRONE AVENUE". Roi call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Rocca, Leo J. Ryan and Patrick E. Ahern. Absent: Councilman Emilio Cortesl. City Attorney Noonan then explained to the Council the proclamation he had prepared designating May 23 and May 24, 1958, as "Poppy Days" in the city. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the Mayor proclaim May 23 and 24, 1958, as "Poppy D~ys" in South San Francisco. There being no ordinances for'Council attention at this time, the Council proceeded on to the matter of unfinished business, taking up first the appl cations for business licenses which were as follows: W. A. Imperatrice - Barsanti & Raffaelli - Oliver C. Sass - carpentry janitorial rug cleaning Mayor Rozzi remarked that if there were no objections, these applications would be held over pending the preparation of an ordinance for Council action concerning such applicatl0ns, and that in the meantime, the City Attorney and City Manager would give this further study. No objections wer registered. The Council then took up the last item under unfinished business concerning the sewer claim of Mr. and Mrs. Steinkamp, residents of Winston Manor No. 1 After brief discussion, City Attorney Noonan remarked that he had prepared a motion concerning the matter, which he read as follows: "Move that the City Manager be authorized to negotiate settlement of claims within the limits prescribed in Resolution No. 2583 and in his discretion include or exclude the Steinkamp claim. Upon settling the said claim, the Mayor is hereby authorized to execute document with Stoneson Development Company and Fred Berretta for deposit of monies in escrow in the sum of $9,293.95, and for installation of the Arlington Avenue by-pass sewer." Councilman Ryan moved that the motion as read by the City Attorney be adopted. Coun- cilman Rocca seconded the motion, which was regularly carried. Communication dated May 8, 1958, was received from Mr. Paul Kokezas, Com- mander of South San Francisco Veterans of Foreign Wars Post No. 4103, con- cerning the recent 12th District Convention, extending their appreciation to the city for their support, and offering the organizations assistance i~ any way they could be of help.to the city. Councilman Rocca moved, seconde by Councilman Ryan and regularly carried, that the communication be accepte and a letter of appreciation forwarded to the Commander and his Post. At the request of Mayor Rozzi, the Clerk read the communication received in fu The next item for Council attention concerned the matter of the Redevelopme Agency, with consideration at this time of suggested by-laws and resolutio~ establishing the agency in accordance with the requirements of Federal laws City Attorney Noonan explained a resolution which he had prepared and which was recommended by the Agency, after which Councilman Rocca introduced: "A RESOLUTION DECLARING THAT THERE IS NEED FOR A REDEVELOPMENT AGENCY TO FUNCTION IN THE CITY OF SOUTH SAN FRANCISCff'0 Roll call vote was as follov Ayes, Councilmen G. Mayor Rozzi at this time appointed the following persons to the Redevelopme Agency, listing their terms of office as well: Mr. F. D. Upon the question of a resident of Buri Buri #3.(Country Club Estates), dis- cussion followed concerning the method of recovering private and public damages as a result of earth slides in the subdivision. There being no objections, Mayor Rozzi stated that with respect to the matte of Park Avenue Heights, the Director of pUblic Works would get a complete report from Woodward Clyde on the soils tests already made, the firm of Danes & Moore would be hired to conduct their tests, submitting a report, wi~h the cost to be borne by the Callan interests, they having agreed to pay up ~o $400.00 on this cost, the Director of Public Works to complete his own survey and report with all material to be presented at a future study meet- ing, notification of the meeting to be made to all interested parties by the Director of Public Works. Couacilman Rocca asked Michael Callan, present, if he were agreeable to having Dames & Moore do the work with the cost to be borne by his company. He said he was, up to $400.00. CounciLman Rocca then asked the City Attorne to prepare a letter for Mr. Callan's approval of this work. Mrs. Amorose of Winston Manor asked concerning the report of the tests con- ducted by Woodward and Clyde with regard to the location of the culvert.
