Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting to be held at: CITY HALL CITY MANAGER'S CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA 94080 TUESDAY, MAY 12, 2015 5:00 P.M. 1. Call to Order. TIME: 5:00 P.M. 2. Roll Call. PRESENT: Councilmembers Gupta, Matsumoto and Normandy, Vice Mayor Addiego, Mayor Garbarino ABSENT: None. 3. Public Comments—comments are limited to items on the Special Meeting Agenda. None. 4. Agenda Review. No changes. 5. Study Session: Revised Plan for Grand Avenue Library Outdoor reading and program room and exterior walkway modifications. (Valerie Sommer, Library Director). Library Director Sommer reviewed the previous plans for the Grand Avenue Library outdoor reading room. In the last discussion, the Council expressed concerns with the lighting, security of the room and its use during all seasons of the year. Group 4 Architect Merkes revised the room design to address these concerns as depicted in a slideshow that was presented to Council. Councilmember Normandy queried whether LED or solar powered lighting would be used in the new fixtures. She also questioned how security issues would be addressed. Public Works Director McMinn explained that efficient LED wall packs would be installed for outdoor lighting. In regards to the security of the room, there was discussion of an unmanned surveillance camera. City Manager Futrell noted that the IT and Police Departments would need to work together on this issue. Councilmember Gupta asked how the design accommodates use during all seasons. Ms. Merkes explained that the room was tested in various types of weather. She advised a retractable awning would address sun and rain and the building walls would provide cover from wind. Weather resistant furniture would also be used in this space. Director Sommer provided revised calculations for the project's budget. Councilmember Matsumoto asked to clarify the City's additional funding obligation. City Manager Futrell explained the current budget status related to Measure A funding. He stated the City would have to utilize reserves to fund any remaining costs. At Vice Mayor Addiego's request, Ms. Merkes showed visuals of the awning to the Council and explained that the awning is telescoping, retractable and would only cover roughly a third of the outside room. Vice Mayor Addiego stated the front Library steps are of immediate concern and should be considered separate from this project. Mr. McMinn stated the stairs could be repaired and restored. Councilman Gupta requested clarification as to whether Council could move forward with all phases despite funding not being solidified. Mr. Futrell suggested that Council move forward with the design as funding is collected. Council requested a follow-up meeting on the preliminary design of the outdoor room and an adjusted budget and time frame for the project. 6. Adjournment.
