CALL TO ORDER: TIME: 7:04 P.M. ROLL CALL: PRESENT: Councilmembers Gupta Matsumoto and Normandy, Vice Mayor Addiego and Mayor Garbarino. ABSENT: None. PLEDGE OF ALLEGIANCE: Led by Vice Mayor Addiego. AGENDA REVIEW The City Manager recommended postponement of Item 5. Council agreed. PRESENTATIONS • Recognition of Daniel Perez as the 2015 Jack Drago Youth Art Scholarship Award Recipient presented by Mayor Garbarino. Cultural Arts Commissioner Bertoldi accepted the award on behalf of the 2015 Jack Drago Youth Art Scholarship Award Recipient, Daniel Perez of South San Francisco High School. Commissioner Bertoldi explained the Scholarship is awarded annually in honor of former Mayor Jack Drago to a student who plans continuing education in the Arts. PUBLIC COMMENTS None. COUNCIL COMMENTS/REQUESTS Vice Mayor Addiego advised the community of an upcoming e-waste event that would take place at the Main Fire Station at Spruce and Canal. The Vice Mayor also noted the expansion in the number of Biotech companies operating in the City and advised of the contingent of City staff and elected officials that would represent South San Francisco in the Bio Conference in Philadelphia during the upcoming week. The Vice Mayor closed by requesting that the meeting be adjourned in honor of Doris St. John, Library Commissioner Turnberg's mother. Councilwoman Matsumoto requested review of procedures pertinent to larger projects and developments that move through the Planning Division. CONSENT CALENDAR 1. Motion approving the Minutes of meetings of May 27, 2015. 2. Motion confirming payment registers for June 10, 2015. 3. Motion to waive reading and adopt an Ordinance to modify regulations related to Massage Establishment Uses Citywide, and determination that no further Environmental Review under CEQA is required, in accordance with South San Francisco Municipal Code Chapters 20.460 and 20.550, and related revisions to Chapter 10.46 of the South San Francisco Municipal Code. (Rozalynne Thompson, Associate Planner). 4. Resolution No. 48-2015 calling a General Election, setting candidate statement requirements pursuant to section 13307 of the California Elections Code, requesting: (1) that the Board of Supervisors of San Mateo County consolidate the General Election with the Regular Election to be held on November 3, 2015; and (2) that the County Registrar perform certain Election Services in connection with such Election including conducting the November 3, 2015 Election for the City of South San Francisco wholly by mail pursuant to the pilot program authorized by Assembly Bill 2028 ("AB 2028") if all other affected jurisdictions also request participation in the pilot program at that Election, and authorizing the City Manager to reimburse the County for Election Services. Resolution authorizing renewal of a contract for Telecommunications Engineering and Police Information Technology Management Services for a three year term in an amount not to exceed $572,769.89. (Jeff Azzopardi, Chief of Police). 6. Resolution No. 49-2015 authorizing a contract for Police Radio System Engineering and 24/7 Maintenance Services for a three year term in an amount not to exceed $170,460.00. (Jeff Azzopardi, Chief of Police). 7. Resolution No. 50-2015 supporting the US 101 Produce Avenue Interchange Project, submitting an application for San Mateo County TA Measure A Highway Program Funding for the preparation of the Project Approval and Environmental Document Phase, committing approximately $150,000 in non-federal match, and assuring to complete the project phase. Resolution No. 51-2015 supporting the Railroad Avenue Extension Project, submitting an application for San Mateo County TA Measure A Highway Program Funding for the preparation of the Preliminary Planning and Project Initiation Document Phase, committing approximately $70,000 in non-federal match, and assuring to complete the project phase. (Sam Bautista, Principal Engineer). 9. Resolution No. 52-2015 supporting the US 101 Auxiliary Lane Project — between Oyster Point Boulevard Interchange and the San Francisco County Line, submitting a co-sponsored application with the City/County Association of Governments (C/CAG) for the San Mateo County TA (SMCTA) Measure A Highway Program Funding for the preparation of the Project Approval and Environmental Document Phase, and assuring to complete the project phase. (Sam Bautista, Principal Engineer). 10. Resolution No. 53-2015 approving a Cooperation Agreement between the County of San Mateo and the City of San Mateo for the Home Consortium. (Alin Lancaster, Community Development Coordinator). Motion — Vice Mayor Addiego/Second — Councilwoman Normandy: to approve Consent Calendar Items Nos. 1-3, 6 and 9. Unanimously approved by roll call vote. Item 4: Councilwoman Matsumoto requested assurances that the Council's approval of the AB 2028 All-Mail Ballot Pilot Program was contingent upon the establishment of two (2) Polling Places within City Limits on Election Day,November 3, 2015. City Clerk Martinelli advised the Resolution included language sufficient to make Council's approval of the AB 2028 Pilot Program contingent upon the existence of two Polling Places within City limits on Election Day. Further understanding of these terms was confirmed with County Assessor, Clerk, Recorder, Hon. Mark Church earlier in the week. Items 7 and 8: Regarding Item 7 and in response to a question from Councilman Gupta, Principal Engineer Bautista confirmed a 5%non-federal match was competitive with other agencies and demonstrated the City's commitment to the project. Councilwoman Matsumoto queried staff as to the contact information for the TA staff on the project. She advised she would contact the TA to assist with understanding of the significance of the project as needed. Item 10: In response to a question from Councilman Gupta, Community Development Coordinator Lancaster advised that the Cooperation Agreement was needed to accommodate the City of San Mateo's joinder of the County Home Consortium. Motion — Councilman Gupta/Second — Councilwoman Matsumoto: to approve Consent Calendar Items Nos. 4, 7, 8 and 10. Unanimously approved by roll call vote. ADMINISTRATIVE BUSINESS 11. Resolution No 54-2015authorizing the execution of a Public Works Mutual Aid Agreement with the County of San Mateo and other Cities within the County of San Mateo. (Brian McMinn—Public Works Director). REGULAR CITY COUNCIL MEETING JUNE 10,2015 AGENDA PAGE 3 Director of Public Works McMinn presented the staff report recommending approval of the Public Works Mutual Aid Agreement with the County of San Mateo and other Cities within the County of San Mateo. In recommending approval, Director McMinn commented on the collaborative nature of the cities in the County and the willingness of cities to work together. He advised this agreement which had been vetted by the Public Works Directors in the County, County Engineers Association, City Attorneys, the City Manager's Association and the Office of Emergency Services embodied the collaborative nature of work in San Mateo County. In response to a question by Councilwoman Matsumoto inquiring as to the impact of the agreement, Director McMinn advised events such as flooding that would be less region-wide in impact would be covered and reimbursement would be assured under the terms of the agreement. Motion — Councilman Gupta/Second — Councilwoman Matsumoto: to approve Resolution No. 54- 2015. Unanimously approved by roll call vote. CLOSED SESSION 12. ITEMS FROM COUNCIL—COMMITTEE REPORTS AND ANNOUNCEMENTS Councilwoman Normandy announced she would be a member of the oral interview board in the search for the San Mateo County Harbor District General Manager. ADJOURNMENT Being no further business, Mayor Garbarino adjourned the meeting at 8:40 P.M. in honor of Doris St. John.
