HomeMy WebLinkAboutMinutes 1972-10-13NOTICE OF SPECIAL MEETING NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of California, that the City Council of the City of South San Francisco will hold a special meeting on Friday, October 13, 1972, at 5:00 PM in the Council Chambers, City Hall, South San Francisco, California. The purpose of the meeting is to consider and act on the following matters. Resolution Referring to the Planning Commission for report - A proposed change or addition to the General Plan regarding a site for a police facility. Resolution Confirming Declaration of Local Emergency. Resolution Requesting Assistance From Honorable Alan Cranston, John V. Tunney, and Paul N. McCIoskey In Obtaining Flood Control Assistance. Reports regarding actions taken by San Mateo Flood Control District (including Colma Creek Flood Control Zone), City of San Francisco, San Francisco International Airport and other local agencies regarding flood emergency. Date: October II, 1972 SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD FRIDAY, OCTOBER 13, 1972 TIME: 5:00 p.m. PLACE: Council Chambers, City Hall. CALL TO ORDER: .... Mayor Mammini called the meeting to order at 5:07 p.m. ROLL CALL: .Present: Absent: Councilmen Patrick E. Ahern, Gordon T. Boblitt, William A. Borba, F. Frank Mammini and Warren Steinkamp None AUTFIORIZATION OF CITY MGR. TO ADDRESS PLANNING COMM. TO INIATE HEAR- ING FOR AMEND- MENT TO GEN. PLAN: City Attorney Noonan explained that the first resolution listed on the agenda concerned the change in the General Plan regarding~e sites for the police facility. He stated that an alternate procedure is available and which is more expeditious, suggesting a motion authorizing the City Manager to address a communication to the Planning Commission or City Planner, requesting the Planning Commission to initiate a hearing for amendment to the General Plan and this would be considered in lieu of the resolution. Councilman Steinkamp so moved, seconded by Councilman Borba. After further explanation, motion as made and seconded was regularly carried. RESO. NO. 5959 CON F I RM I NG DECLARATION OF LOCAL EMERGENCY: After an explanation by City Attorney Noonan, Councilman Borba intro- duced the resolution entitled: "A RESOLUTION CONFIRMING DECLARATION OF LOCAL EMERGENCY." Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Gordon T. Boblitt, William A. Borba, F. Frank Mammini and Warren Steinkamp. Noes, none. Absent, none. RESO. NO. 5960 City Attorney Noonan explained the next resolution after which REQUESTING ASSIST-Councilman Boblitt introduced the resolution entitled: "A RESOLUTION ANCE FROM REQUESTING ASSISTANCE FROM HONORABLE ALAN CRANSTON, JOHN V. TUNNEY CONGRESSMAN & AND PAUL N McCLOSKEY IN OBTAINING FLOOD CONTROL ASSISTANCE.~' SENATORS IN OBTAINING FLOOD Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, CONTROL Gordon T. Boblitt, William A. Borba, F. Frank Mammini and Warren ASSISTANCE: Steinkamp. Noes, none. Absent, none. REPORT RE The next item was the report regarding actions taken by the San Mateo ACTIONS TAKEN Flood Control District (including Colma Creek Flood Control Zone), City BY SAN MATEO of San Francisco, San Francisco International Airport and other local FLOOD CONTROL agencies regarding flood emergency. DISTRICT RE FLOOD EMERGENCY: Lengthy discussion followed during which time, the Director of Ecological ~/~ Develop~nt explained the emergncy steps which had been taken and the employe~ent of private contractors in addition to City forces in the matter of the recent flooding conditions. Speaking as well concerning the subject, Businessmen William Koefoed, 104 So. Linden Avenue; Kevin Howard; John Roscrans; and Maurice Kolvi. AND RESTORAT ION OF FLOOD CONTROL WORKS BY US GORPS~OF ENG.: RESO. NO. 5961 City Attorney Noonan stated that two resolutions were ready for REQUESTING REPAIR C~uncil's attention in this regard and after an explanation, Councilman Steinkamp introduced the resolution entitled: 'lA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA, REQUESTING REPAIR AND RESTORATION OF FLOOD CONTROL WORKS BY UNITED STATES CORPS OF ENGINEERS UNDER PUBLIC LAW 99.~v RESO. NO. 5962 AUTHORIZING APPLICATION TO STATE & FED. AGENCIES FOR EMERGENCY FLOOD RELIEF AND RELATED AID: RECESS TO EXECUTIVE Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, ~rdon T. Boblitt, William A. Borba, F. Frank Mammini and Warren Steinkamp. Noes, none. Absent, none. Councilman Borba introduced the other resolutions entitled: "A RESOLUTION AUTHORIZING APPLICATION TO THE GOVERNOR, STATE LEGISLATURE AND OTHER AGENCIES OF THE STATE OF CALIFORNIA, AND FEDERAL AGENCIES FOR EMERGENCY FLOOD RELIEF AND RELATED AtD.~ Roll call vote was as follows: Ayes, Councilmen Patrick E. Ahern, Gordon T. Boblitt, William A. Borba, F. Frank Mammini and Warren Steinkamp. Noes, none. Absent, none. Mayor Mammini recessed the meeting at 6:30 p.m. to an Executive Personnel Session. It was so ordered. Councilman Steinkamp moved, seconded by Councilman Borba and regularly carried, that the meeting be adjourned.
