Councilman Borba moved, seconded by Councilman Bertuce!lJ and regularly carried, that the regular claims, totaling $131,680.00, be approved for payment. Mayor Ahem asked if there was a motion approving the claims for Parking District No. ! as submitted for payment. Councilman Mammini moved, seconded by Councilman Bertucelli and regularly carried, that the claims as submitted for Parking District No. 1, in the ~mount of $439.89, be approved for payment. Donald,,,~,._~r"-'~, representing the Advan Inc., spoke in behalf of the application, co.mment~ng that the two b]!!boards had been removed in AFri! at +.he request of "Park & Fly" ~'ho were developing the property at that time, and indicatmd that they were only requesting the reconstruction of signs which had been removed, that no addtional s[gns were being requested at this time. He stated that at the time that "Park & Fly" requested the femurs1 of the signs because of the development of their property, they ?stet found the signs were needed for identification of f. heir operations. He stated that thi~ was an important site to his company and represented a great deal of income. He further described how the signs were proposed to be constructed. Mr. Donald Gam~ma, President of the West Park Homeowners Imorovement Association, spoke in opposition to the granting of the Use Permit, stating that the businesses that have been established in South San Francisco for many years have not required gaudy signs and suggested other methods of advertising and expressed concern that if the permit were granted, similar signs would be constructed on other freeways which are being built and in planning. City Planner Daniel M. Pass commented that he would not inform Council of anything sub- jective to the billboard industry and would confine his comments to basic planning facts and professional tenet¢. Mr. Pass at this time briefed Council on the original appli- cation, UP-143, and the dec~sion of "Park & Fly" to take down two of four billboards and at this time, the Planning Commission partially approved two large appurtenant signs which would not be detrimental because of the removal of the two b~llboards. He continued by describing how neighboring cities have prohibited billboards while South San Francisco has allowed them and in the denial of UP-Ia9, the Planning Commission advocates !and use balance, further e×pla~n~ng that the Planning Commission submit~ that appurtenant signs are essential for a business to identify his property and for the past six years, have den~ed b~llboard~ focusing on Bayshore Freeway. ~. Martin Bloom, partner in '~ark & Fly" Company, spoke in behalf of the granting of UP-1 exp!ainin9 how they ori. gina!ly had decided that the removal of the two billboard~ meant better planning for e better looking park~.ng area. Mayor Ahem requested if anyone else wished to speak on the s,Jbject. There being none, Mayor Ahem closed the Public Hearing. Ccunc!!man Bertucel!i at thi.~ time moved that the Planning Com~nission's recommendation of denial of Use Permit la9 be approved and accepted and that Advan Inc., be allowed to put up appurtenant signs to advertise on the property. Councilman Borba seconded the motion, requesting that the Planning Commission deny all b..~boards within the City of South San Francisco. Motion a~ made and seconded was regula~y carried. Councilman .~ammini abstained from voting, sta.+.~ng that he was the contractor for the parking area. The next item ;,,as the Notice of Pub!~c Hearing with respect to collecting sewer rentmls on municipa! real property tax ro!!c. City Attorney Noonan stated thmt the City C!~rk has f~led the annual report charges and ~his hearing ~s set for the purpose of hearing any protests. Mayor Ahem declared thc Public Hearing opened, asking if any protests had been received to which City Cler~ Arthur Rodondi replied that none had been received by his office. Mayor Ahem then asked ~f anyone present in the audience wished to speak in protest or in favor on the matter. There being none, Mayor Ahem declared the Public Hearth9 closed. The next item was the communication dated June 18, 1970 from Wilco and Associates concerning lea~e of City property, located directly east and adjacent to the Pac~=fic Gas and £1ectric Company right of way lying between M~tchel! Avenue and the Canal. City Manager McKenzie stated that Wilco and Associates would be advised that this parcel is considered in the City's beautification program and the City is not interested ~n leasing at this time. The communication dated June 18, 1970 from Person & Swanson requesting payment for rental of Lot 28, Block 1, Person & Swanson Industrial Tract, by the City of South San Francisco wa~ the next matter for Council's consideration.
