HomeMy WebLinkAboutMinutes 1971-02-10NOTICE OF SPECIAL MEETING NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a special meeting on Wednesday, February I0, 1971, at 9:00 P.M. in the Council Chambers, City Hall, South San Francisco, California. The purpose of the meeting is to Date: Review Ordinance No. 610, entitled "An Ordinance of the City Council of the City of South San Francisco Amending Ordinance No, 261 entitled: "An Ordinance Providing for Licensing of Business Professions, Trades, Callings and Occupations in the City of South San Francisco'" and determine whether a resolution of intention to disestablish the area should be passed. February 3, 1971 ~]] ~_z~~~~]M ~r ~.'~.~..~,,,a'~ ' ' ~ ~ ~ SPECIA~ MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD WEDNESDAY, FEBRUARY I0, 1971 TIME: PLACE: CALL TO ORDER: ROLL CALL:' SUGGESTIONS CONCERNING FUTURE IMPROVEMENTS TO BUSINESS AREA: DISCUSSIONS CONCERNING ORDINANCE NO. 610: 8:00 p.m. Council Chambers, City Hall. The meeting was called to order by Mayor Ahern at 8:10 p,m. Present: Absent: Councilmen Patrick E. Ahern, Frank J. Bertucelli, William A. Borba, F. Frank Mammini and Warren Steinkamp. None At the request of Mayor Ahern, City Clerk Arthur Rodondi read the Notice of Special Meeting and the purpose for which it was being held after which Mayor Ahern asked for comments from those present in the audience. Mr. Joseph Lynch, representing a group of merchants who opposed the recently enacted ordinance, offered suggestions to the City Council as to how business could be bettered by the holding of events such as "Country Day Store" periodically, improved lighting on Grand Avenue and the reduction of sidewalk space which now exists to allow more parking. Fie likewise suggested the use of bumper stickers advertising the Downtown area after which Mayor Ahern suggested that the matter be discussed this evening as to whether or not the ordinance should be retained or del~ed. Further discussion followed after which City Attorney Noonan, at the request of Mr. Sam Musoni~gave an interpretation of the recently enacted ordinance, the purposes for which it had been enacted and the fees which were to be collected. Mr. Mu~onic then requested Mr. Les Davis, Secretary of the Chamber of Commerce, to comment on the ordinance. Mr. Davis commented on the study which had been made and the meetings which had been held by the Chamber of Commerce and some of the businessmen and the purposes for which the ordinance was intended. Mr. John Winsatt, John and Kathy's Restaurant, asked as to why only one section of the town was placed in the district rather than the whole business area to which Mayor Ahern replied that this was the manner in which it wes proposed by the Chamber of Commerce and the businessmen to the City Council. Mr. D. W. Ratto then read his letter of protest which had been submitted earlier to the City Council after which Mr. Milton Bronstein stated that a meeting such as this one this evening should have been attended by the merchants and businessmen three months ago when the earlier meetings were held. Mr. Rudy Santini expressed his thanks to those who tried to organize such an improvement area, commenting that he favored the additional fees. Mr. Thomas Bocci, representing certain merchants who opposed the ordinance, remarked that the Council was not to be criticized for the adoption of this ordinance since it followed the request of the Chamber of Commerce and certain businessmen. He remarked that over the years nothing had been done to improve business in the Downtown area and felt that this approach was a good start to this end. Further discussion followed at which time Mr. Marlo Stanghellini commented that while he opposed the ordinance in the beginning, suggested some study be made in this regard. COMMENTS CONCERN lNG INSTALLATION OF MALL ON GRAND AVENUE: SUGGESTION TO REDUCE SIDEWALKS TO ALLOW MORE STREET AREA: RECESS:- RECALL TO ORDER: SUGGESTION TO FO~ STUDY COMMITTEE: RESOLUTION N0.5492 CONTINUING REVIEW OF ORD. NO. 610 & DEFER- RING COLLECTION OF TAX: ADJOURNMENT: Councilman Bertucelli commented on the trip which the businessmen and members.~the City Council had made in 1965 to study the mall in Fresno, the meetings which had been held and the mall which had been installed in the 300 block of Grand Avenue as a result. He likewise commented on the recent improvements and remodeling in the City of Santa Cruz, suggesting to the merchants that they view this improvement for themselves. Mr. Leo Padreddii suggested that the traffic flow be increased by the reduction of sidewalks in the Downtown area which would then allow vehicular traffic to move more rapidly. Councilman Borba at this time moved that the ordinance be deleted. Mayor Ahern then suggested that if it would be agreeable to everyone, he would declare a recess in order that the matter could be discussed among those present. The meeting was then recessed at 9:03 p,m. after which it was recalled to order at 9:27 p.m, Mr. ThOmas Bocci at this time stated that he had spoken to a number of the merchants during the recess and that it was the feeling that a committee be fore, of some twenty members, ten of whom would be individual merchants not connected with the Chamber of Commerce and the remaining ten who had affiliations with the Chamber of Commerce. This committee could then meet to determine the area to be involved, the amounts to be assessed and the manner in which the money was to be spent. He at this time gave the names of those ten committee members who would be willing to serve. They were: Messrs. John Winsatt, Arthur G~i~ra, Leland Zanetti, Fred Milbr, Morris Verna, Sam Zucco, Marlo Stanghellini, Ralph Smith, Joe Ciardello and himself. He further suggested that the meeting be continued to May or June after which they again could meet with the City Council. Brief disccusion followed at which time Mr. Bronstein, as a member of the Chamber of Commerce, agreed to appoint a committee to serve jointly with those persons who were mentioned by Mr. Bocci. Mayor Ahern then asked Councilman Borba if he would rescind his motion to.which he replied that he would prefer that his motion stand. At the request of Councilman Borba for a show of hands as to those who were in favor of the ordinance and those who were opposed to the ordinance, noted that twenty opposed the ordinance and twenty-five favored the ordinance. Brief discussion then followed concerning the meetings which were to be held at which time it was agreed by the businessmen that they would make such notification of meeting dates, times and places themselves. City Attorney Noonan then briefly explained a resolution which could be adopted by the City Council after which Councilman Bertucelli introduced the resolution entitled: "A RESOLUTION CONTINUING THE REVIEW OF ORDINANCE NO. 610 AND DEFERRING COLLECTION OF TAX." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Frank J. Bertucelli, William A0 Borba, F. Frank Mammini and Warren Steinkamp. Noes, none~ Absent, none.
